Yovet3ch~ at 7:00 o'clock, P.M.~ on Tuesdays netober 5, 1976. Upon taking roll call, the following aldermen answered present: Gay Easton Tom Hard Tom KilpatricI~ Sue Carter I!, Ervin Metzger Herma~a Michael Minutes -Motion made by Metzger & seconded by Michael for approval. Carried A 1ett~r was read from the Police Commission requesting coun~i3. approval of the hiring of a Guy A. Ehrlick. Mrs Vaughn reported on this end stated that all the records from his tests were not fret in. Kilpatrick ob~~cted to his age, st~.ting that he was possibly too young. Kilpatrick said that he would Like to delay this decision. Easton made the motion that there be a special meeting with the commission before this matter is decided. Seconded by Kilpatrick. After discussion, Easton withdrew his motion, Kilpatrick withdrew his second. Police Commission to have a meeting to make the final decision. Mayor says to hire him for thirty days at least. Lotion was made by Kilpatrick and seconded by Hard that this Resalution be declared passed and adopted. Motion carried. Motion was made by Easton and seconded by Kilpatrick that this Ordinance be declared pass~;d and adopted. Upon taking roll call vote;, all aldermen voted "ayes? and said Oxdinance was declared passed ~.nd adopted. ORDINANCE No. 627 ORDINANCE N0. 627, BEING .AN ORDINANCE REGARDING CREATING 3'HE OFFICE OF PERSONPdEL DIRECTOR and listing duties of the office, was presented.: Alderman Carter stated that she had visited with the personnel director in Billings, and also the one at the Refinery, and both had certain qualifications for the fob. Since the ordinance states that the appointment was for one year only anal that a new person would need certain qualifications, she thought that qual- ifications should be listed in this ordinance before passage. Easton m~.de this in the form of a motion, second~;d by Carter to turn it over to the Personnel committee to study qualifications. Kilpatrick sa~~ ghat in his opinion he would urge the passage of this ordinance and to defeat this motion.. Upon taking roll call vote the record shows as follows:. Motion carried. I Herman Michael introduced the sub3eet of approval of the ~ & S Subci~vision,.~ with provision given to a cash park dedication C~ $1~750.C10 per acre. Motion wa.s ~ made by Kilpatrick and seconded by Garter to accept the recommendation*of the Pla.rining Board. I Minutes of the City Council of Laurel Letter was read frc~ the Hwnan Resources Develo~ent Council regarding filling the space saved for Laurel on this cc~nmttee. Since Donna Kilpatrick has served previously, the Mayor re-appointed her and a litter to b~ written to this ecxnmitt~e. Letter wag read from the Project Director of the M.Y.A.P.O., regarding II the vacancy lift on this cc~}nmittee by John Da1.ey. The Mayor theme appointed Murr Isaacs to phis vaca,~cy and a 1~tter to be written confirming this a..ppoint- ment. Motion was then made by Kilpatrick and seconded by Hard to accept the Mayor's appointments. Motion carried. Isaacs brought a problem of the Horton residence, 619 W 7th 5~., and a question of leaving only a 60~ street instead of the usual $0~. Isaacs also presented a question of a storm drain on ltth, 5th, and 6th on Alder, and stated the culverts should be put in and connected to the city storm sewer. Tt eras reeo~nmended ghat Dave McCullough look into this also. The m~.tter referred to the Street and Alley Cc~m3ittee Dave Powers spoke on hydrants and on water lines to the Laurel Gardens. Easton spoke about the water meters at the schools, the Junior High especially. The water ce~mmittee had recommended 30¢ per student. After discussion, motion was made by Kilpatrick and seconded by Metzger that the city charge 30¢ per student per month, but that the r~tunber of students be divided equally among tie three meters. Motion carried. Mayor read letters from the Public Service Com~is~ic~n, the Cc~s~raer Council and others. There be'~ng no further business to come before the colzncil at this sessions motion was duly made and seconded that the meeting be adjourned.
