M. Yovetieh~ at 7:OO o~cloek~ P.M. on Tuesday, May 6, 1975. ThE first order of business was annmunced by the MayAr to be the swearing in of the new aldermen. Judge Menella conducted the cercymoni~s. Upon taking roll call, the fallowing aldermen an.swere~d present: Ervin Metzger Lary Herman Sue Carter Charles Rodgers Tam Hard Tam Kilpatrick E.H. Ebersviller Gaylord Easton The minutes of the previous meeting were: read. Motion was made by Eberswiller and seconded by Hard that the minutes be approved as read. Motion carried. Thy Mayor announced that at the present time and on a tempors~ry basis, Larry Herman would replace Henry Gmnaer and Sup Carter would replace Bob Burns on the e~i~ting ccxnmittees. Thy Mayor called on Mr. Leonard Wollan who gave a report cm the City- County Health Depar~kment and handed i.n a report which is placed on file. Certain reports o~ the City of Laurel wire presented fir approval ~.s follawss Cash report, City C1erk~s Trial Balance, and Trea~urer~s Fina~c3.a1 report. Motion was made by Metzger and seconded by Rodgers that these reports b~ appro~w~d. Motion carried. Minutes of the City Council of Laurel Now that I ~m beginning my 11th ye:~r as a p~.blic g~rvant in I,~ur~l, 6 year a~ a1d~~an in the lit ward and l~ y~ara as Mayor', T would like' to express my f~:el3ngs on a few itettis. With thy; Good Lord willing, I still have two years to serve a~ Mayor of Laurel and I plan to do ~o. However, I do plan to re-evaluate my position. Due to our Cit~r's growths water and sewer improve- ments, annexations, industrial expansion, builcii.ng ecrostruction and. etc., a tr~~endou~ a~notant 0f work had to be evmpleted and a lot more is left to cb . I hags nothing but praise £or our City Clerk, Dorothy Bundy ot~r office persmnnel~ and our Citg Att~rn~~, Jim Palmersheim, for the great a~nAUnt of effort pub forth by them to keep us intact under contact. I don't Arnow wh~.t I would hay's dmne without than. My dedication ~o the position 0f Mayor hart caused me to b~ neglectful to my wife, family, friends, a.s~ociates, property, my 3flb with the Burling Northern Railway and to myself. In the past year a great aanount of responsibility for deei~ior~s seemed to fall on my shoulders. Z donut wish tv be passing the buck, but for same reason or another there seems to remain a certain degree 0f animasi~y among some members of the council and me. My confidence in some ~f them has been shal~en. The inconsistency of their acti~3ons and voting records has eaus~d me grew concern. They are unpredictable. In my opinion some of the council- men have b~~n shirking their duties. They donut want to make a decision for fear of error and i~ they do make one th~q are afraid to take the responsibility. Gon~~quen~ly many of the dee~si~~~ of City Governme~.t and ap~r~.tion w~r~ left to my disare~.tion. Some of the de~3.~ions I have made, which should have been the Couricil~~ responsibility, have not left me in the highest popularity bracket ~nong my const3.tuents. The sad part of the situation is that scene e~' ~Ghe Co~cilmen would not back me and voted against decisions that they a~reEd were favorable. I era going to throw the responsibility oP de~ision~ right b~.ck in the3.r lap where: it belongs. They are the ones who are supposed to legislate. I feel the people o~ Laurel are entitled to more from their Aldermen than they are receiving. Please find Qut who your Councilmen are. Register your eomplai~.ts with them. If they want to represent you they should take the guff and responsibility that goes with the fob. - I am well aware of the fact that I am net a superman. I have never been a~ra3d t~ stand up and be counted. T always told it as it w~.