M. Yov~tieh, at 7:0~ o~cloek, P.M., cm Tuesday, May 2D, 19?5• Upon taking roll call, the following aldermen answered present: Tam FIard ~a~ Easton Tcxn Kilpatrick E. H. Eber~viller, Sr. Larry Herman Swan Carter Thy Minutes of the previous m~et3.ng of May 6th, wire read. Motion was m~d~ b~ Ebers~riller and seconded by Hard that the minutes be approved. The two f.rrn~ bidding were Piper, Jeffery and Hopwood and Dain, Kalman and Quail along with ~'h~ Yellowstone BaMic ~.nd D.A. Davidson Inc. Eaeh firm presented a ~h~ck in the ammunt of $19,75t3.0~ as tender fmr b~.dding. The printing of the bonds will b~ paid for b~ the s~.eces~ful bidder. Motion was made bar Herman, and ~~conded by Ebersviller that it be the bidders option t0 sit the bond dencaginat~cm. lotion carri~:d. At this time the '4 two firms .t~rted bidding, with the Yellowstone Bank starting the bid at 6.~Q Interest. After several recesses in the meting the bidding ~i~~11y ended at 6;22 by the Yellowstone Bank. Motion way made by Herman. and seeond~d by Kilpatrick to accept the bid frcan Yellowstone Bank for int~r~st at the rate of 6.22 fear a ~ t0ta1 of $260,929.0 in interest over a 2D year period on $39 ,000.0 The clerk pre stinted an applicat~.on for a beer license frc~n Rap's Card Rocnn with a cheek in the amc~ur~t of X75.00 att~.ch~d. Motion was made by Kilpatr3:el~ and seconded by Ebersviller that ~Ghis application be approved. Motion carried. Letter was read from Kent Harris res3.gning from the City County Planning Board, and as Chairman og the Joist City Council/SeY~aol 'District Planzing Coma. Motion was made by Ebersviller and seconded by Hard to accept this resignation and send him a letter of thank. Motion carried. The Mayor presented an a,gr~;ement between the City of Laus~el ar3d Yellow- stcme County setting up aCity-County Planning Board consisting of 9 ~~anb~r~, 4 city members, co~ranty members and 1 member to be appo3.nted by the other eight members. Motion was madE b~* Herman and seconded by H~.rd that the city ender into this agreement with the County. Motion caxried. The Mayer stated th~.t he would now like to appoint the following city mcmb~:rs: Larry Herman. -Term to coincide with his term as alderman Henry Geer -tine year term Dr. John J. Smith -'Two year berm Robert Dantic -One Year term All future appointments will be for 2 years or to fill the unexpired term of the vacancy. /The Cit~r Attorney to serve as the legal council. Motion was made by Kilpatrick aria. seconded by Herman to adept these appointments. Motion carried. The Mayor stated ghat he would like to appoint the following members t the Zoning Board of Adjustment: harry Herman -Two year term v~,.,.. Motion was made by Ebersviller and seconded by Kilpatrick to accept these appointment. Motion carr3.ec1. The Mayor reported on scxne lilac bushes on 8~h street.. Da1~y to cheek this in the morning. The Mayer Mated that the girls working under the CETA grogram would like a raise fran $lt35.00 to $5~0.~0 a month. The Mayor said he could see no reasoM not to gi.v~ this raise since the money wasn~t coming frc~€n the city but being paid for by the Goverrnnen~. Ebersviller stated that the personnel c~nm- i~tee would like to wait until the city's raa.ses are settl¢d, and make it retroactive to the 1st of May. Lavet Barrett, one of thy: goverranent employees, stated ghat she did not want to wait and would like to see it settled now. After much discussion, the Mayor referred this matter to the personnel committee to meet as soon as possible with authority to act. Dione Sm3.th stated that they have j~risdietional probl~:m at Ri~rer- side Park. She feels that the Park Carnmission should be in ch~.rge of renting the hall and stated that Zenhardt has been a.n charge for about the l~.st four year . After d3.seussion concerning the problems a~G Riverside Park, motion was made by Herman and seconded by Carter that the City Attorney check the agreement and come back with a recommendation to the problem. Motion esrr3.ed. Fire Chief Dave Powers asked permi~s~.on to send two min to a convention in Ma1t~., and one man to Bo2eman. He would also like perrr~ission to send one man to Aron Sch~o1 in Mile City. Motion wag made by Easton and ~econd~d by Kilpatrick that Powers be allowed to send these min. Motion carried. Powers asked permission to have fireworks in the Park on the lath ~f July. lotion way made by Kilpatrick and seconded by Ebersviller that permission be granted. Motion carried. Powers also asked approval of Ken Olson, Jr. to the Fire Dept. Mot~.on was ~ad~ by Ebersviller and seconded by Hard to accept this appointment. Motion carried. Lenhardt