A-Special meeting of the City Council of the City of Laurel,~xMontana, was held
in the Council Chambers, and was called to order by Mayor Larry D.'Herman at 4:40 o'clock, "
P.M.~ Q~ Thursday, Octoher 20th, 1977.
Upon taking ro11 call.:, the following aldermen answered present:
E. Metzler, S. Carter, C. Rodgers, D. Meyers, T. Kilpat~C ck, H. Burns, A. Ehrlick.
The Mayox read the report of the fact-finder that had been received in the
morning's mail.
Kilpatrick suggested `that the council go on record as accepting the report of
the tact-finder - 6.6% plus the step up. Kilpatrick stated that the city should start
.hiring seasonally. He suggested laying off one from the police, one from the offices,
one fsocn the street, etcetera.
Alderman Burns made the motion to go along with the fact-finders report, and

to do whatever we need to do to keep the city functioning some way. Seconded by Ehrlick.
This 6.6% to be in addition to the step increase, however the percentage raise would be
on wages being paid on ,Iune„~0, 1977 - before the step increase. Also he included in the

motion that the matrix was not to be carried over into next year, and that the Union drop '
its charges of unfair labor practices against the City of Laurel. Motion carriedR, vote
being as follows: Metzger "yes" Carter "no", Rodgers, abstaining, Meyers "no",
Kilpatrick, "yes", Burns, "yes", Ehrlick, "yes".
Burns made the motion that the council should take"the weighted average of the

increase (6,6%) between the highest and the lowest and come up with an average, to be
offered as an alternative.' Seconded by Kilpatrick. Motion with the following report

Lay-offs: - Tt was suggested that the Mayor should give this problem some
thought, qnd to appoint a committee. Motion was made by Carter and secona~ed by Meyrs that
the Mayor appoint a committee to study the departments that could reasonably consider a
1_ay-off. Motion'carred.
Mc~tian was made by Ehrlick and seconr}ed by Kilpatrick that the City negotiator
caho is in Seattle on Personnel business be authorized to enter into anew contract, and
that the contract be finalized by Monday., October 24th 1.977, Motion carries.
Motion was made by Metzger that the 'Mayor and Rodgers be authorized to contact
the union as to the decision of the council. Seconded by Burns. Motion carried.
There ;being no further business to come before the council at this special
session, the meeting c.~as adjourned.
