December 6, 1977
A regular meeting of the City Council of the City of Laurel, Montana,
was held in the Council Chambers, and called to order by Mayor Larry D. Herman, at 7:00 o'clock, P.M., on Tuesday, December 6, 1977.

Motion by Alderman Metzger: To approve the claims for the month of
November. Seconded by Alderman Carter. Carried.
CORRESPONDENCE FROM FIRE CHIEF:
Letter announcing the appointment of aim Hatten, and requesting
approval of h:s appointment to the Fire Department.
Motion by Alderman Ehrlick: To approve this appointment. Seconded
by Alderman Burns. Carried.
BIDS ON GARBAGE TRUCK:
Alderman Metzger reported that the balance due on the new truck could
be paid for from Revenue Sharing E'unds. The Mayor contined this matter to the
next regular meeting.
MOGAN ANNEXATION: Mayor read the recommendation of the City-County Planning
Board to annex Blocks One (1) and Two '(2) of Mogan Subdivision.
RESOLUTION ND. 1644
EXTENDING THE BOUNDARIES OF THE CITY OF LAUREL, MONTANA, '£O INCLUDE BLOCKS ONE
(1j AND TWO (2) OF MOGAN SUBDIVISION.
Motion by Alderman Metzger: To adopt iZesolution No. 1644. Seconded by Alderman Carter. Carried.
VACATING LAND`- STOUFFER SUB.
RESOLUTION NO. 1,645
A RESOLUTION VACATING LAND IN STOUFFER SUBDIVISION, BLOCKS TWO (2} AND THREE (3) LAUREL, MONTANA.
Motion by Alderman Burns: To adopt Resolution No. 1645. Seconded
by Alderman Rodgers. Carried.
SALE OF FIREMEN'S HOUSE:
LaDall Mooso requested permission to purchase the house and move it to
another location.. It was recommended that the house be advertised for sale for cash, and moved off-the property within 90 days.
Motion by Alderman Massey to advertise the house far sale. Seconded
by Alderman Ehrlick. Carried. City Attorney to write the notice of
sale.
ORDINANCE NO. 647 - Final Reading:
ORDINANCE NO. 647
BEING AN ORDINANCE ADOPTING THE RESIDENTIAL MOBILE HOME-ZONE FOR THE CITY OF
LAUREL, MONTANA.
Motion by Alderman Ehrlick: To adapt the Mobile Home Ordinance.
Seconded by Alderman Massey. Upon taking roll call vote, all
aldermen present voted "Aye" and Ordinance No. 647 declared adopted..

RIVERSIDE PARK LEASES:
Motion by Alderman Massey: To approve the lease of the Laurel
Rod and Gun Club. Seconded by Burns. Carried.
RESOLUTION N0. 1546 A RESOLUTION AUTHORIZING THE MAYOR AND CI2'Y' CLERK TO ENTER INTO TIiIS LEASE
AGREEMENT WITH THE LAUREL ROD AND GUN CLUB. Carried.
Motion by Alderman Ehrlick: To approve the tease of the American
Legion Club, and to adapt a Rescalution authorizing the Mayor and
City Clerk to enter into the lease agreement. Seconded by Alder- man Rodgers. Motion carried.
RESOLUTION IJ~. 1647
A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TD EI3TER INTO THIS LEASE
AGREEMENT WITH THE AMERICAI3 LEGION CLTtB. Carried.
Motion by Alderman Ehrl~.ek: To approue the lease of the J.C. `s and
authorize the Mayor and City Clerk tQ enter into this lease agree-
ment. Seconded by Alderman Massey. Discussion. Mayor then deferred
further action on this matter and referred it back to committee.
Restrictions on dances in the summer. Tabled to next council
meeting.
RESOLUTION NO. 1648.
A RESOLUTION AUTHORIZING THE MAYOR P,ND CITY CLERK TO ENTER INTO THIS LEASE
AGREEMENT .WITH THE J.G. `S. Also deferred until the next council meeting.
RESOLUTION N0. 1649

AGP.EEMENT WI~'Ei THE RIFLE CLUB.
Motion by Alderman Rodgers: To approve the. lease.. Alderman Kilpatrick stated he would Tike to amend the motion. Alderman Kilpatrick's
amendment died for lack of a second. Council discussion reflected
that there should be inspections of the property at various times.
Motion by Alderman Carter: That the City reserve the right to inspect
the premises and request that repairs be made within thirty days or
the lease can be terminated... Motion seconded. Upon taking roll ca11 vote, Alderman Ehrl ck voted "Aye", Alderman Burns voted "No", Rodgers
voted "No", Carter voted-"des",`Massey voted "Na, Metzger voted "No,
and the amendmerit'.fai].s.
Alderman Kilpatrick asked for a division of the house. Alderman
Ehrlick voted "Yes", Alderman Kilpatrick voted "No", Alderman Burns
voted "Yes", Alderman Rodgers voted "Yes", Alderman Carter voted "No", Alderman Massey voted "yes", and Alderman Metzger voted "Yes".

Motion by Alderman Massey: That the council accept these committee
reports. Seconded by Alderman Metzger, Carr~.ed.-

ANNEXATION -MORRIS SUBDIVISION:
RESOLUTION PJO. 1650
BEING A RESOLUTION OF INTENT TO AI3NEX CERTAIN LANDS CONTIGUOUS TO THE CITX OF
LAUREL, MONTANA.
Motion made by Alderman Ehrlick: That this resolution be declared
passed and adopted. Seconded by Alderman Burns. With th~~st~ur
lation that the persons involved be notified by certified mail. Motion carxied.

Minutes of the City Council of Laurel
SOCIAL SECURITY ON HOUSING:
Motion by Alderman Burns: That the committee on housing write a
letter to Social Security, protesting the City Baying social security
on housing that is provided to employees at Riverside Park and the
Sewage Disposal Plant. Seconded Carried.
MAYOR:
Mayor reported on the proposed telephone system for City Hall.
Motion by Alderman Ehrlick: To approve the proposed phone system.
Seconded by Alderman Massey. Carried.
Mayor reported on the overall Economic Development Program, and referred this to the planning board.
.Report on the request for a bid. on an audit of city funds and finances.
ALDERMAN MASSEY:
Osha repairs. -
Motion by Alderman Massey: Ta go ahead with the boiler repairs.
Seconded by A.derman Kilpatrick. Carried.
There being no further business to come before the council at this
time, meeting was adjourned.
