A regular meeting of the City Council of the City of Laurel, Mont. ~
was held in the council chambers, axed called to order by Mayor L. M. Yovetich,
at 7:00 o'clock, P.M., on Tuesday, March 16, 1976.
t-pon taking roll ca11, the following aldermen answered present:
Ga.~ L~aston E. H. ~bersviller, Sr. Tom Kilpatrick
Chuck Rodgers Herrn.an Michael
The minutes of the previous meeting of ?arch 2, 1976', were read.
Notion was made by Lbersvi.ller and seconded by Michael that the minutes be approved as read. Motion carried.
Certain reports of the Ca.ty of La..urel~ Montana, were presented for
a~~.roval as follows: City Clerk's Cash Report, City Clerk's Trial Balance
end the City Treasurer's financial Statement. Motion was made by Ebers~rlller
and seconded. by Rodgers that these reports be Cpproved. Motion carried.
Inez Vaughn., first on the agenda, reported that it would cost about
$681.30 to fix thA ~wimmin~ fool. The electrical work would cost a little
over $1,100.00
Mrs. Vaughn also reported that Lenhardt has been busy getting rid
of the old Junkers parked on the streets. She stated that there ~.re still few left. Lenhardt reported on this.
Dave Powers introduced Mr. Jim Kraft, Civil Defense Director, who
presented the Ma~ror with check in the amount of $2,428.49 Pram the State of
Montana for part of the rehabilatation of the Civil Defense truck now being
used as a fire trucks
Dave Powers reported that there is additional equipment available
t~irough the Federal Econe~mics Act. '.Che equipment would be free except for the
shipping charge to get it here and whatever is needed to fix it up. The only
problem is that once we are notified we only have 5 days in which to go look
at the equipment. PotaPrs would like the council to authorize someone to go
look at the egv.iprnent since there will be such short notice. `Phe Mayor stated that he would appoint Powers fo be in charge of going to look at the equi~rment
or to authorize a qualified person. to look it over. Motion was made by Easton
and seconded by Rodgers that Powers be i.n charge of sending someone to look at
the equipmento Motion carried.

Being a Resolution Ap~rov .ng an agreement between the `~Cit~ of L~.uxel and the
B.N. was presented for approval again with page b of the contract mended to
inclU.de the cost and anstallation. After discussion, this matter wa.s referred
to the water canmittee for further si-,u.dy since the city mibYzt not be able to i la.y the water line f'or $7,200. 0
Larry Herman stated that Yee had a call from Jim Twomey and he sa~_d
it looks like the 2nd grant t?~~.t we applied for a.s ~oin~ to go through.
harry also reported that the Billings-Yellowstone City-County Planning Board i.s presently having problems. He stated that it is doubtfv.l that the
Laurel Board could enter into an agreement with them concerning st~f'f review
and master planning for same time. Therefore, the L~.urel. Board is forced to
separate .from the Fillings Board. However, the Laurel Board feels professional
help is necessary. Larr~r sa.i.d that he and I~eo Kamp talked to a Cal Cum?ns from
Cumin~s Associates and their feel they c~.n provide a.dministrativa Manning services for about $10~~00.~Q a year. It. would cost an additional X6,000.00
for a lend use pro~raan and an additional $5, 00.00 for an econcxnic analysis.
.F:fter discussion, motion, was mG,~e by Easton and seconded by Rodgers that this
matter be taken under advisement and come back with a recommendation. I~totzon ~

Th.e ~a~;or read a letter fr~n a Charles Winston from the U.S. Postal I
Service regarding the 2 proposed sites for the Past Office. Site No. 1 would
be on 5th Ave. bet~~een.I~ain St. and West lst Street. Site No. 2 would be on .first avenue directl.;~ across from the swimming Wool. The Postal Service would
like a reply as to whether or not there are any local plans or polices tha..t
conf_'lict with the Postal Service intended use of either of the sites. The
Mayor also read letters from the Zoning Boaxd and the Planning Board concern~_ng
their decisions. Letters from Claude Cory and Darryl Keck were read stating
that they were aga~_nst the lst Azrenue site because of ~_n.creased traffic 3.n the dark and school areas. The Mayor stated that if the P.O. goes in on first ave.
he would like to see lst Avenue classified a.s a commercial Zane. He also
stated that he would like to see other areas cons~derecl_. The Mayor stated that
he would answer the letter and send a copy of X11 letters received to the P.U.
The Mayor reported that we still have $13,000.0 owing :on the water
meters that should have been paid far last November. He said. that the money was used t,o pay wa.~es and wonders where the money is ~oin~ to come from. He
is going to check with the Cit~T Clerk in the morning.
Montee reported that according to the ~.S.H.A. men we are required. to
have a first a7,d kit ~in each building. Darryl Keck from V1e5tern Drub appeared.
bEfore the cow~cil with a kit that he special ordered for the city th~.t complies with O.S.H.A. at a cost of ~70.OQ per kit. Motion was made by Ebersviller anal
seconded by Rodgers to order 6 of these kits, Motion carried.
Montee stated that one of the men at the shop ,s building a mail slot
for all a.2dermen, the Mayor and all committees. This ~.s to keep ever3rone informed
ds to what is doing on.

Montee statea that he uTould like to see careful consideration given
to this system. This matter referred to the ways and means ce7mmittee for further
stud~r.
P~ontee also stated that he would like to see all people not yet on the
taxbook that receitiTe garbage picl:?zp to be charged by the month until such time
as their name appears on the tax roll. This matter referred to the ways and mean
committee to determine how to charge these people.
There being no further business to come before the council at this time, motion was duly m~.de and seconded that the meeting, be adjourned. Motion
carried.