reported on the meetings he attended in Bi1l.ings concerning crime attack. He stated that there is going to be a seminar in Helena on June 3rd and ~.th to help coordinate this progr~n. Lenhardt would like perr?iis~ion to attend these meetings. lotion was made by Easton and seconded by Hard that Lenhardt attend these meetings. Motion carried. Dorothy Hermes appeared before the council in complaint about the a11ey behind the Meadowlark Ap~,r~,ments. She stated that the alley has been closed without going through proper channel, and note all the water runs into her mothers yard. Daley reported that the a11ey has not been closed, b~zt the manhole has been raised about 2 ~'~et and they changed the grade. This matter referred to the Planning and Tamprovement Cexnmittee to work with Daly and came back with a reacxnmendation. Larry Henan presented a petition from James & Frances Di~cor~ requesting to bring Lots 5, 6, portion of 7~ portion of 13, ].l~, and 15 in Block 13 of Hageman Subdivision, 3rd. Filing into the City limits as C-2 Zone. Motion ways made by Kilpatrick and seconded by Hard ~o accept this petition. Marion carried. Clerk presented cer~sin reports of the City of Laurel, Montana, far approval as follows: City Cl~rk~~ Cash Report, City Clerks Trial ~3alance and City Trea~urer~~ Financial Statement. Motion was made by Fbersviller and seconded by Hard that these reports b~ approved. Motion carried. Ebersviller reported that thy; Personnel Ccanmittee met with the Union Members concerning wags negotiations. Ebersv3.ller sta~Ged they are asking for $1.~0 per hr. raise, the city to pay all of the employees insurance instead o:~ ~u~t $10.00 (family members not included), extend longevity to 2~ years instead of 15 yeas, acid have pay day every 2 weeks. Ebersva.ller stated that he talked to Saschia Herman regarding his re~ign~tion as pliunbing inspector. Ebersviller told Herman the city wanted hip resignation in writing. Herman stated that a written resignation had begin sent in. Motion was made by Ebersviller end seconded by Larry Herman to accept hip written resign~.tion. Motion carried. City Clerk to write a litter to Herman thanking him for his services. Kilpatrick reported that the water committee met with the B.N. con- cerning the industrial w~.ste ~n,d sanitary w~.ste. The City to draw up a contract. Kilpatrick r~port~d that the water ccmmittee is studying the possibility of a new water service area above the big ditch. This sex~3.e~ would be paid for by the people in the area ~'or which it serves. Palmersheim s~at~:d that he wrote ~cm?e letters concerning revenue bonds. Kilpatrick stated th~.t he t~l.ked to the chairman of the Airport C~nmission concerning some holes at the ~.irport that need patched. Daley to take care of this matter when the weather clears. Hard reported that h~; and Rodgers would like to r~cammend that a stop sign be put up on Cottonwood at 6th Street. Alsm a 15 M.P.H. speed limit from Alder to Date Ave. Motion was made by Herman and seconded by Kil~a~ri~k that this matter be referred to the Public Safety Committee and the Chief of Police with authority to act. Motion carried. Palmersheim presented an ~.greement between the City of Laurel and the Gallatin Cooperative Creamery a/k/a Darigold Farms. Motion way made by Easton and second~;d bar Ebersviller to enter into this agreement. Motion carried. Palmersheim presented an agreement between the City of Laurel, and Rural Fire District No 5 for a one year period. Motion was made b~ Easton and seconded by Hard to accept this a~ree.~nent. Motion carried. II~~ i Minutes of the City Council of Laurel Palmersheitn presented the following Resolution: RESOLIITION N0. 1506 AGREE~4ElVT FOR MUTUAL AID SN FIRE PRt7r~CTION WHEREAS, it ha,s been determined by the City Council of the City of Laurel that it is to its advantage and in the best interest of the County that the following mutual aid agreement .for fire protection be entered into between f the City of Laurel and CENEX Refinery. Motion was made by Ebersviller and seconded by Herman that Resolution No. 1506 be passed and adopted. Motion carried. Pa]mer~heim reported that the city does not have any liability ins. at the Airport. Palmersheim stated that the city has qualified fir 30 unity .der the HUD funds. Dal~~r reported that they are putting in the new p~np at the cemetery. I)a7,.~y stated that the garbage truck should be ready within the next few days and would like permission for scxneone to go pick it up. Motion was made by Kilpatrick and seconded by Eb~rsviller that Eaton and Daley go get the garbage truck when it's ready. Mot3.on earx~ied.
