A postponefl meeting of the City Council of the City of Laurel
Montana, was held in the Co~n,cil Chambers and was called to order by H.
Eber~viller, Sr.~ in the absence of the Mayor at 7x00 o'clock, P.Nt.~ on Tue$day~
July 8, 1975•
Upon taking roll call, the following alderfn,en answered present

The minutes of the previous regular meting were read. Motion Baas made by Easton and seconded by Hard that the minutes be approved as read. Motion
carried.

Motion way made by Metzger and seconded by Easton that ~h~ June claims be
allowed. Motion carried.

RESOLUTION N0. 1549, BEI1~G A RE50LUTION EXTENDING THE BOTJNDARIES OF
THE CITY OF L1~UREL, MONTANA TO INCLUDE LOPS FIVE (5), SIX (6), POF~CTON OF
SEVEN (7) , PORT ION OF THIRTEEN (13 FOURTEEN (7.l~.) , D FIFTEEN (l~) , IAT BLOCK
TT-~CRTEII~T (13), AND MORE PAR'T'ICULARLY DESCRIBED AS FOLLOWS; was presented.
Motion ~a~ made by Kilpatrick and seconded by Hard that thc~ Resolution No.
1509 1~e approved. Before a vote was taken, Herman made the motion, ;seconded by
Metzger that th.~ property be designated as C-2 Zoning. Motion carried.
Metzger asked permission to leave the State. Motion was mm.de by
Kilpatrick and seconded by Herman that permission be granted. Motion carried.
Herman. reported on a meeting with the Zoning Board o£ Adjustments and
reported on several zoning requests. He suggested re-adopting the State Uniform Building codes of 1973 without the ~nendments. The City Attorney re-
ported on th3.s. In this connection the following Ordinance was presented:

ORDINAI~'CE N0. 612 BEING AN ORDINANCE RE-AFFIRMING THE "UNIFOI~I BUILDING CODE" AS THE BUILDING CODE OF THE CITY OF LAUREL, MON'T~N~. Motion
was made by Herman and seconded by Kilpatrick to adopt this ordinance. Upon
taking roll call vote, all aldermen present voted "Aye" and said ordinance way
declared passed and adopted.
ORDINANCE N0. 611
BEING AN ORDINANCE AMENDING SECTION 303 OF T~lE I,AUREI, UNIFOF~+t BUII,DIIVG
CODE PER~'AINING TO BUILDING PE~+iIT FEES! way presented. Motion was made by
Metzger and seconded by Eb~rsviller to adopt this ord3.nanee. Upon taking roll
call vote, all aldermen present voted "Aye" and said ordinance was declared
passed azd adopted.
On the back page of the 1975 Municipal director of City officials, is
an ad from the Book Publishing Ccxnpany. Motion was made by Herman. and seconded
by Metzger that the City purchase a copy of this code. lotion carried.
Regarding the first official budget meeting, Kilpatrick asked that
the Polio Ctxnmittee meet with the council and Lenhardt on July 17th to discuss
the Police Budget. The hearing to be limited tv 30 mi..r~utes.
Herman made a motion that the City of Laurel renew its membership in
the International Conference of building officials. Dul~r s~eonded and carried.
Sue Gaiter recommended that the City cut the weeds on City prop~rt~
before asking the residents to do this. After discu~sion~ motion was made by Metzger and seconded by Carter that a Notice be placed ~.n the Laurel Outlook
for people to cut the we~;ds on their property, or the City will do this work
and bill the nrotierty owners.

Kilpatrick reported on the meeting of the A.W.W.A. at Lewistown. There
will be another such meeting here i.n Laurel. Registration Fee to be X2.50 each
including lunch. Kilpatrick made the motion that the city 'crew, any alder~n~;n,
water committee or any other interested city personnel be asked to attend and the
city to p€iy the registration fee. Seconded by Easton. Meeting ~o be held on Julg 10th at the Masonic Temple. Motion carried.
Kilpatrick reported on a police committee meeting.
Kilpatrick reported on a stop sign on Cottonwood.
Kilpatrick stated that be had a cvmpla3nt that the cement trucks area
cleaning ~h.eir trucks on the street.
Kilpatrick mentioned the council action o~ raising the Wat~:r Deposit to
$35.00. He stated that according to the Public Service Commission this amount
is too high. He then made the motion,, seconded by Metzger that the Water Deposit requirement be reduced to $25.00, effective immediately. Motion carried.
Kilpatrick reported on the architects plans for the Fires Police
complex, and mentioned the amount of the building permits required. H~ then
made a motion, seconded by Metzger that the City waive the cost of the permits.
Motion carried.
Easton reported that the Mager was in the hospital, and made a motion
seconded by Kilpatrick that the City Clerk ~arit~ a letter wishing a speedy
ree~very. Motion earr~.ed.

Easton asked the status of the City-County Planning Boa.~d. fier~an
reported on this, and stated the members of the Board were a~ Follows: Larry
Hermann Secretary John Smith, Presidents Don Ronan M~;rritt Williams, Ken
Christians Leo Ka~np~ Henry Gower, and Robert Dantic m~nberg.
Ebersviller stated that the Mayor would like to appoint Charles Montee
a~ buildi.ng ~nspeetor. lotion was made by Herman and seconded by Carter that
the appointm~.nt be approved. Mod, on carried.
Since there was mention of a relationship, motion was made by Hard
anal seconded by Easton that the city's policy toward the hiring of relatives be rescinded, and that personnel be hired on the basis of qualification and ability.
Motion carried unanimously by s7.1 aldermen present.
Ebe~swiller again mentioned Henry Kaiser's curb and g~.tter. After
discussion, motion was made by Carter and seconded by Metzger that the City
put in this curb and gutter and bi11 thy: property owner. Motion carried.
Ebersviller reported nothing new on the wage n~gotiatic~ns, but reported
a meting to be held on July 11, 197 .
PalYnersheim reported on the Senior Citizen's Housing.

RESOLUTION ~0. 1510, REGARDING HOUSING AND URBAN DEVELOPMENT (etc)
was presented. Motion was made by Eaton and seconded by Herman that this
resolution be approved. Motion carried.
Pa7mersheixr~ reported on swimming in the pool after hours.
Palmershe3m reported a eitizen~ arrest, and suggested a little more
diligent patrol of the area of Nutting Park.
City Engineer reported as to why h~ was not able to attend the AWWA
meeting at Lewistown.. He also reported that Chaxles Montee has a report to make
to the council regarding building permits. A Copy of which was handed to ev~ry- one present.
Ebergviller then called on Mr. Teeters who appeared before the council
to ask that one of the City Employees be fired for not paying his bill at the
Creamery. The City Attorney reported on this. Herman made the motion, seconded
by Easton to turn this matter over to the personnel committee with authority to act. Motion carriedo
Mr. Teeters also had much to say about our Foliee Department. H€~
stated that his truck doors were pried open, and left open on the night of
June 2$th. He stated that on June 3~h same persons came to his home asking to
trade same clothing for gasoline. He reported the de~Eription of the car, gave the 1.icen.~e plate nwnber, and descriptions of the occupants etcetera. His truck
was again pried open and 1e£t open on the night of July 3rd. He stated that
while he has always been a supporter of the Police Department, that he felt the
Department was negligent, and also the ladies who are dispatchers a~ the Police
Station. He suggested a foot patrol. This matter was turned over to the
Police Committee, whose members premised to report back to Mr. Teeters.
