Yovetich at 7:00 a~clock, P.M., on Monday, April 16, 1973. Upon taking ro31 ca11, the following alde~xnPn answered present: Tom Hard Tom Kilpatrick E. H. Ebersv ller, Sr. Chuck Rodgers Bob Burns Ervin Metzger The minutes of the previpu~s meeting were read. Motion was made by Metzger snd seconded by Burns to accept the reading of the minutes with corrections. Motion carried. Rodgers- - - 2l~7 (two-year alderman) Minutes of the City Council of Laurel Motion wa.s made by Kilpatrick and seconded by Metzger to accept the clerk s canvass of the ballots. Motion carried. Certain r~parts of the C3.ty of Laurel were presented for approval as follows: City Clerks Cash report, Treasurer~~ binancial report, and elerk~~s trial balance for the month of March. Motion was made by ~bersviller and seconded by Burns that these reports be approved. Motion carried. Library report for the month of March was presented. ?+~totion was made by Kilpatrick and seconded by Ebersv3.].1er that the Library report be approved. A?otion carried. Request was made frcc~nn the Volrnteer Fire Bepartment for approval of the appointment of Ben Willems ~o the dep~rtm~nt. Lotion was made by Ebersviller and seconded by Rodg~r~ that this appointment be approved. Motion carried. ~'he Mayor mentioned that th~:re had been comment about young people sell3.ng Christmas cards. After discussions it was the opinion of the council that the young people should not be prevented from selling; cards, cookies, etcetera. Metzger asked whether or not Chapman's complaint at the Cemetery has been taken care of. City Clerk reported that the City does carry liability for these a,ceidents. MMetzger and Rodgers reported on easements at the CemEtery. Burns brought up the subject o~ City licenses in view of the tree trimmer who had charged an exhor~itant price for his work. Bradley suggested possibly a questionnaire. After discussion, motion was made by ~3urns and seconded by Eb~rsviller that the off~.ce fore b~ ins~rtzcted to refer any new license applications to the C~.ty Council. Motion carried. Burns read a letter Pram the- Pastor of the Church of the~~N.azarene of Lander, Wyoming, addressed to Patrolman Gerke. This letter thank'~Ir. Gerl~e for services rendered to a group from Lander in august of 1972. The letter also requests pezrnission for the use of Riverside Park for acamp-out of the Nazarene Caravaners for the nights of rune 15th and possibly the 16th. After discussion, motion was made by Burns and seconded by Ebersviller that permission be granted, and a litter be written. to these people. Motion carried. ~iurns reported on a meeting he attended on fteven~:e Sharing. Rodgers thanked the M~y~or and the aldermen for the pleasure of working with everyone during the past two years, and stated that he had received full cooperation from the employees. Rodgers also suggested a. list of items to be considered for the coming term, a.s follows: 1. No hiring of personnel without consulting the p~;rscmnel committee. 2. No hiring off' relatives ~n the future. 3. F~nployees must pa..ss physical examination before becoming permanent city emplo;rees. 1~. Suggested a ch€~n~e in City kttorneys. Suggested a cheek into the ~.uties of the City Enga.neer. TheZU[a.yor reported on this situation. Burns said he would not like to have dclosed-door session. Bradley stated he had been City Attorney for 18 years €~nd that when you are in public office theme is arrays criticism just for doing your fob. ChieF of Police reported on this. Ebersviller asked permission to leave the State. Motion was made by Kilpatrick Gn.d seconded by Metzler that pErmission be granted. Motion carried. Chief of Palice I~enh~.rdt requested permission to leave tk~e State. T3otion was made by NIetz~er ~xa.d seconded by Rodgers that permission be granted.. Motion carried. Hard asked permission to leave the State. Motion was made by K:i~.patrick end seconded by Rodgers that permission be granted. A~otion c~rri.ec~.. Kilpatrick reported that a truck with camp~;r was parked every day at the P1lonahan corner, snd obstructed the view going north on Montana Avenues on First Street. Kilpatrick asked about a report on the comprehensive plan. Metzger reported on this. Also the Cit~r Clerk reported that much material h€?d been sent to the Company. .w . ~ I Minutes of the City Council of Laurel Kilpatrick asked about putting in horse-shoe pits in same of the Ps.rk~. Burns reported on this. Hard reported. that the stop light on the Pennoy's corner is off schedule. Hard stated that the Montana Power C~npany should be asked to clean the street l~~ht bulbs, and to make needed repairs to the 13.ght poles. City Clerk to request this by letter. Bever reported that the Water Plant is short-handed. He also reported a school being helr~ in Hardin, and that Laurel should have three employes attend, but that no one seems to b~ inte~ested« Dick Metzger stated that the City Engineer would like to have him attend this school. After discussion, motion was made by M~~zger and seconded by KilpAtrick that a City Vehicle be used as transportation for those attending this school.. Motion carried. Much discussion on the Emergency Employment Act program as it governs the Cit~r. There being na further business to e one before the council at this session motion was dull made and seconded that the meeting be adjourned. Motion carried.
