Yovetich, at 7a0~ otclock, P. M., on Tuesda~r, November 18, 1975 . Upon taking roll ca1.l~ the following aldermen answered present: I fir. H. Ebersviller, Sr. Larry Herman Gay Easton Susan Carter Tom Kilpatrick Ervin Metzler Tom Hard Chuck Rodgers The minutes of the previous meeting were read. Motion was made bar Ebersviller and seconded by Rodgers that the minutes be approved as read. Motion carried. Letter was read from n Mr. & Mrs. Clarence L. Eastliek, requesting a street light. Motion way made by Kilpatrick and seconded by Hard that this request be approved and a letter be written to the Montana Pawer Company. Motion carried. i Larry Herman, first ward alderman, verbally resigned as al.derman~ and requested that the Mayor appoint a replacement for him on the Zoning Board. Motion was made by Kilpatrick and seconded by Ebersviller to accept this resignation. Motion carried. The Mayor st~.ted that ~t would take about six weeks to separate the City's papers and files from former City Attorney Palmersheim~s office. Mr. Palmersheim passed array on November 7th. The A~I~.yor then appointed Larry Herman to the office of City At~Lorney to fi11 the unexpired. term. Motion was made by Metzger and seconded by Rodgers to approve this appointment. Motion carried. T}1E Mayor also asked that the remaining alderman from the lst ward accept applications to f311 the unexpired term of alderman. This position to j be filled l~.ter. I James Twomey who was scheduled on the agendas did not appear at this time because of the r~eather. Dan Mizner, executive director of the Zeague of Cities 8e Towns did not appear because of the weather. City Attorney stated that he was setting ~+side every Tuesday spec- if~cally to take care of City business. Ebersviller reported that the personnel committee had had several. meetings on the ad~ustment5 in supervisor's pay. He stated that it was the recommendation of the committee that further adjustments in p~,y be set aside until next budget time. Them was comment from various aldermen. Motion being mace bJ Easton and seconded by Metzler to accept the committee's report. Roll tail vote was asked for. Motion carried with Kilpatrick and Hard voting n~on~ Kilpatrick stated that there shou3.d be five more men hired for the Volunteer Fire Department. Powers paid that the new men to be lv_red wou3.d not receive any fees until January. Motion was made by Easton and seconded ~y Metzler that these men be hired. Motion carried. Kilpatrick made the recommendation to the Council not to allow any further annexation until there is a fire flow, and traffic flow. Kilpatrick announced that the Police Committee had replaced Manley Gerke as Assistant Chief of Police with Vernon Mydland on a one-year basis. Motion w~.s made by Rodgers and seconded by Hard to accept the committee's report. Motion. carried. A form setting up a police commission was discussed. It was sug- gested that this be studied carefully and get a working form by the fa.rst of July. Kilpatrick brought up the subject again re~ardin~ cit~r-oc~ned vehicles. A11 vehicles should go into the garage evex~y* night except the one used by the m~,n who is on call, and checked aut in the morning. Mortee reported that he did much of his inspecting in the evenxn~s and on week-ends, since many people wait for their days off to do their building. Daley reported. on this' also. Tt was also discussed not paying personnel for the use of their own vehicles. Dog catcher could possibly drive persons to another part of the city if need be. Motion parried. i _ _ _ I i Minutes of the City Council of Laurel Kilpatrick stated that at a budget meeting back in Ju1.y the Chief of Police heel. asked far a salaz~ of $1,30.00 mont~ily, and that a salary of ~1~0~~.~0 had been okayed. Motion was made by E~ersviller ~,nd second.~d by Hard that this matter be turned back to the personnel committee. l~~otion ear- ried. Rodgers brought up the subject of the telephone at the police sta- tion. He says persons think o~ the !.t].12 numbEr as an e~i~rge~cy number. The telephone edmpany has rotarT,~ system with six ~~Hold" buttons. Mayor asked for more information, and asked that Rodgers pursue this matter. Kilpatrick stated that he felt that the agenda should be made up earlier so that aldermen could get a copy and have a chance to studp it be- fore the council meeting. Igo action was taken on this at this time. Kilpatrick presented a copg of some suggestions for correctix~ some discrepancies in the billing of the water and sewer accounts. This mem- or~.ndum is on file in the Clerk's office, though no action was taken at this time. (Not in the minutes, but as a su~~estion~ from those doing the billing, much more thought and much more clarification will be needed before this system is put into eff~at). Dave Potrers, Fire Chief, appeared before the council to ask that one man be sent to a fire meeting in Lewistown. Motion way made by Kilpatrick and seconded by Hard that one man be permitted to attend.< Motion carried. Sue Carter reported on th.e sizes, types and costs of a building to house the machinery at the landfill. After cliscu5sion, it was decided to t~.bl~; this matter at this time because of the condition of the Cxarbage funds. Building Tnsp~ctor reported on the building leased to the Rifle Club. The Mayor stated that temporary repairs should be made. The Mayor appointed the council as a whole to investigate this. Jim Twomey & Louie Evans appearEd before the council to discuss certain property of the C~.ty of Laurel at So. West Eighth Avenue. No deci- sion at this time. There being no further business to come before the council at this s~ssian, motion was du1;~ made and seconded that the meeting be ad3ourned.
