HomeMy WebLinkAboutCity Council Minutes 08.19.1975Minutes of the City Council of Laurel August 19, 1975 A r~:gula.r meeting of the Gity Council of the City of Laurels Montana, was held in the Council Chambers and called to order by Mayor L. M. Yovetich~ at 7:00 o'clock P.M.~ on Tuesdays August 19,, 197 . Upon taking roll call, the following aldermen answered present: Tom Hard Gay Easton Tom Kilpatrick E. H. Ebersviller Susan Carter Larry Herman. The minutes of the previous regular meeting of Aug. 5th were read. Motion was made by Kilpatrick and seconded by Ebersviller th~.t the minutes be approved. Motion carried. The minutes of the special meeting of Aug. 6th were read. Motion was read by Ebersviller and seconded by Hard that the minutes be approved. Motion carried. The minutes of the special meeting of Aug. 11th were read. Motion was made by Hard and s~:conded by Kilpatrick that the minutes be approved as read. Motion carried. The minutes of the special meeting of Aug. 11th at 7:30 P.M.~ were read. Motion was made by Carter and seconded by Hard that the minutes be approved ~s read. Motion carried. The minutes of the special meeting of Aug. 18th were read. Motion was made by Ebersviller and seconded by Carter that the minutes be approved. Motion carried. Certain reports of the City of Laurel, were presented for approval as follows: City Clerk's Trial Balance and City Clerk's Cash Report for the month of July. Motion was made by Eb~rsvill~r and seconded by Hard that these reports be approved. Motion carried. Application for Beer License from Speedy Mart, Inc. with cash in the mount of X150.00 was presented. They have not received their state license yet, but would like approval of their city license upon receipt of their state license. Motion way made by Ebergviller and seconded by Carter that a City Beer License be issued when furr~i~hed with a state license number. Motion carriedo John Smith appeared before the council to request that the dip on the west side of his property be filled in. He stated it does not serve the purpose it was put in for. After discussion, motion was made by Eberszriller and seconded by Kilpatrick that this mater be referred to the Street Ccxnmittee and City Engineer with authority to act. Motion carried. City Attorney present~;d for the Mayors signature, a supplimental agreement with the Burlington Northern for supplying water to the house at the S.D.P. and a fire hydxant. Palmersheim stated that Link Assoeiate~ would like to have their preliminary payment after we receive the money for the bonds on Thursday, Aug. 7-I~.th . Ambularsce Canplex. . Palmersheim reported on the Senior Citizen dousing from HUD. He stated that he would like to hire professional appraiser for the lots and include the price of the appraisal in the price of the lots. N4ation was made by Easton and seconded by Ebers~.ller that the City Attorney hire a professional appraiser. Palmersheim presented the following Resolution: RESOLUTION N0. 1520 RESOLUTION GIVTNG N(7rICE OF TNTENT TO ADOPT INTERIM ZONING ORDINANCE EXTENDING ONE (1) MILE BEYOND I~AUREZ CITY LIMITS. lotion was made by Herman and seconded by Ebersviller that Resolution No. 1520 be declared passed and adopted. Motion carried. Pa7anersheim asked permission to leave the state. Motion was made by Herman and seconded by Ebersviller that permission be granted. Motion carried. Minutes of the City Council of Laurel Daley presented petitions for street paving on $th Street from 5th ave. to 8th Ave., and on 9th Strut fr~n 5th ave. to 8th Ave. After discussions motion was made by Ebersviller and seconded by Carter to ,just do the paving this year and save the chipping and sealing until next mar. Motion carried. Ebersviller stated that the personnel committee hay reached a tentative agreement with the union. The cc~nmitte~ would like to reccxnmend that all union employees be increased by 6D¢ an hour and to extend the longevity from 15 years to 20 years. The radio operators will receive an additional $25.C3~ per month adjustment. Motion was made by Kilpatrick and seconded by Hard to accept the committees recc~nmendation. Motion carried. The committee also suggested raising the Mayor to $x.50.00 p€~r month, the alderanen to $135.:00 per month, Folice Judge to $600.00 per month, City Attorney to $7C)0.0~ per month and to give the City Engineer and the entire office force $105.00 per month. Lotion was made by Easton and seconded by Herman to accept this recommendation. Motion carried.. Kilpatrick stated that he woia.ld like to see the Mayor appoint C~nmitt~e to set up the mechanics for implementing the supervisory plan. Louie s id he would like to see the entire council work on this matter. .Notion was ode by Kilpatirek and seconded by Herman that the mayor appoint a co~nrni~tee,~`to implement this plan. Motion carried. Mayor appointed the entire council, with the personnel committee acting a5 the chair, to work on this matter. Louie reported on some vacant lots at 218 Woodland that are a mess and should be cleaned up. Daley to contact the o~mer and tell her the city will clean it up and charge it to her taxes. There being no further business to ecc~~nne before the council at this time motion was duly made and seconded that the meeting be ad3ourned.
