Minutes of the City Council of Laurel
October 7, 197
A regular meeting of the City Council of the City of Laurels Montana
was held in the Council Chambers and called to order by Gay Easton, Alderman,
in the absence of the Mayors at 7.00 otclock, P.M.~ ~n Tuesday, October 7, 1975.
Upon taking roll call, the following aldermen answered present:
Tam Hard Tom Kilpatrick Ga;~ Easton Ervin Metzger Chuck Rodgers
Susan Carter Larry Herman.
The minutes of the previous meting of September loth, were read.
Motion was made by Rodgers and seconded by Hard that the minutes be approved. Motion carried.
The minutes of the Special Meeting of September 23rd, were read.
Motion was made by Kilpatrick and seconded by Rodgers that the minutes be
approved. Motion carried.
The minutes of the Special Meeting of September 2!}thy were read.
Motion was made by Metzger and seconded by Rodgers that the minutes be approved.
Motion carried.

Motion was made by Metzger and seconded by Hard that the claims be allowed.

Herman .reported that the Zoning Board would like to recommend that the City Engineer's office prepare a current city map to proper scale, wall
s3_ze, as soon as possible w~? th money to be allocated for that purpose. Motion
was made by Kilpatrick end seconded by Rodgers to accept the recommendation of
the zoning board. Motion carried.
Herman presented a petition for annexation from J. J. Bernhardt for lots 11, 12, 13, 1~. and 15 in Block 3, Laurma~ SubdivLsion. It was reported
that th3_s request included only a portion of Bernhardt'S property. Kilpatrick
stated that it has been the policy in the past that an ent~xe block be brought
into the city at a time. Herman doubted Kilpatrick that this policy existed.
Motion was made by Kilpatrick and seconded by Rodgers that this request for
annexation be rejected at this time and returned to the Zoning Board for recon- ' ~I sideration and .report back to the council. Motion carried with Herman voting

Herman stated that the City's Zoning Ordinances are inadequate and
requested that all ordinances be updated.
Herman stated that he would like to recommend that the Counezl con-
sider creating a new position in the Engineers (3ffice to help with the extra

stated that he would like to refer this matter ~o the finance and personnel ~
committee, with the approval of the Mayor, to study and cane back with a z^e-
cgrunendation.
Herman stated ghat it is against city ordinance to place a trailer in the city limits or within the 1 mile radius uri.thout first being granted a
variance from the zoning board. He stated that last week there were two
moved on without a variance. They have since been moved off.
Herman reported on a request for a n.e~r subdivision (Sinclair Sub.)
~ix~st east of the Golf Course.
Charles Monte, Building Inspector, reported on a door to door can-
vass concerning water pressure in the extreme northern part of the city. He
stated that the majority of the property oc~ners above 13th St. reported having
adequate water pressure while some residents residing below 13th St, reported
inadequate pressure. The reverse was expected. gilpatrick stated that some- thing should be done concerning have Murrayts request for water above the ditch.
This matter referred to the water committee to work with Montee, Dave Murray
and the Mayor to cc~e back with a rece~nmendation.

Minutes of the City Council of Laurel
Kilpatrick, reporting for Rave Powers, stated that the F.A.P. Comply is getting closer in price. There will be a meeting with the architects
on Saturday, Oct. 11th, at 12:~ noon.
Motion was made by Carter to set up a cairttnittee to work on spray3.ng
for worms and mosquitoes early in the spring. Seconded by Herman. Motion car-
ried. Easton appointed the planning and improvement committee.
Motion was m~ie by Carter and seconded by Herman to change the name
of South Paxk to Russell Park. This land was given to the city by Lois &
Charles Russell. City Attorney to draw up a resolution changing the name.
Dione Smith reported that Ken E~nineth moved out of the house at Riv-
erside Park and they are taking applications for another caretaker.
Dione Smith stated that the park crew needs a new place to work or the
present shop needs mayor repairs. The roof leaks and the wiring is terrible.
She asked that the council study the situation.
Dione also stated that they would like to keep the green thumbers, but they need a place to work. She su.g~ested the possibility of a metal shed.
The use of the rifle clu'r~ was also suggested. After clis~ussion, this matter
was referred to the perk ecxnmission to study and make a definite ~eccanmendation
to the council.
Lenhardt reported that Sue Fink, who was in a ca.r accident about a year ago, will not be able to return to work full time. Lenhardt would 13ke
to put her on the list of relief operators and put Georgia Kline, senior
relief operator, on steady. Motion was made by Kilpatrick and secoxided by
H~stnan to refer this matter to the Police Committee with authority to act.
Motion carried.
j Lenhardt read a letter of resignation frcnn Williaan Calligan effective October 17th, 1975•
Daley reported on a training con~'erence on water chemistry and micro-
biology in Helena on November 3 - 7~ 1975. Daley agk~d that Dewey Nunn be al-
lowed to attend these meetings. Motion was made by Hard and seconded by Herman
to send Dewey and pay his expenses. Motion carried.
Daley asked what to do about the garbage charge for Boise Cascade. ~
After discussions motion was madE by Kilpatrick and seconded by Car-~er to
charge ~3~00~.00 this year and review the charge yearly. Motion carried.
The matter of disposal at the dump was referred to the Police and Fire Committee and the Ways and Means Committee.
Lyle Seamon appeared before the council to request that 5 acres
west of the west school be brought into the city limits as an R-~. zone. He
would like to pub a trailer court here. Herman explained to him that he would
have to file a petition with the zoning board and they wi11 make a r~:cc~mm~nd-
ation to the council.
Joe Riesinger appeared before the council to ask that he be reinstated
after his 60 days. This m~.tter referred to the personnel ec~mmittee.
There being no further business to ccxne before the council at this
times motion was duly made and seconded that the meting be adjourned. Mot3.on carried.
