The Mayor read a letter frcm Safeways Stores requesting that the City of Laurel vacate portions of 2nd street, 3rd street and R~ontana Ave. soutki. They would also like tc> be Aresent at the public hearings in regards to the street vacation. Motion was made by Ebersviller and seconded by Easton that a Resolution of intention be drawn tip. Notion carried. Letter was read from John Ramsey stating that it was his understanding that with this letter of intent th~.t he could bring lots 25,, 26~ 27, and 33i 731ock 9, Murray Heights, in~tc3 the. city. All of these lots are adjacent and contingent to the city limits. Ramsey sated that after the signing of the contract with Dave Murray, he would eonsid~r bringing the entire subdivision into the city limits and pay city taxes. He Mated that 'he would be willing to pay insect control for the area, but would like some consideration given to I the garbage tax. He feels the ~?a.rba~e charge should be waived until such t~_me as the service is being furnished. This matter referred to the Street and A11e~ Committee. SLc"LL1T1~ that the Date of September 30, 1976, has been set for the Public Hearing on the new water rates. 'I't~e meet~.ng will be at 10:0 A.NI, at Riverside Park. The May=or read a letter from Tom Judge thanking him for helping; to make this Bicentennial year one that all Montanans mill remember. The Mayor read a letter from the Police Commission recommending that the City Council ~i.ve consideration to the Po7.iee budget proposed by the Chief of Police. They' believe that the need for additional help and services is warranted at this time. At 7:30 the Mayor askeei t,~at the mP~ting be recessed to attend the County Local Government Study meeting being held at the show. house. The Me~;ting was r~-convened at 9:10 P.M. At this time Jim Murphy appeared before the council to further explain S.I.D. Na. 9~. and Igo. 9~. After much discussion and explanation,, the Mayor and Council felt they had more ltnowledge and understanding of the S.I.D,~s. Kilpatrick tizc~n made a motion that the Resolutions. and Ordinances pertaining 'to S.I.D. No 9~. and y~ be passed and ordered published. Ken Beven rEported that he attended a Regional Seminar in Denver on Public Works Employment Act. He stated that there is X15.3 million in grant money availably to Montana. These grants are 100. We can apply for ~ or 6 different thine. Beven to continue working on this matter. Murr Isaae~ stated that h~ has eir~.~rn up a form letter to be sent to the people who own islands within the city. H~ is waiting for the City Attorney to make hip decision. Street and Alley Committee to work with Larry. Murr stated that h~ would like to r~eomr~ertd that the council adopt a policy on street openings as follow : That the charge be ~1.2,~ per sq. foot to replace b~acktopped or chip and sealed sections of the s~tree~t, darr~aged by the _ ~~reet opening. This charge would be assessed on the s~tr~et opening permit only for those openings for the purpose of hooking up to City Util~tiss.
