A regular meeting of the City Council of the City of Laurel
Montana, was held in the Council Chambers and w~.s ca11Ed to order by Mayor Lot~.is T2. Yovetach at 7:00 o~clock P.M.~ on Tuesdays I~uy 1~, 1973.

~Ietz~er and seconded by Rodgers that it be inserted 3n the minutes that

Notion carried. T~zen motion was made by Metzger and seconded by Burns that
the minutes be approved as correct~:d. Motion caxried.

Ebersviller then ~a3:led a personnel committee meeting for next Tuesday,
Nlay 22nd, at 7:30 P.M., in the council chambers.
Letter way read from Harold Hauser, County Attorney, as follows:
Gentlemen:
I have today received a eamplaint from Mr. Glenn that them is
open burning a.t the Laurel-vamp.
Th3.s problem does not seem to resolve itself and I am accordingly, inviting e~,eh of yrna. to have a representative meet with me at my office
on May 16th at 2:00 P.M., in order that this s3.tuation. may be resolved.

Torn Kilpatrick objected to the appoint.~nent o~ Merritt Williams, because,
though he owns property in the C3_ty of Laurel,, he 1ivES outside the City.
The Mayor to find a replacement for him.

Motion wa.s made by Ebersviller ~ d seconded by Hard that the Mayor's appoint-
ments be approved. Motion carried.
Cindy Black and Nickey Rehling appeared before the council to ask
for same city trucks for the purpose of cleaning up on May 22nd. This project
met wi~Gh the approval o~ the council.
Terry Fink appeared before the coune.l about his street problem,
and also water for this property was discuQsed. The property involved is th.e old Sugar Beet dump proparfi~y. Since this mater was turned over to the Street
and Alley committee at the May 7th meetings the Mayor referred this problem
back to the Street and Alley Committee a~ ~ae~l as the water ccymm3.ttee, and
the city engineer.
Leonard Wol1an appeared before the council with a report on the
City-County Health Progr~n, involving the City of Billings, the County of Yellowstone, School District #2, school District ~7 and the City o~ z~.u~:s.
He read a proposed agreement, and stated that the agreement a.s written had
already been approved by all entities except the City of Laurels After dis-
cussion~ motion was made by Kilpatrick and seconded by Burns that the council
go on record a~ being in favor of this program as stated. Laurelts share
would be $1,280.00. Motion carried.
Ken B~:ven appeared before the eo~uncil to report that his reinstated
employee at the water plant was working out fiery satisfactori?y so fa.~, and
recomzaended that the seven days vac~.tion charged to his account be charged to
sick leaves and that he be paid at this ~~me 9 days before the end of the week
and the other 9 days at a later date. Bums said that he is in fu1.1 agreements
and made the motion, seconded by Rodgers that this be taken care of. Motion carried.
Burns again read ~ letter From the Bi11~_ngs Deaconess Hospital re-
garding an ~.lcoholics conference. He stated that since F3even from the water
plant had done so much work on this problem, and Zenhardt the Chief of Police
was having this problem with an employee, that they should be asked to attend this two-da~r conference. Anyone else who is 3nteres~ed should. also attend.
The charge is $10.00 per person. ~~otion was made by Kilpatrick and seconded
by Hard.. that the city should reimburse those attending this conference. Motion
carried.
Dave Powers, Fire Chief, appe~.red before the council to request per-
mission for him to send two men to a me~:tin~; in Niissol~la on ~1une 7, 8, 9th.
Motion was made by Metzger and seconded by ~todgers that permission be granted.
Motion carried.
Gower stated that he world 3ike to have scene stop signs on the south
side. Also a complete four-way stop in a certain location. Mayor referrPCi
this matter to the Street and Alley committee to meet with the City ~~ineer.
Burns Mated that the council must aga~i_n eonsic~er hiring a dog
catcher, and to begin taking application for this job. Mayor said he felt the police were lax zn this matter, ~.nd referred the d.og problem to the police
committee.
Burns repar~ed on the Riverside Park mower.
Burns stated that the cammitteP on the ~loocti_ng of certain ~.nter-- sections haci been discussed in c<xnmittee, and dec3_ded that this problem should
wait until there is a good rain -examine the trouble spats and then establish
priorities.
Rodgers reported about the ambulance being parked 3.n the alley, and
stated that this was the only place it could be parked while it was being
cleaned.

Ebersviller brought up the subject of junk cars. burns reported on
this. Fbersvil.ler brought up the sub3ect of a business in to~nn that hits not
pai..d the business license. City Clerk reported that the offices had gone as far
as it can go. Last year a citation was issued and signed by the City Treasurer
This was served on the business man wh.o still r~;fused to pay the license. TYie matter was dropped there. This process to begin again, and folloVred through
this time.
Kilpatrick reported. on the letter from Mr. Massad regarcling his re-
quest for street lights frcm Nfai.n Street to Fourth Street on ~;ighth Avenue.
He su~ested a. 1~tter be written to the ~Iontaz a Power Company about this, and to renew our request to have the lights cleaned, and same of the poles rPnovatecl..
Kilpatrick reported on a meeting of the .Airport C~nmission. There
was discussion about men with p1€~n.~s in the spraying business, wing our
Airport runways, and at no charge. Tt was su~~ested that the Ai.rpnrt Cammissian
cane up with a reasonable charge, ~os~ibl;~ by the month, or annually. Bradley
suggested a possible "Use" fie.
Kilpatrick stated that Mr. Schessler is not doing to farm the A~_rport
land any more,, end Phillip Fox is willing to farm the ground, but he would
like to see .copy of the lease aareem~nt. City Clerk to get a copy to him as
soon as possible.
The Mayor reported on a meeting with the law enforcement officers of Yello~rstone County, regarding the consolidation of certain s~:rviees and
facilities in Yellowstone County.
There being no further business to comp before the coune3.l this
sessions motion was duly made and seconded that the meeting be adjourned.
Motion carried.
