Herman at 7:00 p.m., Tuesday, September 20, 1877. INVOCATION: Invocation given by Rev. Edward Ferguson. ROLL CALL: Council members present: Albert Ehrlick Harold Burns Thomas Kilpatrick Donald Me~fers Charles Rodgers Ronald Massey Susan Carter Ervin Metzger I Council members absent: none CORRECTION OF MINUTES: Ambulance Director has six (6) months probationary .period. On Personnel matters, the nature of the letter from Mayor Herman to Inez Vaughn should be stated and letter incorporated into the minutes. Question on Contributions Funds from claims for August. This fund goes to Social Security, Industrial Accident, etc.. Question on Petty Cash. Is this different departments who draw on same? It ~oines from the girls in the office and usually goes for postage, etc. September 6, 1877, minutes approved as corrected. PETSTION FOR CREATION OF SID gg Leon Howe of Sanderson/Stewart/Mueller Engineering presented a Petition for Creation of SID ~~98 , Waiver of Resolution of Intent to Create the District, Resolution Creating SID Authorizing Issuance of Bonds and Sale Thereof, Ordinance Providing for Receipt of Bids and Releasing of Contracts in SID, Notice of Sale of SID Bonds, and Notice i~ to Contractors. A11 of the pertaining to Blocks 8 and g, I Nutting Bros. Subdivision, G & H Partnership, Herman Hauck, representative. After discussion this was turned over to Alderman Albert i Ehrlick's Street and Alley Committee for recommendations on the resolution. Mayor Herman accepted the Petition for Creation of SID ~k 98 'i I PROPOSED COMPUTER PROGRAMMING: Alderman Susan Carter introduced DICK MILLIGAN who works Iii with Tom Albert, Accountant, here in Laurel. Mr. Milligan stated that Albert will soon be installing a terminal facility I here in town. The cost involved for conversion to the automated system would be 8¢ per account, or $160.00 (a one-time charge). No charge for development of the program. Operational charges would be 20¢ per statement (includes all I forms), or $380.00. to $400.00. per month. Postage not included. Discussion. Louis Crowe's office did not make an offer in this area. ~~i I i Minutes of the City Council o~ La.urel Proposal for the general ledger system is a "double entry" type which could accommodate g9 different departments. Cost is $150.00 per month based on current activities. No conversion cost if an audit has already been performed. This system would provide an original plus two copies of each monthly report included in the $150.0.0 charge. Extra copies would have a minimal charge perhaps $20.00. Input would be on a daily basis. Temporary runs would be available at an additional charge based on computer time roughly $60.00 an hour. A temporary run would probably take 10--15 minutes, at $30.00--$40.00. No official council action taken. Committee to come back with a recommendation for council consideration. Mr. Milligan to arrange an evening session for council members to look over the system. RECONSIDER SMF PARTNERSHIP ZONE CHANGE REQUEST: Alderman Burns asked the council to reconsider SMF Partnership's previous zone change request. This matter was brought before the council previously and not passed for lack of 3/4 majority vote. Alderman Burns made a motion that the council reconsider this at the next meeting a ter proper publication has been made, seconded by Alderman Ehrlick. Carried unanimously. REPORT ON LABOR NEGOTIATIONS: Doris Poppler reported that Jack Calhoun, Mediator for the State Board of Appeals, raas here today for a session. Still at an impass situation. Alderman Tom Kilpatrick made a motion that the City go into fact finding, seconded by Alderman Ehrlick. Carried.
