Minutes of the City Council of Laurel
October 71 ~ 1975
A regular meet~.n~ of the City Council of the City of Laurel, Mont.,
was held in the Council Chambers, and called to order by Mayor Louis M. Yov~tich, at 7:OQ o~clock~ P.M., on Tuesday, October 21, 1975.
Upon taking roll call, the followi~.g aldermen answered present:
Town Hard Tam Kilpatrick E.H. Eb~rs~ller Chuck Rodgers
Susan Carter Larry Hexman Ervin Metzger
The minutes of the Special Meeting of October 1~., 1975, were read.
Motion was made by Ebersviller and seconded by Herman that the minutes be
approved as read. Motion carried.
The minutes of the previous meeting were read. Motion was made by
Metzger to appro~c the aninutes. Herman wanted fihe minutes reg~.rding a new secretary amended to include "secretary for the Nta~or, Zoning Board, City-
Co~ur3.ty Planning Board and Building Inspector". With this correction, 'Herman
seconded the motion. Motion carried.
City Engineer requested written permission to lave the State.
PROtion was made by Ebersviller and seconded by Carter that the permission be granted. Motion carried.
Herman reported on the model subclivision code:.
Herrrian reported on the Jake Bernhardt petition. Motion was made by~
Kilpatrick and seconded by Metzger that the council approved phis petition with the notation that this be noted as the exception rather than the rule.
Motion carried with Rodgers voting "NO".
Herman asked permission to leave the U.S. Motion was made by Rodgers
and seconded by Rogers that permission be granted. Motion carried.
Fire Chief appeared before the council to talk on a proposed ordinance, Suggested turn3.ng this matter over to the public safety ca~mittee, to work with
the City Attorney. He made this i.n the form of a motion, seconded by Hard.
Mot3.on carried.
Kilpatrick reported hiring Georgia Kline on a steady basis rather
thane relief, to take the place of Sue Fink who is unable to return on a steady basis.
Kilpatrick reported on the use of the dog catcher's car in the
collection of dogs. He has been paid ~35.0~ per month for this use. City trucks
should be shared. Nunn and Beven to keep this allowance of $35.00 per month.
Kilpatrick said. that the co~nmittee reernnmended that the council w3.thdraw all
pick-up allowance as of the lst of No~wember. This matter sent back to committee.
Kilpatrick reported on the lass of one policeman and the committee
reccm~mended that he not be replaced at this time. He also stated that the
C.E.T.A. patrolmen be paid the same as the city police force. The Mayor i~
in favor of advertising for a new Assistant Chief of Police. Z~ was suggested
that the ecxnmittee speak to a Mr. Cunningh~n first, regarding the status of the C.E.T.A. policemen.
Kilpatrick asked the status on the report for the supervisors.
Ebersvi.ller said that he had been ~on~ for the best part of a month, and that
he would get on the ball right away.
Hard asked about street signs. Montee reported on this.
Motion was made by Hard that a curfew for juveniles be set up and enforced. The City Attorn~~ will get together with c~nmittees anc~ set up
age groups and hours, and draw up an ordinance for council consideration.
Hard inquired about dogs. The City Attorney reported that h~ had
filed a complaint with the court in the hope that a certain individual keep
her dog at hc7rne.
Hard inquired about water meters.
Hard brought up the subject of garbage not being picked up on a three-
day Holiday.
Question was brought up about provicLing a building for the machinery
at the landfill, and also providing a warm place for the employees to eat
their lunch.
The M~.yor read a letter from Boise-Cascade.

the Mayor asked the council opinion oz~ slurry pipe linES. He said
that he would like to have the council go on record as being opposed to these
lines. lotion was made by Ebersviller and seconded by Hard to go on record as opposing these lines. City Attorney reported on this m~.tter. Motion
carried.
Thy; question of the leag~ on the Rifle Clur was brought up. The
Park Cc~runission wants to use this building so that the green thumb employees
can work indoar~ in the winter. After discussions motion was made by Herman anal seconded by Kilpatrick that the commission work with the City Attorr3.ey
on this matter.
There being no further business to came before the council at this
session, motion was duly made and seconded that the meeting be adjourned.
Motion carried.
