Herman at 7:00 0' clock, P.M., on Tuesday, September 6, 1877. ROLL CALL: - - Council members present: Ervin Metzger Ron Massey Sue Carter Chuck Rodgers Don Meyers Tom Kilpatrick Harold E. Burns Albert Ehrlick Council members absent: none INVOCATION: Invocation given by the Rev. I. Carl Koons. ANNOUNCEMENTS: Mayor announced a Coal Board Hearing on Thursday, September 8, 1.977, at 1:00 o'clock P.M., regarding a grant for the Water Plant Renovation. City of Laurel has adopted various model codes, which call for a Board of Appeals to be appointed. Letter from Fire Chief read with suggestions for the appointment of a Board of Appeals for building and fire codes. APPOINTMENTS: Building Industry Appeals Board: Colin Ramsey Dan Robertus Charles McEvony Clarence Sonstegaard Lou Armstrong Motion by Alderman Ehrlick: to approve these appointments, seconded by Alderman Burns. Carried. PROCLAMATION: Notice was read signed by the Mayor, proclaiming the week of September lgth through September 25th, 1977, as Laurel Herbstfest week in the City of Laurel. Alderman Kilpatrick and Alderman Metzger stated that they were in accord. Co., with bid bond attached.......$36,551.30 Empire Sand & Gravel, with bid bond attached...40,29g.60 Barry O'Leary, Inc., with bid bond attached....37,993.75 After time to consider and re-figure the bids, it ~I was reported to the Council that the recommendation was to accept the bid of the Long Construction Co. ~I Motion by Alderman Ehrlick: to accept the bid of the Long Construction Co., seconded by Alderman Carter. Carried. BIDS ON S . I . D . ~~97 BONDS : I Bid received from D. A. Davidson & Co., Inc., in the amount of $44,000.00 at 6.9% interest with cashier's check i in the amount of $2,200.00 attached. ~ i Motion by Alderman Ehrlick: to accept this bid, seconded ~I by Alderman Metzger. Carried. ~ ORDINANCE N0. 645 AN ORDINANCE DECLARING THE METHOD OF APPORTIONING AND SPREADING THE ASSESSMENT FOR THE COST OF IMPROVEMENTS IN SPECIAL IMPROVEMENT DISTRICT N0. 97, FOR THE PAYMENT OF SAID IMPROVEMENTS, ISSUING BONDS THEREFOR, AND CREATING I A FUND TO BE KNOWN AS: "FUND OF SPECIAL IMPROVEMENT DIS- TRICT N0. 97•" I i Minutes of the City ~ ouncil of Laurel Motion by Alderman Ehrlick: to adopt Ordinance No. 645, seconded by Alderman Meyers. Upon taking roll ca11 vote, all aldermen present voted "Aye." Motion carried. PLANNING BOARD, ZONE CHANGE AND ANNEXATION: Paul A. Mogan, petition for Zone Change and annexation of Blocks one (1) and two (2), Mogan Subdivision to allow R-3 zoning. Motion by Alderman Ehrlick: to a11ow the zone change but to make no decision on the annexation at this time, seconded by Alderman Meyers. Carried. .Referred to the Public Properties & Building Committee. Ramsey Lumber Co., petition for Zone Change and annexation of Blocks two (2) and three (3), Stouffer Subdivision, to allow C-2 zoning. Motion by Alderman Meyers: to allow the zone change but to postpone the annexation at this time, seconded by Alderman Ehrlick. Carried. Referred to the Building and Public Properties Committee. FINAL CHANGE IN MILL LEVY: Alderman Metzger: reported that the Finance Committee .would recommend that the Levy be raised by half of one mill to give the Firemen's Disability Fund the 2 mills requested. ~i Alderman Kilpatrick called for a division of the house. Upon taking roll call vote, the one-half mill raise carried with Aldermen Kilpatrick and Massey voting "no." I CENEX INDUSTRIAL BONDS: no bids received. I~~ BOULEVARDS: Motion by Alderman Kilpatrick: that the City of Laurel allow only grass on residential boulevards as reported on by Alderman Ehrlick, seconded by Alderman Massey. Carried. ~i AMBULANCE: .Report commending Carl Koons on his work with the Ambulance. On the recommendation of Mr. Koons, Mr. Gay Easton Suggested Maurice Kaiser as Ambulance Director in Rev. Koons' place. Mayor Herman then appointed Kaiser as Director, and invited everyone to an open house for Rev. Koons on Thursday afternoon. Motion by Alderman Burns: that the appointment of Mayor Herman be approved, seconded by Alderman Metzger. Carried. - Motion by Alderman Meyers: t-hat the City of Laurel not I consider any outside city ambulance service, seconded by 'I Alderman Carter. Carried.
