The Mayor then made the following sugg~~t c~xia For damping at the Airport dump: 1. Dumping to the public weekdays 2 hrs. a dag frea~ 12 s4 P1~I. to 2:00 P.M. and Sat. frame 8:00 A.M. to ~.:~0 P.I. 2. Everyflne d~anuping will pay the following cu~~: $l.(30 for a single conta~ier or pickup load $2.04 for a picltup with side boards 3.5~ for 1 ton pickups $x.00 for 1~ tors and 2 ton trucks $7.~0 for s~ni-tr~.lers end p~.ekers. 3. Everyth~.ng damped will be landfillabl~. Them wi11 be no bulk items ox oil du¢nped. Motion was made by Easton and seconded by Buz~s to accept this re~c~namendat3.c~n. Them was much discussion concerning this matter. Kilpatrick stated th~~ h~ fell we were solving the co~ntp's problems, H~ feels that county residents should have to pay more than city resider~t~. Kilpatrick made an a~nene~ent ~v the motion stating shat outside u~er~ ~o~ald b~ allowed to dtunp temporarily for sanitary purposes. Secoa~ded b~ ~todgers. Elwin Kirkwood President of the RQU~h Riders Search and Reeve unit of Billings, aid Jon Kent appeared bes~'ore the cotancil seeking infor~atian concerning a resource list. of equip~.en~ aid ~rsonnel s~railable in Latar~l in cage of a dis~t~r. Thi.~ ~tat~er referred to ~.G.D,~ for further study. Hard asked about hiring r~lative~ and wanted to l~cyw where the limit had bees set. Bt~x~ns reported that the p~rsmr3nel ecxnmittee recdmended that the city prevent hiring first degree relatives (either bar marriage or birth) of all city empl~es. Temporary help i~ not ir~eluded it this policy. Motion was made by Ebersvi..ller and seconded by (~~er to aca~pt the ~~~c~nnmendation of the personnel committee. Roll call vote was taken with E~.ston, Eberavlller, B~n~, Gorier and M~tzg~r vatin~ "Ay~t/ and Hard end Kilpatrick vot3n~ '~No'~ . Easton reported getting sane cc~nplaint~ about ~Y~e ditch o~ 1st Ave. and 11th Street. City Eng~.neer to write a litter concerning the health ,arid pollution probZe~s of this ditch. Easton suggested a daily inspection of all city equi.p~ent. I I Minutes of the City Council of Laurel Eaton reported that Gux~t Strausburg hay resigned frc~ the Fire Department because he was tran~fered to Ronan. Motion was made by Eb~r~viller and seconded by Burna to accept this re~igna~ion. Nation carried. Git~ Clerk to write him a letter eo~raending him for his work while on the Fire Dept . Kilpatrick asked if anyth3.ng hid been dons about city licenses. Bradley reported on this. Eb~;rsviller r~por~ed receiving a request for a dip cm South 5th St. and Yellowstone Ave. This m~.tter ~eferr~d to the Street Cc~mit~ee. Clerk r~por~ed h~.ving talked to Dick Black eoncernin~ the Meaning and repairing of the street lights. It was reported that if any extensive repair was going to be done Montana Fawer would have to budget for this in December. Bv.rns reported that the eit~ ordinances need updated and we need sere rules concernz.ng bicycles. Burns reported on the city~s lability insurance and stated that he felt w~ were paying to much. This referred to the Ways and Means Cc naittee. Burns stated ghat the man at the ce~eter~ wasn~t getting his job done properly. After discussion tYii.s matter referred to-the Cem~:t~ry Beard. Geer reported that the Telephone Cc~npany had torn the streets up on. the southside acid left them barricaded for two logs. Gamer asked to have acme gravel put on the road at Alder and 6tb St. Goner reported that Terry Fink wants his street surveyed and bladed. This matter referred to the street ec~nmittee to came back with a recommendation. Metzger asked what we ha~re heard about the ecc~nnprehensiv~ plan. Daley reported on this. Metzger reported that it w~:s getting to be that tame of ye~x w~ien people should b~ cleaning up tY~eir lots. I3e woua.d like the. add put in the paper concerning weed cutting.
