M. Yovetich, at ?•04 o~clock, P.M., on Tuesday, December 18~ 1973. Upon taking roll call, thy: following aldermen answered present: Torn Hard G~.y Easton Tom Ki.lp~trick E.H. Eber~viller, Sr. Chuck Rodgers Bob Burns Ervin Metzger The minutes of the previous meeting of Dee. I973, were read. 1!~otion was made by Ebersviller and seconded by Hard that the minutes be approved as read. Motion carried. Certain reports of the City of Laurel, were presented for approval as follows: City Clerks Cash Report, City Cle~k~ s Trial Balance and City Treasurer' ~ Fittanci~.]. St~.tement. Motion was made by Metzger and seconded by Rodgers that these reports be approved. Motion carried. RESOLUTION N0. 1l~61 ~tESOLUTION N0. 1l~.61, BEINQ A PftOPOSAI~ TO EXTEND THE BOUNDARIES TIDE CITY OF LAUREL, MONTAbTA, TO INCLUDE AI,L OF LOTS ONE (1), TWO AND THF?EE (3) IN BLOCK SEVEN (7); AND ALL OF La'T'S ELEVEN (11) THROUGH TWENTY-FOUR IN BLOCK NINE (9) AND MURRAY HEIGHTS PARK, .ALL IN MLTRRAY HEIGHTS SUBDIVISION IN THE NORTH WEST PGR'~'IORT was presented. Kil~a~rick reported that the ccymmittee would like to recommend th3.s this property be brought into the City L~.mits with the stipulation that a letter b~ drafted and put on file to notify all future property owners and the d~v~lopers ~o put in a pressure system pump. Kilpatrick made this in the form of a motion seconded by Metzger. Motion carried. Kent Harris, chairman of the point City-School District Common Use Facilities, agpe~.red before the council with seYeral approaches in securing funds for a professional recreation study of the city and school owned Zand. The Mayor stated that he feels professional planners are needed. The Council also agreed with this. Bradley stated that the City does not have any mun3_cipal funds budgeted for this but Revenue Sharing money could be used. Motion way made by Easton and seconded by Ebe~sviller to except plan "A" which wou],d consist of the 3.~nmediat~ hiring of S.T.R. to perform a feasability/cost study with a commitment for payment not to exceed $10,~~0.0~ in monthly instalments over 6 month period gtartin~ March 1, 197.. Funding of these payments would be from its own resources. Since School District #7 will have: no funds avail- able until its next fiscal year the City wou~.d 'be required to service the obligation until that time. Motion carried. The Mayor reported on the Water and Sewer Rate study. H~ stated that the first thing we must do 3s apply to the Public Service Ccxnmission fora ~ub- stantial rai.s~. Motion was made by Metzger and seconded by Ebersviller that the City Clerk send in an application immediately to the Public Service Ccnnm- ission asking for a public hearing by the 1st of February. Motion carr~.ed. Rodgers stated that the Jaycees would like to have a rear door at Riverside Hall. This matter referred to the Planning and Improvement Committee. Rodgers reported that the Public Sa.f'etq Canmittee had been stue~ying the possibility of a security impounding aria. Motion was made by K3.lpatrick and seconded by Hard that the materials be ordered to start on this impounding area. Motion carried. The Public Safety Caanm,ittee i~ also studying the possibilitg of building a dog kennel. This kennel would have to be sarn,e place where there could be 2~. hour ~urveillanee. The Cormnittee to continue working on this mater. Motion was made by Kilpatrick and seconded by Rodgers to incorporate into the building codes a requirement to 3.nstall a vacuum breaker on all outside water taps. Motion carried. Kilpatrick suggested setting up a city serva.ee district which would not allow anyone outside certain boundaries to ccttne into the city limits until further water and sewer d~velopnent~ can be made. These boundaries would coin- cid~ with the big ditch, and nothing north of the ditch would be brought into the city until these develo~anents are made. Kilpatrick made this in the farm of a motion seconded by Metzger. Motion carried. The:Mayor reported that the 1a~t een~us count was 99 short of 5,000. Burns ~ugg~sted new hours for the city dump. From 8:00 A.I. to 12s00 noon. There was sane discussion concerning this matter and the council decided to wait unti3 after the first week in January when daylight savings time goes into effect. Burns ~ II recommended that we collet frcan the insurance co. and buy a new ear. Motion was then made by Kilpatrick and seconded by Burns that the city purchase new Police ear. Mvtion carried. There being no further business to cane before the council at this times motion way made by Rodgers and seconded by Burns that the meeting be ad~oux~ned. Motion carried. i j Sharon L.
