Herman, at 7:00 o'clock, P.M., on Tuesday, December 20, 1977. ' i I ROLL CALL: Council members present: Albert Ehrlick Thomas Kilpatrick Donald Meyers Harold Burns Ronald Massey Ervin Metzger Charles Rodgers Susan Carter INVOCATION: Invocation given by Rev. Wilhelm. MINUTES: Minutes of December 6th regular meeting approved as presented. Minutes of December 13th special meeting approved as presented. S.I.D. NO. 98: This being the time and place advertised for the opening of bids for I S.I.D. #98, the clerk was instructed to open and read any and all bids received. I Schedule I, Utilities: Hoven Construction with bid band attached Total $58,342.20 Holm Sutherland Co. with bid bond attached 78,452.30 ~~i Lloyd Lockrem Inc. with bi bond attached 77,148.61 j Merkcol Construction with ~id bond attached 65,315.60 Schedule II, Streets: Barry O`LEary Inc. with bid bond attached Total $51,082.45 Long Construction Co. with bid bond attached 65,018.13 :Emp~z~ Sand:..&:Gravel with bid bond attached 64,514.30 Bonds: D. A. Davidson bond bid for S.I.D. #98. 6.90 Interest and premiums of $51.00. Good Faith deposit check in the amount of $6,550.00 attached. This being the only bond bid received. At this time the Mayor referred the bids to Leon Howe from the Engineering firm and Jim Murphy the Attorney for study and report back. I PUBLIC HEARING - GEORGE FOX PROPERTY: ', This being the time and place advertised for a public hearing on the ~I Zone designation of the Fox property, the Mayor asked if anyone in the audience. ~~, was here on this matter. No protestors present on this matter. The Planning i Board recommends approval of tracts A, B, F, and G and denial for tracts C, D and E. John McMartin explained the zoning boards recommendation. Seconded by Alderman Meyers. Carried. PUBLIC UTILITIES COMMITTEE REPORT: I~~ i Alderman Meyers presented the Public Utilities Committee report for November 16th. I Motion b~ Alderman Ehrlick: That the minutes of the Public Utilities ~ Committee dated November 16, 1977, be entered into the minutes. ', Seconded by Alderman Burns. Carried. ~, Alderman Meyers presented the Public Utilities Committee reports for I~~~ December 7th and December 14th. ', i I _ i 'i I i i Minutes of the pity council of Laurel '',, i Dave McCullough reported on the Renovation project at the water Treatment plant. McCullough stated that over a year ago we advertised for bids and COP Construction was the low bidder. He would recommend that the council ~i stick with COP Construction and allow them to adjust their bid to meet escalating costs. A€ter much discussion, this matter was postponed until Tuesday, December 27th, at 'x:00 o'clock P.M. at which time their will be a special meeting. ~i I Motion by Alderman Meyers: That the minutes of the Public Utilities ~ Committee dated December 7th and December 14th, be entered into the I~ minutes. Seconded by Alderman-Metzger. Carried. ' i, I HIGHWAY DEPT. CONTRACT: ~ Regarding the intersection at 1st Ave. and Railroad Street. After discussion, this matter was deferred until later in the meeting so the aldermen would have a chance to look at the plans. RIVERSIDE PAKK LEASES: 'i Discussion. Motion by Alderman Massey: That the following provision be added to all leases at Riverside Park. "The City Reserves the right to reasonable use of the hall for public meetings or public hearings. .Seconded by Alderman Carter. Carried. Motion by Alderman Massey: That the following provision be added to all leases at Riverside Park. "The City reserves the right to restrict public dances on the premises. Seconded by Alderman Metzger.. Carried. ~ i RESOLUTION NO. I64$ ~ A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF LAUREL AND THE LAUREL JAYCEES, SAID AGREEMENT RELATING TO THE RENTAL DURING THE YEARS 1977-1987. Motion by Alderman Meyers: That Resolution No. 1648 be passe@ and adopted. Seconded by Alderman Rodgers. Carried. I I i REPORT ON BIDS - S.I.D. #98: Murphy and Hawe having checked the bids-made the following recommendation. Schedule I, Utilities -----------Hoven Construction for $58,342.20 RESOLUTION NO. 1653 A RESOLUTION ACCEPTING BID BY THE CITY dF LABREL TO HOVEN CONSTRUCTION CO., BID RELATING TO SCHEDULE I, UTILITIES, FOR S.I.D.. N0. 98. Motion by Alderman Ehrlck: To accept the bid from Hoven Construction ~ Co. in the amount of $58,342.20 and that Resolution No. 1653 be passed ', and adopted. Seconded ~iy Alderman Meyers. Carried. RESOLUTION NO. 1654 ', A RESOLUTION ACCEPTING BID BY THE CITY OF LAUREL TO BEARY O'LEARY CO., BID RELATING Iii TO SCHEDULE II, STREETS, FOR S.I.D. NO. 9$. Motion py Alaerman Meyers: 1'o accept the bia trom Geary u•Leary c;o., in the amount of $51,082.45 and that Resolution No. 1654 be passed and adopted. Seconded ~Sy Alderman Carter. Carried. RESOLUTIOIU NO. 1655 I A RESOLUTION ACCEPTING BID BY THE CITY OF LAUREL TO D.A. DAVIDSON, BID RELATING TO THE SALE OF BONDS FOR S.I.D. NO. 98. Motion by Alderman Ehrlick: To accept the bid from D.A. Davidson for 6.90 interest and bond premiums of $51.00 Also, that Resolution No. 1655 be passed and adopted. Seconded by Alderman Burns. PERMANENT APPOINTMENT OF 2 POLICEMEN: Motion by Alderman Meyers: To approve the appointment of Lee Kerr to the Laurel Police .Department. Seconded by Alderman Carter. Motion carried with Alderman Ehrlick voting °No". Motion by Alderman Meyers: To approve the appointment of Larry Bergum to the Laurel Police Department. Seconded by Alderman Rodgers. Motion Carried. POLICE CAR: ~i ', Lenhardt reported some problems with the old tan police car. A complete I'I overhaul would cost approximately $1,140.00 A replacement engine would cost about $1,146.00. After deletion of gate in basin and minor road restoration, the bid price of $153,671.00 was accepted by this committee, and the same is recommended to the City Council. Project to be done in two phases. lst phase of construction to start Jan. 10, 1978; 2nd phase of construction to start Feb. 17, 1978. Send COP Construction notice of award of contract Phase 1. Phase 1 cost $114,678.00. Vote: _yes ~no~ 2% H K M plans, were approved for. replacement of baffle walls in settling basin estimated in the amount of $28,000.00 including construction, contingencies, engineering design and construction engineering. Recommended to advertise for bids. Vote : yes ~ 3) RECOMMEND REVENUE BONDS for city.'s balance of obligation to-~e sold as required to meet water project needs.
