Minutes of the City Council of Laurel
November 3, 1976
A post-poned regular meeting of the City Council of the City of
Laurel, Montana, was held in the Council Chmnbers, and was called to order
by President of the Council E. H. Ebersviller, ur., in the absence of the
Mayor at 7:00 o'clock, P.M., on Wedn~sdap, November 3, 1976. The meeting was post-poned since election day was on the regular meeting night.
Upon taking roll call, the follo~ring aldex~er~ answered present :

The minutes of the previous meeting were read. Motion was made by
Easton and seconded by Kilpatrick that the minutes be approved as read w3.th
the exception of a eorrec~ion suggested by Jim Murphy. Motion carried.

Motion was made by Metzger and seconded by Hard that the claims be allowed.
Motion carried.
Jim Murphy, attorney with Berger, Anderson, Sinclair & Murphy appeared I
before the council to discuss amendments to two previous resolutions regarding
S.I.D. No. 9l~. Motion wag presented by Alderman Sue Garter and seconded by
Michael as follows:

ANIQUNT OF BONDS TO BE SOLD. All aldermen present voted "Aye" and paid resolution
was declared passed and adopted. I

ISSUANCE OF ~30NDS AND TIC a1~I,E THEREOF ~i~1S PRESENTED by Alderman Metzger who
moved its adoption. Seconded by Carter. Motion carried.
Murphy then suggested actzon by the council to let the contract to
the lowest bidder so that the bidder could take advantage of the nice weather. Motion wa.s then made by Carter and seconded by Metzger that the centr~ct be
let to the lowest bidder, Lockrem Construction Ccxnpany. Motion carried.
Robert Graham appeared before the council to request the annexation
to ttao parcels o~ property, as follows: Lots 7, 8, q, 10, 11, &c 12 of Block
8 in the Nutting Brothers Subdivision. Kilpatrick and E~.ston both went on
record a.s not being in favor of annexing one-half a blocl~. Requested on the application that the property be zoned r~-3.
Also Blocks 2, 3, & 5 of Casa Linda Subdivision. Requesting Block
2 be coned as ft-1, and Blocks 3, and 5 be zoned a~ R-3. l~iotion was made
by Kilpatrick and seconded byl eaf that this matter be turned o~rer to the
City-County Planning Board. Motion carried.
Murr Isaacs reported that the Highway Department had informally approved
our sign project. He slso stated that the city has extra material.
Isaacs also reported on sidewalk, curb and butter in Casa Linda Sub-
division. He stated that if 8th Avenue is going to be finish~d~ that this
curb and gutter, etcetera should be pit in. After discussion, motion was made by Easton. and seconded by Kilpatrick that this matter be turned over to the
. street and alley ccxnmittee. Motion carried.
Isaacs reported on the drainage on Alder Avenue. He had conferred
wi-~h Dave McCullough, and it was suggested that storm drains should be installed
at various locations at a cost of approxim~.tel~ $9,600.f~0 for material only. The other alternative would be to install dips at an approximate cost of $2~1~~0.00

Kilpatrick to table this cliscussion on Alder Avenue. Motion carried.
Kilpatrick reported that he had spoken to Harlan Russell regarding a
trailer house th at was parked on the street, but had an electric cord and a hose
laying across the sidewalk to the trailer, and someone has begin living in it.
He read a paper noting some of the conversation, and same of his ideas on the
subject. Chief of Police reported on phis. The conversation than switched
to the codification of ordinances. after more discussion, motion was made by Eaton and seconded by Metzger that ~n ordinance be drawn up if need be to
correct this situation. Motion carried with Kilpatrick voting "no" .
Dick Metzger reported on the insect control meeting in Bozeman. We
would need a new maehinE at an approximate cost of $3,].l~.5.00. The whole town
would be sprayed in one n3.ght. Spray material to cost about $16.00 per gallon. The town would have to be sprayed every six nights. After discussion, ~o~ion
was made by Kilpatrick and seconded by Michael to turn this matter over to the
Ways and Means cc~nmi~tee. Motion carried.
17ick Metzger talked on garbage containers, and stated that s~.x were
lost on Holloween night. He stated that he needed more garbage cans. Ebersviller turned this mater over t4 the Street and Alley Committee.

Dick Metzger requested .a meeting with the water ccxnmittee after the
meting to discuss water meters and fire hydrants.
Last item on the- agenda being the Mayors ec~mnents, and he being absent, Ervin Metzger stated that uder certificate of survey No. 1552, Davy
Johnson claims that the east side of 5th Avenue has never been dedicated as
a street. The ~Iagor asked ghat this be turned over to the str~;et and alley
ca~mmitte~.
Metzger brought up the subject of the hiring of Guy Ehrlick. Tt was understood that he was hired for 30 days only. the Police Ccxnmiasion
Mated that they would not reccanmend him at this time. Lenhardt staffed ghat he
would work until November 12th which would be his last day, and that a litter dad
been received signed by the Mayor to this effect. Inez Vaughn, a member of tie
Police Cc~mission stated she did not lrnow anything about his being kept on.
Michel requested pernlission to leave the state. Motion Baas made by
Metzger and seconded by Kilpatrick that permission be granted. Motion carried.
Judge Men~;llo Mated that h~ had moved his furnishings over to the
new ce~nple building and stated that since he had budgeted for apart-ti.~ne
helper, he would like to have Janie Burke work for him for three hours a day,
from 2:00 P.M. to 5:00 P.M. After discussion, motion way made by Easton and seconded by Carter that the council grant him h35 request on a temporary basis.
Kilpatrick suggested that this arrangement be tried until the next council
meeting. Motion carried.
There being no fur~Gher business to come before the council at this
time, motion was duly made and seconded that the meeting be adjourned. Motion
