H. Ebersviller, Sr., in the absence of the Mayors at 7:00 o'clock P.M. ~ on Tuesday, March 2, 1976. tTpon taking roll calls the following aldermen answered present: Tom Hard Gay Easton Tom Kilpatrick Charles Rodger Susan Carter Herman Michael Ervin Metzger The minutes of the previous meeting were re~.d. Inez Vaughn was first on the agenda, but eras ~_ll. Dione ~S'mith reported on the budget and said that the reason th.e budget is overdrawn about ~6,~~~.~0 is that she could not het the budget .figures anal the budget went on it's merry waJ. The parks ale ooin~ to need more money, she said. Tom Hard was next on the agenda ag~.in with grater and. sewer rates and turned the question over to L~rr;~ Herman who reported that the City cannot put a charge on a water hook ztp. Attorney also said that he had. written .letter to the attorney general and asked whether or not the City can charge an annexa- tion fee. He reported that there was as yet n.o problem with the sewer surcharge, and sta_-ted that we would have to wait for a reply fr~n the attorney general, and advised in the meantime n.ot to proceed further with the `600.(70 charge. Managers of trailer coia.rts appeared before the cotan.cil re~ar~.ing the $6.50 charge per unit for seti~er. Grainer also asked why the sewer sur- charge, ar~d asked where the money was. He wa,s told to call at the office of the c~..ty clerk end find out. Montee reported that the City of Bozeman is con- siderin~ st,oppinb the issuance of all building permits because of water and sewer facilities. Easton on water, sewer anc~. water hookups, and water meter installation. Spoke about committee discussion of the city's sharin; ~ the cost of certain installations. Metzler states that i.f the meter could be in the house anc~ the owner did not grant it there then the owner must pad the ~hol.e expense. Easton then made the motion that 1-,he council accept the c~nmittee report. Seconded by Kilpatrick. lotion carried eventually with Hard voting "no". A Jim Frickel complained about the place that the meter wa.s to be installed. He wants it in the util~.ty roam, and dick Metzger sad s the basement bedroom is the dace for it because there is no .room to install it in the other place. Gav reportEd on water and sewer rates regarding trailer courts and gave a-report. He stated that he would like to refer this matter back to committee to report at the first meeting i.n April. He made this in the form of a motion, seconded by Rodgers. Motion was made by Easton that the Resolution be passed end adopted. After discussion, motion died for lack of a second, and ~~as tabled temporars_ly. Motion was made by Easton and seconded by Kilpatrick that this resolution be declared passed and adopted. Motion carried. Easton brought up the develo~:ment, in the North area and a problem of fire hJ~drants. Motion was also made and seconded to approve the appointment of Mrs. Albe Jean Nelson to the Library l~aa-rd. lotion carried. Much discussion regarding retaini.n~ some CETA workers to fill vacancies in the city work force. I~fotion was made by Kilpatrick and seconded by Carter that one CL,.d~ member be set up to the police force permanently. Motion carried. Ebersviller reported that Lenh.ardt had approved Joe S. Rockstad and Linda Schy~na. as members of the Auxi.lia.ry Police force. Moi-,ion wa.s made bar Kilpatrick end seconded by Rodgers that these appointments be approved. Motion carried. Ebersviller stated that the city could get soave women through CETA possibly eight or ten. The pr.ogr~m to extend through June, 1976. These w~nen to ~e placed in non-traditional occupations, and have the same hours and pay as the men. lotion Uras made by Hard and seconded by Rodgers that these wcnnnen be applied for. Motion carried. Montee reported on the ra.~id rail garbage system.
