Nl. Yovetich, ~t 7:30 o~clock, P.Ni., on Monday, March 20, 1972• upon taking roll ca11, the following aldermen answered presents To~rA Hard Thomas Kilp~.trick H. Ebersviller, Sr. f3ob Burns Ervin Nfetzger The minutes of the prev~~ous meeting of Niarch 6, 1g72, were read. Lotion was made by Ebersvill~r end seconded by t3urns that the minutes stand approved as read. Motion carried. ~.eport of the County Sanatarian was p~~ented for approval. ~ot3.on was madE by Metzler and seconded by Kilpatrick that th3.s report be approved. Motion carried. Resolution No. 11 22 t~a~.s presented. Alderman Kilpatrick stated that by bringing in only these three ha1.f blocks that Dave Murray could stop all growth to the West by refusing to bring in the other half of these blocks. Burns stated that if you make an exception for one you have to continue do~.ng this for everyone, Upon taking roll call vote, Aldermen Kilpatrick, Eber~viller, burns and M~tzg~r voted "Aye" while Alderman Hard voted "No". Said-Resolution. No. 1121 was declared passed and adopted. N r. Gene Littler, Executive Director of the Community Action ~'rogram, appeared before the Council to expla~.n the oper~.tion of the CAP. Motion was made by Kilpatrick and seconded by Ebersva.ller to allow Tom Hard, the couneil'~ Repr~:sentative to the CAP, permission to approve the check point procedure of the CAP~s operation. Potion carried. Ebersv311~r reported that there has been some trouble at the dump with people taking the fence down and dunping their garbage. Ebersviller reported on old parked ears. Ebersviller reported that Frank Smith wanted a week off writhout pay. Engineer stated that this would be a good time before all the work s~~.rted. ~bersvill~r reported on the ~;~xba~;e inereas~•. The committee suggested that resident and commercial assessments b~ raised ~12.OQ ~ year and apaxtments raised from $7.50 an apartment to ~15.4~ an apartment. A~'ter discussions motion was made by Ntetzger and seconded by Hard that all garbage users, except churches, be raised $12. 0 year including $12. 0 per apartrrsent. After more discussion, motion was m.ad~ by Kilpatrick to tab1~ this matter. Motion died for lack of a second. First motion carried with Kilpatrick voting "No". _ i I Minutes of the City council of . Laurel Kilpatrick reported that the sewer committee had checked into the city~s responsibility of the sewer problem on I~rS. Sngraham's propert~r. Kilpatrick stated that the city had no legs]. responsibility but a ~rzoral respons3.bility to collect this money. N~ot~on was made by Ki~.patrick and seconded by Metzger th~.t Bradley write a letter to Mr. Pri11 and Mrs. Ingraham~s lawyer stating; that this is a. problem bEtween the two of them and the city is not involved. Lotion carried. A'lotion was made by Kilpatrick and seconded by N;etzger that ~7aley approach Nirs. Stoltz and Dave Murray as to the su~ge5ted problem with their sewer line. Lotion carried. Mayor Yoveta.eh would like to appoint Saschia Herman to the Zoning Board; a vacancy created b~ the death of Ira Rodgers. Motion was made by Ebersv3.ller and seconded by I~!:etzger that this appointment be approved. Notion carried. A~ia~rar~~u~ges~~d that a penalty be placed on the people who have not licensed their dogs be~'ore the 1st of Na~T. The license fees would double from yi2.50 tc~ $x.00 for ma.7.es anc~ spayed fem.ale5 and from $10.00 to X20.00 f.'or female. City Attorney to draw up an amendment to the existing ordinance. Mayor Yovetieh Mated that he would like to have the parking lot acro55 the stree~~ lean~:d vut and blacktopped. Mayor read a letter ~°ram an outsi~.e resident compl~.i.ning about the City ~,1.].~y~ ~ . There being no further business ~o ccr~e before the cozanc l at this times motion was rrrade by N~tzger and seconded by* Kilpatrick that the meeting b~ adjourned. Potion carried.
