Ebersviller, Sr. Chuck Rocl$erss Bob Burns Henr~r Gayer Ervin Metzger The minutes of the previous regular meeting of Aug. 7, were read. Motion wa.~ made by Metzger and seconded by Hard that the minutes be approved. Motion carried. The ~.nutes of the special meeting of Aug. Sth~ were read. Motion way made by Ebersviller and seconded by Metzger that the minutes b~ approved. Motion carried. TMe m~.nutes of the lst special meeting of A~.g. 13th were read. Motion was made by Gaaer and seconded by Metzger that the minutes be approved. Motion carried. Mayor appAinted Tom Kilpatrick. The Mayer read ~ letter frcan the Dept. of Hi~hw~.ys concerning a proposed improvein~nt pro3ect of ligh~3ng the Laurel Interchange. Easton ~l.~o suggested masking the Highway Dept. if they would consider a lighting project for the un.aerpas~s. 'I:his m~.tt~r referred to the Street and 911ey ~c~mitte~. Mayor read a letter from the Mont~n~ Bicentenial Ccanm3.s~io~. Mayr~r appointed a ccxnmitte~ of Rodger, ehai.rman, Metzger ~.d Ebersviller to work on this rr~atter. There way discussion concerning motor cyclists wearing he]~nets. Motion ~ra~ made b~ Hard and ~e~onded by Metzger that ari ordinance be dratAm up con- cernin~ this matter. Motion carried. Mayor read a letter fran the Ambulance Ccx~mittee request~.x~.g to raise the Bloh~s pair frc~rt $I~25.0~ to $?~,7~.~~ per month and also 3.nsta~l.l a separate telephone ~erv3.c~ fra~n the B1ohr~s to this Polio Station. After discussion, emotion way wade by Metzger and seconded by Ebersv3.ller to accept the re~c~unenda- tiox~ of the Ambulance Committee. Motion carried. Eaton reported rece3.ving mane eca~plime~t~ on the city parking lot ~.d asked if they were doing to pub up cent block. Dale- stated that 52 block were needed at $s.0~ per block. Mayor stated since w~ started the project lets ec~mplete it. Easton said he has had many canplaints on dying birds and wanted to lmow if this was due to spray3.ng. Da1eg reported on this. Eason reported that during the l~.~t rain storm he and Bob Berns checked storm sewers at wh3ah t3~ae they found several problems. He feels that the cc~nmitte~ ch~zirm.ans are mak~.ng too many decisions on their own without consulting the rest of the committee. Motion was ~ad~ by Kilpatrick and seconded by Rodgers that permission be gr~nt~d. Motion carried. Eber~viller ~.sked if the Anim~.7. Ordinance covered pigeons. Bradley to check this. Eber~viller reported travel trailer disposal service in hip are$. and wanted to lmow if this way proper. Fber~viller stated that Henry Kaiser h~,s not pub in his curb and gutter and he would like to see scene action. Bradley to draw up a resolution by the new council meeting leaving a space for the r~~nes of the people in violation. Each alderman to chick his own ward. Bums asked how the dog catcher ~ra~ doing. Moticm carried. Burgas reported that he and Easton had net w3.th the school board con cerning the light bill for the Athletic Perk Lights. He ~~ated that the school board was in agreement of charging a flat rate per season which would include the 13.~ht ba.l1 and bnlti replacement. Burns Mated that on Sept. 12th, at 8.0~ P.M.,, in the Ceuneil Ch~nbers~ them ..i.~ ~oirig to be a m~et3ng of the City Council, City Attorneys City Engineer, the C.G.D. Burrs explained to the council the Qreen Thumb Program which is a work training program ~ponsor~d by the National Farmers IInior~ ar~.d pa3.d for by the Federal Gov~rrurtent. These workers must meet the following qu~lifica- tions: 1. Have a rural background 2. ~3e ~.t mast 55 years old 3. Earn not s~or~ thin $1600.0 per year It. Motion carried. Burns read Senate Bi11 #l~1~.6 Stating that anyone in a Supervisory - Capacity cannot ~~:rve on the negatiatio~ ao~mit~ee. Since this law wen$ into effect July 31, 1973, the council felt that Chief of Fo1ic~ Lenhardt should b~ replaced. A~ation was made by Easton and seconded by Rodgers that this matter be burned over to the personnel C ittee with authority to act. Bradley stateei that he thought the council should be thinking about whether or not they want beer sold in the ~am~ bui.lciing where there are mall children. This matter referred to the Poli.~e Cc~runittee and the ways and means eommitt~e for 3nve$~igation and cc~e back with a re~cx~~nda- tion. ~~iey reported that we hae~ received a copy of the sewer report frame Steven~~, Thc~apson ~d Runyon. Daley asleed to have Bloek 3, Nutting Brothers Subdivision brought in~Go the city. He would 1ik~: permission to hook up to city water and city sewer imFnediately. This matter referred to the Water and Sewer Ca~mittee.
