Baas held in the Council ~h~nbers ar~,d called to order by Mayor T,. M. Yovetich, at 7:00 o~cloek~ P.I., on Tuesdays June 17' 1975• Upon faking ro11 calls the following ald~r~nen answered present: Tcm~ Hard Gay Easton Tam Kilpatrick E.H. Ebersviller Chuck ftodger~ Susan Carter Larry Herman Ervin Metzger The minutes of the Special meeting of June 10th, at 7.00 P.M., were read. Motion was made by Eber~viller and seconded by Hard ghat the minutes be approved as read. Motion carried. The minutes o~ the Special meting of June 10th, at ?:30 P.M., were read. Motion eras made by Kilpatrick and seconded by Metzger that the minutes be approved as read. Motion carried. the minutes of tl~e previous regulax meeting o~ June 3rd, were read. Motion was made by Metzger and seconded by Hard that the Minutes be approved as read. Motion carried. Sanitation report was presented for approval. Motion was made by Ebergviller and seconded b~ Metzler that this report be approved. Motion carried. Certain reports of the City o~ Laurel, Montana, were presented for approval as follows: City Clerks Cash Report, City Clerks Tria3. Balance, and the City Treasurer's Financial Statement. Motion was made bar Metzger and seconded by Ebersviller that these reports be approved. Motion earri~d. No money attached with th~.~ applieation~ but the check has been put in the mail. Motion was made by Kilpatrick and seeonded by Eb~r~viller to approve these licenses. Kilpatrick amended his motion to approve Safeway~~ license upon receipt of their money. Seconded bar Ebersviller. Motion carried. The Mayor stated that it would take about $10 000.00 to finish fixing the library,, and he would like to make th3.s a Bicentennial Project. The Mayor stated that the Revenge Sharing Report must be completed and back in i3ashin ton by June 2~.th. He would like to gee the entire cotancil work on this repar~. Ebersviller Mated he had no complaint as to the wag it -f------- I _ y Minutes of the City Council of Laurel has been handled in the past and made a motion tct this effect. aeconded by Metzger. Motion carried. The Mayor stated that the C.E.T.A. pro~rarn will be ending June 3Uth,, and Daley would like to keep of these men. I~3.lpatrick stated ghat the Polio Department would alsa like to keep their 2 men. This matter referred to the Personnel Corr~nittee for further study. A Dr. Sh~ekelton appeared before the council in regards to the City Ccnanty Health Dept.. He sated that the county would like to take over the program and they would asstun~ the entire budget from the County General fund. Motion was made by Ebersviller and seconded by Carter that a letter be written to the Counter Ccnnmissioner~ stating that the Cit~r of Laurel does not wish to budget any money this year for the City County Health Dept. and would like the county to as~wne the responsibility. Nation carried. The Mayor brought up :the matter of wood foundations and wooden basements. He asked the council if they shotx].d be left in the building codes or if the codes should be amended ~o pro~.3bt th~cn. Cha~rl~a` Montee, t~~ building inspector, reported on these types of foundations. After a heated discussion betw~~n the j Mayor and Al L3.tler, motion was made by Carter and seconded by Herman that this mattsr be referred to the Zoning Board to be discussed a~ their meeting on June 21~th. Motion carried. ~I Metzger reported that the Finance and Purchasing Committee would like to recommend scone changes in the Building Permit Fees. Met~gex presented a schedule of charges which is on file in the City Engineers office. Motion was made by Metzger and seconded by Rodgers to accept the recc~mendation of the committee. 'i Motion carried. After .further discussion, motion was made by Kilpatrick and seconded by Rodgers that the City Attorney draw up an Ordinance containing these I charges. and amending the present ordinance. Motion carried. ~i Herman reported that the next Zoning Board meeting will be June 21~th, and -the next C~.ty County Planning Boaxd meeting w3.11 be July 1tJth. Carter stated that the Jayceer~'s have painted aeveral fire hydrants and they look real n3.ce . Rodgers reported that there was a Mrs. Johnson who qualifies as a hardship ease and would like to apply for the reduced water bi11. He would like to refer this matter to the water cc~ramittee with authority to act. Easton reported that the bleaeher~ and fence have been torn dawn at li athletic park. Herman stated that Palmersheim has been hired for legal. services on ICI, the zoning board. No pay has been established yet. ~i i Daley reported that they have been finding vil at the S.D.P. Tt way sug~est~:d sending letters to all the Gas Stations and shops around down. Ines Vaughn stated that the minutes of the last regular meeting were II incorrect. She stated that the people were to be notified by letter to confine their water to tY~ir own property and not to d~np it in their neighbors yard. Harold Bender appeared before the council to inquire about the new I Stag: Law that says the bars can open at $t00 o~clock, A.M., on Sunday. Tt was the decision of the council to leave the present Ordinance the way it is at 1:00 P.:M., and if a~yon~ wishes a ehang~ they can appear b~fare the couxicil. Lenhardt presented the Police Reports for April and May for approval. Motion was made by Kilpatrick and seconded by Eber~viller ghat these reports be approved. M ation carried. ~i Lenhardt Mated that he would like to meet with the Pmlice Ccnnmittee whenever eonv~nient. Herman asked permission to leave the state. Motion was made by Rodgers and seconded by Ebersviller that permission be granted. Motion carried. Diane Smith stated that the Park Board would like council approval for the Park Co~rnnission to decide on the purchase of a power rake and vaccum system that has not been budgeted for. Motion was made by Kilpatrick and seconded by Hard that the Park Board be allowed to make this decision. Motion carried. ]hone to check with the city clerk to find out the correct procedure for buying a non-budgeted item. ._~._~-_.~.~.~.-._~..,,...s... tf--- - -f---- T._-_.--- Minutes of the City Council of Laurel Dione also reported that the Park Bench in front of Wolds is a nuisance and they would like it removed. Who would be responsible for re- moving it. Motion was made by Herman and seconded by Rodgers to refer this matter to the P€~rk Board with authority to act. Motion parried. There being no further business to cane before the council at this time, motion was duly made and seconded that the meting be adjourned.
