Yov~tich at 7:00 o~clock, P.M., on Tuesday, D~cemb~r 4, 1973. Upon taking roll ea11, the following aldermen ans~rered present: Teem Hard Garr Easton Toxn Kilpatrick E.H. Ebersviller Chuck Rodgerffi Bob Burns Henz~r Gogner Ervin Metzger The Mayor reported his stand on hip $25.00 raise, and Mated that since one man h~.d resigned, he would accept the rare, prov3_ded no one else was hir~:d, and provided that no one had to be laid aff. Kilpatrick ccanpl.imented the Mayor on the good fob he is doing. The minutes of the regular meEting of Nov~nber 20th were read. City Engineer had the m3n~utes to read "garbage burner" rather than "garb~~e blower". Burns eorrectEd the minutes to read that the pr3.ce of the cloth should be "$1.75" instead of rs .7~~~ . ~Tith these earrections, Bt~rn.~ m~.de the motion, seconded by Metzger that the minutes be approved. Motion carried. RESOLUTION N0. 116 RESOLUTION N0. 1.1~6fl, BES~TG A RESOLUTION TRANSFERRZNQ~ CERTAIN FUNDS OF THE CITY OF LAURELS l~ONT ~IdA, was presented. Lotion w~,s made by Ebergviller and s~:conded by Burns that this r~sQlution be passed and adopted. Motion carried. Library report for the month of November was presented. Motion was made by Ebersv3.ller and seconded by Metzger that this report be aec~pted. Motion parried. City ~Zerk brought a request for a business license for a recreation enter, to b~ ~n the address of l~17 Wept Main, by a Mr. Wa11y Silva. City Attorney stated that the Chief of Police should talk to Mr. Silva before a license was issued, saying that in the p~.st, a center of th3.s kind has not been successful. After discussion, motion way made by Kilpatrick on the reccxamendation of the City Attorney that this matter be t~.bled until the chief of Police could talk to Mr. Silva. The motion died for lack of a second. Eber~viller stated that the licen~~ should be issued until the end of the year, and if there is any trouble ~ not to renew in 197 He made this in the form of a motion. Seconded by Metzger. Motion carried. Report of the Folio Judge sod reports of the p~.tro7Yrien were presented for approve].. Motion was made by Ebersviller and seconded by Burns that these reports be approved. Letter from Dave Murray way read requesting that the C~.ty Council bring in to the City L.mit~, lo~~ l~ 2t & 3 3n Block 7, and lots 11 through 2~. in Block 9, as well as Murray He3.~hts Park, x.7.1 in Murray Heights Subdivi.aion in the Northwest part of the City. After discussion ass to water and s~w~r faeil3ti~;s, motion was made by Metzger and seconded by Hard that thy; City Council authorize a Resolution of Intention to Extend an these lots. Motion carried. City Attorney spoke agai.n~t this action. The M~.yor stated th~.t there is an ~ner~?v crises. He ment3 onc~d ~omP kind of chart to be kept on repairs and gasoline for each Unit owned by the. city. Something like a regular lad book to be filled out each dad- and turned in onae a week to the City Eng3.neer. Mayor stated that there e~ned to be a dog crises ~gai.n. Chief of Po1ic~ Mated that the police had no ~urisdi~tion on private property,a~ for instance a trailer court. City Attorney reported on this. City engineer ~tat~d that in his opinion each trailer on a lot was a separate property. Police are eon~idering the ~:ntire tra3.ler court as one property. Thy Mayor st~teei that there would be a hou~~ to house ~anv~..~~ at dog license time. He also turned the other problem over to the Public Safety Canrr?i~tee, to report back at the next regular meeting. Thy Mayor stat~;d that there were trailers, boats, ar~d dunk esxs that must be gotten off the $tr~et. Chief of Polies caked what to do with these items if they were impounded. Mayor turned this matter over to the Public Safety Ccmnnittee. Thy Mayor info~aed the City Engi~e~r to ~1ean up the old Citg Dump, December 5th. Kilpatrick st~.ted that he had a~k~d for voltuzte~r~ frcxn the school to help with this project, but that the youngsters would not do this unless they got a day off from school. He stated that of course the school boarci re- fused this request. The Mayor said ~o allocate some money from ~qr?e place and get th3.s clean up fob done. Engineer would tuxn this over to Valleg Hegel and hip park crew, who are paid under E.E.A. i • • • ~ II Minutes of the City Council of Laurel M~.yor reported that according to the new eonstitution~ there will be I, a vote of the people re~ardin~ City-County Consolidation. He stated that Burns and Jackson Paxker were on this ec~nmittee. He would appoint another alderman, I thr~;e memb~r~ of ~h~ Cha~?ber of C~nmerc~ and the six could elect the 7th metnbep to this cca~m3.ttee. He Mated th3.s would b~ done very soon. Mayor stated that possibly- Laurel should secede from Y~1lowstone County and fora its own Cotanty. . Mayor reported on the c~nsu~. Sink many persons have not been con- taeted, the Mayor turned over the matter of the census to the aldermen frc~ ea~~h ward. 'the Mayor reported on several letters that had been written to Iii pities in the Stag of Montana of like size to Laurel. Burns ~~ported on ~o~e of the items the citizens were thinking of regarding amulti-use btzildin~~ swimming pool, comprehensive plan, grants, business district, etcetera. Easton reported on dog poisonings 3n Laurel.. He also mentioned a meeting on December 11th anal on Dec. 13th. Allen fond, County Sanitarian, appeared before the council and thank~:d them for the raise in pay. Kilpatrick asked about the times to have the landfill open. Mayor referred this matter to the public works co~nnittee. Burns su~ge~ted ps~s~ibl~ half a day. Ebersviller asked whither or not there was doing to be a fall clean- up this year. Ma~ror stated no. Then the Mayor told the-City Engineer to begin a el~ar~-up week pn Mond~r December 10th. Clerks office asked to make up scmae more copies of the new cammitt~es. Geer asked p~rmisasion to leave the State. Motion way made by I~i.lp~trick and seconded by Rodgers that permission be granted. Lotion carried. C~c~ner asked about some gravel in the alleys, and reported chuck holes in the black top. Beven reported on the painting of the stand pipe. ~~:nhardt reported on the school in Billing, and thanked the council for allowing the men to attend. Also reported on the dog poisoni.~gs. Lenhardt also asked that the other five co~ieg of the working agree- ment be signed. Burns sta~Ged several items that he wishEd to discuss ~egarda.ng the working agr~~mment after the meeting adjourned. There being no further business to e arse before the council at this $~~~ion, motion way duly made snd seconded that the meeting b~ ad~o~zrned. Motion carried.
