HomeMy WebLinkAboutCity Council Minutes 07.15.1975i i Minutes of the City Council of Laurel July 15, 1975 A regular meeting of the City Council of the City of Laurel, Mont. was held in the council chambers, and called to order by President of the Council, E. H. Ebersviller, Sr., in the absence of the Mayor, at 7:00 o~clock, P.M., on Tuesday, July l~, 1975• Upon taking roll ca11, the following aldermen answered p~esentz Tom Hard Gay Easton Tam Kilpatrick Charles Rodger Susan Carter Larry Herman Ervin Metzger The minutes of the previous meeting o~ July 8th, wire read. Motion was m~.de by Kilpatrick end seconded by Metzler that the minutes be approved. Motion carried. Thank you note was read frcxn Louie thanking the council for the flowers wh31e he was in the hospital. Herman reported that the honing Board would l.ik~ to reeexnmend that the city accept wooden foundations upon an independant, favorable ~oi1 si~udy by an acer~dited soil engineer with a "percolation test' and with the building inspector's approval at the expense of the builder. Motion was made by Kilpatrick and seconded by Garter to accept the reccxnmendation o~ the Zoning Board. Motion carried. Carer asked if the dump could possibly be open at leash one day a week until 6:00 o~clock. After discussion, motion was made by Kilpatrick and s~cond~d by Metzger to refer this matter to the street and alley committee to come hack with a recommendation at the next meeting. Motion carried. Easton stated that the city does not have enough vehicles for city personnel. These people are presently using their own private vehicles and should bs ccampensated for gas and wear and tear. This is a matter that shatitl.d be looked into at budget time. Ebersviller suggested the possibility of buying several small pickup. Hard reported kids in the park after dark. He suggested sitting a curfew of 9;OD o~clock. Kilpatrick stated that with daylight savings time 9:00 is to early. Lenhardt reported on this. This matter referred to the police department. Ebersviller asked what happened with the remote readout at the Jim Duke residence. Kilpatrick stated that he talked to Duke and he said he would have everything ready by the end of the week. After discussion, it way decided that if we donut .ere from Duke by the end of the week to shut his water off Monday morning. Eb~r~viller reported cars blocking the sidewalk at DeCaxlo's new building. He suggested possibly pu~Gting in som concrete blocks. Ebersviller asked who gave DeCarlo permission to put in th3.s type of sidewalk. Th~.~ matter referred to the zoning board. Ebersviller asked if the city was going to spray for mosquitoes. Daley stated that he has the ch~nicals and a piece of equipanent ready whenever the council gives him the go ahead. Scxne people have threatened to sue the city if we spray their property. Seconded by Kilpatrick. Motion carried. Ebersviller suggested moving the council meeting time back to 7x30. .After discussion, motion way made by Herman and seconded by Easton that this matter be tabled until the next meeting and taken under advisement. Motion carried. Carter asked if the business places have any requirements for them garbage. She stated that thriftways lot behind them store is a mess with boxes and meat papers. Easton suggestdd referring this matter to Al Bond, the san~tarian~ because of health reasons. Daly to contact Mike Sankov3.eh. Motion was made by Heenan and seconded by Kilpatrick that the council go to an agenda. Herman suggested that all items to be listed on the agenda be turned into the city clerk by noon the day preeeeding the council meeting. The agenda will be prepared and ready for the aldermen to pick up by x.:00 o'clock on the day of the meeting. This would go into effect at the August 5th meeting. Motion carried with Kilpatrick voting "NQ". Palmersheim reported on the Burlington Northern's request to use the Sewage Disposal Plant system for sanitary and industrial waste. He stated that the Environmental Protection Agency has far more stringent requests of the Co. than the city had stipulated and that the mater is being considered by the C ampany. _ _ - r Minutes of the City Council of Laurel Palmer~heim presented the following Resolution.
