A r~;~u.1ar meeting of the City Council o~ the City off' Laurel, Mont~n~.,
was held 3.n the Council Chambers and called to order by M~.yor L. I~. Yovetich at 7:~0 o~cloc?:, P.M., on 1~londay, Jan. 17' 1972.
Upon tak3.ng rQ11 call, the following aldermen answered presents

The minutes of the previous meeting of Jan. 3, were read. IS~~,~~~rick

the committee to study the problem between Da1e~ and L~,Prath. Cmnnaa.tt~~ to
consist of Kilpatrick,, Chairman, Behm and Metzger. With this correction,
motion was made by Parker and seconded by Kilpa~riek that tae minutes stand
approved as corrected. Matian carried.
Cert~.in reports of the City of Laurel, were presented for approval;
City Treasurers Financial 5tatement~ City Clerks Cash Report, and City Clerks
Trial Balance. Motion was made by Behm ~,nd ~eeond.ed by Metzger that the.~e
reports be approved. Motion carried.

Motion was then made by Kilpatrick and seconded b~ Metzger~to send Daley and
a member of the Sewer Committee if pos:~ible to this seminar. Motion carriEd.
Utter of protest was read From Ed L~,Prath concerning the dirt
being dumped in .barrow pig across the stree~G from his property. LaFrath
stated that this dirt is stopp3.ng what h~; feels is proper drain~.~e. This letter
r~~erred to the Comm3tte~ for further study. Hard to work in place of Nie~zger
on th~5 committee.
Mrs. Edna Chapman attended the council me.e~3.ng to thank the council-
men and 2~ayor for their cooperation in Fixing the Library hoof.
Mayor co~unended Jackson Parker for all the work he has done on the
ambulance.
Mayor Yovetich made a recommendation to the Street and Alley Committee

He would like to reco~nend that and Laur~1 resident wishing to haul refuse to the City Dump must obt~:i.n an annual dumping p~:rmit free. of eh~rge. Th3.s permi-~
issued at City Hall and must 13~t the applicants name and address. Pei^rnit
should be non-transferable and subject to cancellation if it is loaned out or
misused. Permi.ts~_will'-not allow City Residents who own property outside the
City Limits authority to haul that propertys garbage to the dwnp without charge.
This recommendation referred to the comm3tt~e for further study and a report at j
the next meeting. ~
M~.yor stated that l~~arvin Carter does not attend the Air Pollution II
Control meetings and is notified when each meeting is held.
Metzger reported that them was an Ordinance for people to keep their
own sidewalks shoveled. Mayor stated, that this last snow w~ had was to he avy to shovel and would not ask anyone to do the work them~elge~.
Behm recommended that a yearly permit be issued to County Residents
wis~.in~ to use the City Dump. Mayor suggested a charge of not less than $25.00.
Referred to the Street and Alley Committee.
Minutes of the City Council of Laurel
Rodgers reported that the City Engineer is preparing a budget for
the replacement a~' a waterline on nth Ave. azid chipping and pealing on 5th
Avenue.
:toc~ers reported that the Street and Alley Committee studied the
matter of renting out City Equipment and would like to reccmimend that this
pcalicy continue a,s long as the pri~ile~e is not abused. Ea~uip~n~nt must be
operated by s City Employee and persons must ~nake~eve~y effort to acquire
private contractors before city equipment is used. Equipment car~r~ot be used outside the City Limits t~thout approval of the l~Zayor and Council. lotion

Eber~viller suggested ghat the $1.~~ per lot nom assessed for insect
control be droned end ~1.0U p~~ lad assessed for an err~er~ency ~r~ow removal
fund. Committee to study this matter and report at the n.~xt meeting.

receive ~ermpens~tory time off for hours worked. Compensatory time will be

No. It is the conter~t3.on of this cc~mmtii.tte~: of Local 316 that all over-~
t3.ine ar~d back pay was agreed upon at the time by the Un~.on Committee and the
City of Laurel labor Gomm-i.ttee and way paid to the police o~'f~eers for the
months of July and August this ~ra.s p~..id and received in good faith and will
not be repaid to the City of Laurel. The rul.in~ handed down by the Supreme
Court of T'lontana does not stake that cities or counties can not pay overtime; at the rate of 1 time, only that they do nod have to. If said rrloney was to
be paid back by Laurel Police Officers it would cause undue h~ardsMip on them.

becau~~ the 19~~. working agreement between Lo~a1 316 and the City of Laurel
stated that polio would be covered under the provisions of the working agree-
ment until something else was written and agr~~d on to cover Laurel Policemen.

Motion was made by Behm and seconded by Rodgers that the Po1~e~: Commi~t~e ~o

Kilpatrick stated that he fe1.t some of the aldermen were carrying to much of a load be~.ng chairman of several crnrun~.ttees. Mayor to revamp the
ccjmmittees.
Parker reported on the ambulance and stated that Bradley w~.s working
on €n Ordinance to include the Ambulance personnel in the Aux. Police. Motion
was thin made by Parker and seconded by A~1etz~;er to include the follcsra~ing people in the Aux. Po1ic~. Ray and Rosemary Blohm, Clara Lec~ Pearson, Pau.7.

Mayor Yovetich stated th,a~G the t~ money has been distributed and
the Athletic Park Lights ~,rE sti11 in the rid. Park Corrun~.ttee to study this
matter and set a rate for rental.
Minutes of the pity Council of Laurel
Niayor stated that the Park fund is a,7.so in the red ~nnd suggested
that the park ~vperintendent do other work during the winter. Referred to
the Park Committee.
Mayor stated that the ,ark superintendent had reported about 15
feet of fence torn down at the ~ka~ing rink ~o use as fire wood. Sf this continues the ~katin~ rinks wi11 have to be closed.
Mayor Yoeetich recommended that all requisition books be picked up €,nd
all orders to come directly from the office. Motion way made by Kilpatrick ar~d
~s~condc~d by Parker to ace~;pt the riayor~ re~c~mmendaticm. Motion e~.rried.
Larry Dol.eehek representing the Jaycees appeared before the counc3.1 to present a check in the ~noun~ of ~~.7~..10 from th~? proceeds of the Homy
Bear s~1es. Th3~ money to go into Riverside Perk remodeling fzand. Doleehek
also presented the council with an ft. & R. report that won the Jaycees first
plae~ in their division in Lewistown. Th3~ report expl8ins in detail the
remodeling of Riverside Hall. Thy ent3.r~ council e~pr~s~~d ~he3r sincere
appreciation to Larry Dolech~k anal the Jaycees.
There being no furthEr business to come before the council at this
time, motien was du~.y made and seconded that the meeting be adjourned. Motion
carried.
