A regu3.ar meting of the City Council of the City of Laur~l~ Montana, was
held an the Council Ghambe~s and called to order by Mayor Louis M. Yovetich, at 7:00
o~elock ~'.M., on Monday, :MGrch 5, 1973.
Upon taking ro11 ca7.1 the following aldermen answered present:

Thy minutes of the previous m~et3.ng of Feb. wire read. Motion was made by Ebersviller and seconded by Burns that the minutes be approv~:d as read. Motion
carried.

Motion was made by Ebersviller and seconded by Metzg~,r that the claims be allowed. Motion carried.

Minutes of the City Council of Laurel
Certain reports of the City of T,aurel, were pre~ent~d for approval
as follows: City Clerk's cash report, City Clerk's trial balance anfl City
Treas~.~rer's financiza.7. statement. Motion ways made bar Burns and seconded by Ebersviller that these reports b~ approved. Motion carried.
Sanitation report and Library report was presented for appro~ral:~
1Ko~ion.~was made by Rodgers and seconded by K3.lpatrick that these reports b~
approved. Motion carr3.ed.
Mayor Yovet3~eh sug~e~~ed chan~in~ the council meetings back to Tuesday night since most of the h~lic~ays fall on Monday. Motion w~.s made
by Ebersvill~r and ~e~onded by Rodgers that the Council Me~tin~;s b~ changed
to Tuesday Effective April 1, 1973. Motion carried. After discussion,
motion was made by Behm and seconded by Metzger to mend the original motion
frcxnn effective date of Apr3.1 lit to effective da~~ of May 7_, 1973. Motion
carried. City attorney to draw up an ordinance.
Mayor read a proclamation Fran the Girl Seou~s asking to proclaim
the week of March 11 thru March 17 as Girl Scout Week.
Motion was made by Burns and seconded by Ebersv~.ller to approve
the police reports, Motion carried.
George Wagner, Ralph Watkins, Rose Z~Tambolt and Jim Smith appeared
before ~h~ council in complaint of the Dog Leash Law. Several of these
people feel that they were being harassed by the doh catcher end did not
deserve the cit~.~ions they received. Their feel that the dog catcher is only
patrolling the North and Test enc~~ of town. After these four people spoke
the do catcher spoke 3.n his d~fen~~ stating that he patrols ~:ach s~:ction of town t~ri~e each night. Each alderman ~c~nmented on this ~ub~ect and
stated that they thought Mr. Calligan way doing a very fine fob. Tom Bradley
stated that i~ anyone has a dispute about their citation they h~.v~ the right
to a hearing with the Police Judge. Walt Mene3lo, City Police Judge, stated
that he ~e1t the people did not know what wa.~ expected of them and that the
ordinance was not clear. ~ Mrs. Bruce Hawkins also appeared before the council concerning; dogs but her only ec~mplaint was that she felt the $10. 0 fine was
to high. Motion was made by Kilpatrick and seconded by Metzger that the
Police Ccarunittee review this matter. Mot~_on c~arr3ed.
Bil]. Staudinge~ appeared before the council to ask if the City
could help put some steel culverts in at his property. Daley to get sane men
together to help with this pro~ec~o
Marvin Carter appeared before the council to ask that the week of
Sept. 22 thru dept. 30 be d~elared as Herb~tfest week, Mot3.on was made by
Kilpatrick and ~~cond~d by Eber~viller ~o declare this weak. Motion carrie~t.
Deone ~nith a.ske~. for council approval of her resignation from the board of directory of the Ccxnmunity Action Program. Motion w~.s made by
Kilpatrick and seconded by Metzger to accept this resignat3.on. Motion carried.
Clerk to send ~ letter of ec~nmendation to Mrs. Smith. Mayor Yov~tich to ~.ppont
smn~one else at a dater date.
A1. Bond, County Sanit~.rian, reported on thy; dump situation.
Dave Powers presented the council ~ai~h the annual ffi~r~ report.
Duane Behm reported that Cit~r Eng3.ne~r, John Daley, has received his En~i.neering Cert3f cats; and would like to ecxr?mend ham for this.
BPiim also reported on the ttao meetings that he attended far the Air
~'ollution Control Board. He stated that the city may be asked for more mpney
in the future .
Burns stated that Riverside Park n~:ecl.s r~-wiring very badly and thy; cost would be ap~ro~aa.at~ly $l~000.~0
Burns reported that the.:ball park ha.s been painted on the outside
and now they would like to pa3.nt the inside.
Rodgers re~or~~d that there should be a fare hydxant b~ the Standard Bulk Plant and Convoy Co. Daley to check this matter.
Rodgers reported that the fire department accepted the resignation
of Tom Webber who mav~d to Roundup. He Mated that a nEw applicant is being
considered.
Rod~;er~ reported that the Ambulance Association is having a meeting in Great Falls and Rosemary Blol~nn would 13.ke 'Go attend. Rodgers stated that
she would like to fly and the ticket would cost about $~.8.0~. Motion wag made
by BeY~n and seconded by Ebersviller that Rosemary be allowed to attend this
meeting and the c~~y pay her mil~a~e of $~O.~Q. Parker stated that he felt
the Ambulance Committee should have a chance to review this matter and mike a

reegnm~ndation to the caun~il. Aft~;r discussion, Ebersviller withdrew his
second and BeYu?~ withdrew his motion. Behm then made another moticm that this m~.tt~r be re~'err~d to the ~mbu7.anee Ce~mmitt~e to make a recc~nm~nda.tion
to the council. as to krhat action should be taken. Seconded bar Rodgers. Motion
carried.
Kilpatrick asked if you want to bring property into the city limits
if it hay to be touching ground. already in the city. Bradley stated that it must be contiguous.
Motion was made by Kilpatrick and .~e~onded by Ebersvill~r that a
letter be written to the Laurel Locomotives washing tah~n good luck at the
Stag: Tournament in B3.11in~;~. Motion carried. All aldermen, Mayor and office
personnel to s~.gn this letter.
Jackson Parker stated that throughout his travels both in sand out
of the State he has observed other cities ~.nd towns end feels that in summ~.r3r
Laurel has a very fine cc~nmuni~y.
Hard reported having aomplai.nts about cars parking too close to
the end of the street on Elm Ave. He stated that cars dr vin on this strut cannot see onecaning traffic when pulling out onto the highway. This mater
referred to the Chief of Police.
Hard wanted to know wha-~ could be done about abandoned ears and
trailer. Bradley Mated that the city has no place to store these ears
3.f they were to have them towed away.
Lenhardt ask~,d for counci3 approval of Albert M311.er ~d Dick
Metzger to the Aux. Police. Motion was made by Rodgers and seconded by
Fbergvi.ll~r that these two men be aceegted into the Aux. Police. Motion
carried.
I~enhardt reported that the Cl~.~s C Tournament was very successful
and that we appreciated hav3.ng these p~:ople.
Pei Kamerzel, City Treasurer, campliment~d Frances Fisher for doing
such a food job in collecting the ambulance bi].Z.s.
Mrs. K~nerzel also ecxr~mended Dick Metzler for h~lp~ng collect some
past due bi11s dating back to 19b6.
Mayor stated that he talked to the Comma.~sioner of State Lands and
that the city got some ground for a Sanitary Landfill.
Ther~± be3.ng no further business to came before the eauncil at this
time, motion was made by Ebersviller and seconded by Metzger that the meeting
be adjourned. Motion c~.rried.
