A regular meeting of the City Council of the City of Laurel, Mont.,
.was held in the Council Chambers, and was called to order by Mayor Larry D.
Herman, at 7:~0 o'clock P.M., on Tuesday, July 19, 1977.
ROLL CALL
Council members present: Albert Ehrlick xarold E. Burns

Council members absent: None
INVOCATION:
Invocation given by the Rev. I. Carl Koons.
MINUTES AND CORRESPONDENCE:
Minutes of July 5th regular meeting approved with the correction
that Alderman Ehrlick voted "No" to the appointment of Jim Kellison to the
Police Commission.
CITY CLERK'S REPORTS:
Motion by Alderman Metzger: To approve these reports. Seconded
by Alderman Ehrlick. Carried.
CITY LICENSE REQUEST -.DOROTHY MCLAUGHLIN:
Motion by Alderman Carter: To grant Mrs. McLaughlin a City License.
Seconded by Alderman Meyers. Amendment by Alderman Carter to check
with City Attorney to see if a license is required. If not she can
.proceed or if the City Ordinances require a license she will be issued
one. Seconded. Carried.
:RESOLUTION NO. 1611
EXTENDING THE BOUNDARIES OF THE CITY OF LAUREL, MdI~]TANA, TO INCLUDE BLOCKS TWO
(2), THREE (3)~ AND FOUR (4), CASA LINDA SUBDIVISION.
Motion by Alderman Ehrlck: To approve Resolution No. 1611 upon
approval of the subdivision improvement agreement. Seconded by Alderman Rodgers. Carried.
RESOLUTION NO. 1612
EXTENDING THE BOUNDARIES OE THE CITY OF LAUREL, MONTANA, TO INCLUDE BLOCKS
EIGHT (8} AND NINE (9), NUTTING BROTHERS SUBDIVISION.
Motion by Alderman Ehrlick: To approve Resolution No. 1612-upon
approval of the subdivision improvement agreement. Seconded by
Alderman Metzger. Carried. Burns and Meyers voted "No".
POLICE AND FIRE COMMITTEE:
Discussion can repairing rauix yun.
Discussion on janitorial service at the complex. Mayor appointed the
Police and Fire Committee and Public Building - Property Committee to study the
janitorial service in general with the possibility of putting the entire service
up for bids.
Alderman Burns recommended Meta Johnson and Judy Brown as relief
dispatchers to be appointed by the Mayor.
Motion by Alderman Burns: That Alan Crowe and Larry Bergum be allowed
to attend Police School in Bozeman July 31 to Sept. 9th at approximately
$216.00 plus mileage. Seconded by Alderman Ehrlick. Carried.
Motion by Alderman Ehrlick: To accept minutes of the Police and Fire Committee dated July 11, 1977. Seconded by Alderman Meyers. Carried.

PUBLIC BiTILDING - PROPERTY COMMITTEE:
Motion by Alderman Ehrlick: To re-roof City Hall and the Library
and to accept the bid of Tri-State Coating ire the amount of $2,455.04.
Seconded by Alderman Massey. Carried.
.Motion by Alderman Ehrlick: To accept minutes of the Public Building - Praperty Committee claf.ed July 12, ].977. .Seconded by Alderman Metzger.
Discussion. Carried.
PUBLIC HEALTH & GARBAGE COMMITTEE:
Discussion on General Alley Cleanup.
Mcstian by Alderman Carter: To approve alley cleanup for the week of
July 25th through July 30~h. Seconded by Alderman Rodgers. Carried.
Alderman Massey voted "Na".
.Motion by Alderman Meyers:. To accept minutes of the Public Health
and Garbage.Committee dated July 6, 1977. Seconded by Alderman Ehrlick. Carried,
POLICE COMMISSION REPORT:
Motfon by Alderman Rodgers: To accept minutes of the Laurel Police
Commission. Seconded by Alderman Meyers. Carried.
PUBLIC UTILITIES COMMITTEE:
Discussion concerning proposed sewer hook-up fees. Formal Ordinance
to be presen~Eed at the next counci]. meting.

RESOLUTION NO. 1613
BEING A RESOLUTION SETTING AN ADMINISTRATIVE CHARGE UPON THE ISSUANCE OF INDUSTRIAL DEV~LOPIKENT BONDS.
Motion by Alderman Garter:. That Resolution No. 1613 be passed and
approved. Seconded by Alderman Rodgers. .Carried.
RESOLUTION NO. }.614
BEING A RESOLUTION PUBLISHING NOTICE OF INTENT TO ISSUE INDUSTRIAL REVENUE
BONDS FOR THE FARMERS UNION CENTRAL EXCHANGE.
Motion by Alderman Meyers: That Resolution No. 1614 be passed and
notice published in the Laurel Outlook. Seconded by Alderman Burns.
Carried.
AUTHORITY TO SIGN COMMUNITY DEVELOBMENT BLOCIG GRANT' NO. 14-219:
Motion b Alderman Ehrliek: .That Mayor Herman be given authority
to sign and apply for Community Development B].ock Grant No. 14-219.
Seconded by Alderman Meyers. Carried.
COMMITTEE OF THE WHOLE:
Discussion on spraying for Mosquitoes.
.Motion by Alderman Meyers: Thai the city spray for bugs. Seconded
by Alderman Burns. Upon taking roll call vote, Metzger, Massey and.
Kilpatrick voted."No" and Carter, Badgers, Meyers, Burns and Ehrlick
voted "Yes". P~totion carried.
Mayor Herman appointed Kilpatrick and Burns to work out this problem
and find a certified operator to spray.

The Mayor introduced De~a.s Poplar, City Negotiator.
The Mayor announced a special meeting for July 25th at 7:00 P.M., for establishing a preliminary budget and also for the discussion of the B.N. Water
line.

Permission granted for Alderman Burns, Alderman Metzger and Chief
Lenhardt to leave the Stake.
There being no further business to come before the council at this
time, the meeting was adjourned.

The application oP Steven Benson was discussed and the Chairman
requested the Secretary to file the application ofMro Beeson
for further reference if case of an opening and ~o so notify
Mr. Bensono
The Chairman requested the secretary to file a budget of two hundred dollars ($200.
Mr„ Rellison suggested that the possibility of making copies
of accidents for insurance companies and to make a charge.
for them.
Mro Rell.ison also discussed the possibility of a C.B. Bo•a~cial Por the police department to be able to maintain the emergengy
channel nine(9).'
Note (The secretary discovered that the CH r~dia in the police depart
ment does not belong to the department but to Jim Morrisono)
James Kellison reported that he.would be on vacation from August 3 to August 2!{..
