A regular meeting of the City council of the City of Laurel, Montana, I
was held in the Council Chamb~;rs ~n.d called to order by Mayor Lau3.s M. Yoveti~l~
at 7 00 o~elock~ P.M., on Tuesday, M~.y 18th, 1976. ~i
Upon taking roll eall~ the following aldermen answered present:

Mi~.~.te~ of the prev3.ous meeting of May nth, w~r~ read. Motion was made by Eber~viller and seconded by Kilpatrick that the minu~e~a be approved
with the correction requested by Kilpatrick. Motion carried.

Motion was made by Ebersviller and seconded by Michael to approve the above
request. lotion carried.
Certain reports of the City of Laurel were presented for approval
as follows: City Clerks Trial Balance, City ~re~,surer's Financial report,,
City Clerks ~ C~.sh Report. Moi-.3 ors was made by Eberviller and seconded by
Metzger that the reports be approved. Motion earri~d.

Letter was read from the lst Security Bank regarding a commitment 'I for a loan of $8~,80~ for ga.~bage equiprne~t. Rodgers reported on this. The ~
Mayor ttarued this natter back to the cc~nittee to eon~act the Yellowstone
Bank also. "Ways and Me~n~" ccxnmit~ee to be given the authority tm~aet. Motion
made to this effect by Kilpatrick and ~eco~ded by Rodgers. Motion carried.
Rodgers reported on the garbage charges. Much discus~ior~ on phis
subject. C~.ty Attorney i.nstrueted to draw up Resolution No. 15lt0 ors garbage rates end publish game in the Laurel Outlook.
Mrs. Kathleen Phillips appeared before the council requesting more information on the garbage situation. Montee reported being ~or~gratulated on
the fact that the city of Laurel i~ planning this ehang~.
Jude Menello reported on certain of his plans, for aerta3n reports,
and reported a ~ninimara bond to be $20.00. He asked the council to adopt the
new schedule and have it be effective ground June 15th, 1976. He is adopting a ne~a reporting schedule;, _ .d wi31 ~ T~~~e ~ ~ e-~p~r~ F~~ each ~'~].derman ~d each of
the police co~nmissioner~.
Chief of Police asked pern~.is.~ion to leave the Mate. Motion way modes
by Rodgers end seconded by Kilpatrick that permission be granted. Mvtion carried.
Carter reportefl to the Cotancil that the Park Cc itte~ had purchased
.new trailer, and that the office would nod pay the claim. City Clerk reported
that there was no budget and no money, and that the c1a3~ way laid aide until
budget time, mr delcar~ an cmerg~ncy b~zdget, bi~.t that there still wasn~t any
money. .After discussion, City Clerk was directed to present the following.

Letter was read from the Burli.~gton Northers aski.~g that eerta3.~
changes b~ made in t~ieir agreement with tie City as regards discharge of 'waste. I
Motion was made by Eaton and seconded by Rodgers ghat these changes b~; s11c>w~d.
Motion carried. I
After discussion and explanation, motion was made by M~tz~er ~d
seconded by Michael that the city allow no further city surveys of private
propei^ty. Moticm carried.
Metzger inquired as to our streets signs. D:i,ck Metzger r~:ported that
the signs haQe rived. T~.lpatrick wanted to know then they were to be pt~t up. D. Metzger reported on this.
E. Metzger reported on the Utility ~c~panie~ digging ~p the streets
and all~~r~ and not putting them beck in the same condition.
Rodgers asked permission to leave the state. Motion was made by Kilpatrick anal ~~conded by Metzger that pexgniss3.on b~ granted. Motion carried.
A Mrs. Caudillo appeared before the council 3.nquirir~g abort the
location of the new post office. She was informed that the city h~.s no c~trol
over the Federal Goverment.
Kilpatrick presented a petition as follow :
P E T I T I O N
We, the under~ig~ed, all residents of 11th St. West ~d Mt. View
Blvd. between 13~ Ave. North and 6th Ave. forth of the City o~ L~t~rel~ do
hereby petition the City Gourtcil of La~re1 to erect or ~OA$tI`'41Ct ~',11Y'~E (3) speed burapg on each of the above: ~~nes streets to slow the tr~ffie using
these two streets. The auto traffic Wising these two streets ~xeeed the
speed limit and endangers ch3.ldr~n living in the area and playing i~ Kiwani~
Park.
Ki1pa~G~.ek asked the Chief of Police tc~ talk to Mr. Bob Western sr3d explain that the Mayor and City Cauneil ors the whole were not i~ favor of
grant~.n~ the request of the p~;~ition since these dips and baps endangered
and Mowed emergency vehicles. I~ way suggested that speed signs be placed
around the par~c~, and a report made to the council ~.t the next meting.
K3.lp~.trick brc~ght up the subject of Resolution No. 1538, and ghat item
ATo, 1~ and item No. 7 be changed. I~e~n No. deals with heavy industrial s~t~er users. Item No. 7 requests tY~at the Mayor appoint a Temporary Board of Appeal,
and other i~~m~. 'the Mayor theM appoint~;d Marvin Carters Tam Kilpatrick and
Tc~n Hard. Motion was then made by Kilpatrick and seconded byr Carter that the
_ Magorts appointments be approw~d. Motion carried. Motion way theme made by
Kilpatrick and seconded by Hard 'Ghat the Resolution No. 1538 be approved with
the changes made as ~ug~est~d in the r~-written copy. Motion carried.

Kilpatrick stated that about a month ago ~her~ was pane talk of Miring
a young lawyer to help in the codifyiri~ the ordinances.
The I~a~ror appointed Ebersv3.11~r„ Carter, Dick Metzger, Peg Ka~er2el
and Montee to p1ar~ the remodeling of the City Hall. Motion was made by Carter
and ~~conded b~* Kilpatrick to approve the appointmen~~s. Motion carried.
The Mayor appointed Jim Kellison to the Police Ccm?missicm.
The Mayor appointed a new Zoning Ccammission. CTtto Pr~iekszaa, Gary
Ffaff, Tn~n. Siegel, .A~ui Morrow acid Grace Stadalman.
The Magor appointed Clark Johnson and Dick Michael to the Board mf

Thy Magor appointed Herman Michael to the Plaanr~ing Board to the end
of hi.~ terms, and Bob Danti~ for a two year term. Leger to be written tp the
