A regular meeting of the City Council of the City of Laurel, &Iont., II' was held in the Council Chambers, and was called to Qrder by Mayor Louis M. ~I
Y~vetich, at 7:6b o'clock, P.M., on Tuesday, January 4, 1977.
Upon taking roll ca11, the following aldermen answered present: II',

The minutes of the previous regular meeting of December 21st were read. Motion
was made by Kilpatrick and seconded by Ebersviller that the minutes be approved III
as corrected. Motion carried.
The minutes for the special meeting of December 21st were read.
Motion was made by Ebersviller and seconded by Rodgers that the minutes be
approvec~.;:as read. Motion carried.
The minutes for the first special meeting of December 23rd were read.
Motion was made by Mic~~el and seconded by Hard to insert the motion to bring this item from the takile. Motion carried.
Kilpatrick then made the motion to insert in the specifications that
the water lines go to the curb stops also. Seconded by Ebersviller. Motion
carried. Motion was o de by Kilpatrick to approve the minutes of December 23rd.
Seconded by Rodgers. Motion carried.
The minutes of the second special. meeting of December 23rd were read. i
Motion was made by Metzger and seconded by Hard that the minutes be approved.
Motion carried.

Motion was made by Metzger and seconded by Ebersviller that the claims be
allowed. Motion carried.
Thank you notes were read from the Kamerzel and Gifford families, and
from Chet Herbert. City Clerk announced the need for more flower money. The
Mayor and four aldermen have paid up.
A Mr. & Mrs. Hansen appeared before. the council in regards to renting. Riverside Hall for auctions. They would accept consignments on a Friday, and the
sale would be Saturday. They would clean up a€terwards. The Mayor turned this
matter over to the Chief of Police to work with the Hanson's and came back with
a recommendation on January 18th.
~ Under the Mayor's comments, the Mayor stated that the City Attorney, I
Larry Herman Ytad filed for Mayor. He stated that he feels that it will be in. the best interest of the City to ask the City Attorney to resign his position
being a conflict of interest. Herman stated that the council could ask for his ~
resignation. The Mayor stated that the council has the right to ask Larry to
resign. He says that if the council does not ask for his resignation, that Pie ~
~ will employ an attorney to see if the Mayor is within his rights to fire him.

says that for the benefit of the City, he should submit his resignation. Carter states that she does not feel that he should lae asked to resign. Easton spoke
on this matter also. The Ma~ror asked "How mang of these Easton's, Olsons and ~
Hermans do I have to defeat." Hard made a motion to ask for the resignation of
the City Attorney. Seconded by Kilpatrick. Carter stated that she did not feel
that the council should be caught in the middle. The Mayor asked for a roll call
vote. The vote as recorded was Hard "Yes", Easton "No", Kilpatrick, "Yes",
Ebersviller, "Yes", Carter "No, Michael, "Yes", with Rodgers and Metzger abstaining. ~ It was mentioned tk~at a vote abstaining meant that it was votes that would go
along with the majority, but that the aldermen voting to abstain could change
their votes. Then Rodgers and Metzger voted "No", making the vote a four to four
tie. The Mayor then broke the tie by voting "Yes". The City Attorney then pre- ~
sented his letter of resignation as follows:

It is apparent that since my intention to run for mayor, that Mayor ~
Yovetich has found it necessary to resort to verbal abuse and attacks upon m~-
i self and certain members of the Council. In my view, such conduct is an ~mbarrass-
ment to the City of Laurel and a mockery requiring censure. ~

I will not continue as City Attorney under these circumstances. It

The Mayor wished Herman good luck, and stated that if anyone could disprove
any of his statements, he wrll resign as Mayor. - I
The Mayor asked permission of the Council to contact another Attorney
to handle the city's affairs. Motion was made by Hard and seconded by Kilpatrick
that permission be granted. The Mayor called for a roll call vote, a7.1 aldermen
voted "aye" except Easton and Carter. Motion carried.
The Mayor stated that in May of 1976, the council had voted to obtain a tape recorder to record the council meetings. This was referred to the Ways
and Means Committee. He stated that he had called for a demonstration, but that
' the company could not send a representative tonight.
The Mayor mentioned several resolutions that had been passed, and
stated that he feels that the council: should ga back on the MaLit Subdivision and force them to comply with the rules and regulations.
The Mayor read a letter from the Yellowstone County Commissioners

building. permits into the 42 mile area around the city Q.f Laurel. We believe .that this will promote an orderly-.growth for 'the city of
Laurel.. We feel ..that the city of .Laurel will double in size.wthin
the. next few years and this will greatly benefit Laurel, Yellowstone
County, and all residents in this area by having a good planning re-
view in the growth stages. However, if at some time-in the future I
Yellowstone County should determine that it will issue building per- mits then,-and in that event, this acquiescence would-be reviewed.

The Mayor reported that for the past year we have been in the process

1. Design an accounting system with related procedures to provide re5ponsiblity
accounting under the multifund concept,
' 2. Combine as much automation as feasihle in the design cif Said system.
3. Train and assist the present personnel in the, operations of the above system.
Uss information generated to prepare automated departmental budget variance
report. on amonthly basis.
We estimate our fee to be $6,500.00 which includes $2,5CJU.~O for the design'of the
system and $4,DOO.QO for implementation and trazning. If the time necessary try
complete either the design or the implementatiran and training i5 Tess than estimated,
you will be billed the lessor amount. If we encounter some unfore~ee~ problems
-that ~,auld indicate a material increase i~ the estimated fee, you would be advised
`immediatelye Upon completion of the design, implementation and training (Noo 1, 2, 3, above) we propose the n~gotiation..mf a contract for the monthly processing at a
fee acceptable to both of us,

Minutes of the City Council of Laurel
Kilpatrick said he would repeat to the council that the accountants stated the
office staff was extremely helpful and cooperative. It was ~I.so stated that there
would be no layoff of employees. Motion was made by Kilpatrick and seconded by Michael to go ahead with this implementation. Motion carried.
Chief of Police asked permission to leave the State. Motion was made
by Metzger and seconded by Ebersviller that permission be granted. Motion carried.
The Mayor stated that there had been a meeting between the Chief of
Police, Rev. Koons, and others, with regard to putting in a 911 service. Monthly charge of $35.10. Installation charge being a one-time charge of $24.00, with
$12.00 per .month for each unit. All it takes is a letter from the Mayor requesting
this service for the City of Laurel. Motion was made by Rodgers and seconded
by Metzger to allow the Mayor to write this letter. Motion carried.
There being no further business to come before the council at this session, motion was made by Rodgers and seconded by Kilpatrick that the meeting
be adjourned. Motion carried.