~. I admit t~ ha~ring a temper and a1~o ~m outspoken and same~imes critical. However, I have always been dedicated and held ec~mpassion for my fellow person. I have n~v~r been afraid to make a decisicm and when T made one I never left a doubt in anyone~s mind of m~ stand on eny issue. Perhaps I was n~~ right every time but T defy anyone to state that I was washy-washy or inconsistent. I will continue this policy for the rest of my term. Sf ever Laurel needed leadership, cooperation and harmony it is now. Without it our residents will suffer. We have growing pains and are making ~ trem~ndou~ transition from a small. orderly city to an industrial city Frith many complex problems. Many of the spot decisions must b~, made by re~ponsibile people or ire will be snowed under by sane o~ these fa~t~-buck, special interest artists who will leave our City in ~ sorry state of affairs. Thee decisions should not be Bested in any one person. Responsibility should be asswned by all. I am riot tying to make a political speech nor am Z 14oking for sympathy. I am merely trying to defend my pc~s3.tion. All I ask is for a little more understanding and consideration from the general public of Laurel. Itrs your City, all I am is a temporary custodian of your business. Motion carried. Easton commended the I~~yor on his stand. He stated he felt the eauneil would do be-~t~;r during the next two years. It way also suggested that this be the time to elect a pr~:sident of the council. Kilpatrick st~.ted that he saw no reason for change from the pr~;sent alderman Ebersviller. Easton then nominated Ebersviller a~ returning council president. Seconded by Herman. Motion earri.ed. Thy Mayor Mated that we should probably have a v3.ce-president of the Council. Motion was then made by Metzger and ~eeonded by Ebersviller that Easton be elected vice president and th~.t the nominations be closed. Motion carried. Ebersviller welcomed the two new members of the council, ar~d thanked the council for rep-electing him as president. Rodgers w~lee~med the two new members of the eounc3.l, and cc~mended the M ayar on his 1ett~r to the press. Rodgers thin announced a Public Safety ~ammittee meeting for Wednesday, evening at 7x30 o~clock,, P.M. Rodgers stated that the e0sts for building permits be turned over to the Public Works Cc,~rnitte~ and revised. Metzger thought this m~.tter shcauld go ~o the Finan¢~ ~ca~mitt~e. The Mayor then turned the ~.att~;r over to the ~'inanee Committee. After discussion, Eber~~riller made the motion to accept Herman's resignation. Thy Motion died for lack o,~ a seconds and the opinion way that someone should contact Herman, and ask th~.~ he make his pe~ition clear. The Mayor then ~peinted Ebersviller to contact Herman in phis regard. Bob Bux^ns a~ chairman of the investigating ca~m3~tee to report on the bids received on the motor grader reported that the ecanmi~tee was in agree- m~nt to purchase the arti~ulat~d grader from Tra.~tQr & Equipment Ccnnpany. Rodgers Mated he felt that the specs were written tom tig~it and there was dissat3sfaetion anang the bidders. Upon taking a vn~~, and. hearing several "N~es~'~ the Mayor e~lled fir a tell call v4t~. Upon taking roll call vote, the vote was recorded as follows: Metzger, Eaton and Ebersviller "YES" and Herman, Carter, Rodgers, Kilpatrick anal Hard "NO", making five to three against. E~.~ton stated that die felt the cou~.cil should put its fa~.th in its committee and the cities supervisar~. .After metre disc~.ssion, motion was made by Kilpatrick and seconded by Rodgers that phis pei~e of equ pnen~ be re-advertised. Jack Martini president of the Cha~?ber o~ Cc~nmex~e appeared bef0r~ the council ~.nd read a resolution cc~nnm~nding the Polio Departn~~nt, which was placid on file . Chet Blaylock appeared before the council regarding HB 5~7. Ae ~t~tes them is some thought being given to a Billing-Zaur~l garbage dump. M~~ion way wade by Eber~viller and seconded by Rodgers that this calculator be purchased. Motion carried. Fire Chi~~ appeared before the council to stag that the fire dept. has entered into a purehas~ agreement with the owners of the lot directly ~a~t of the -fire dept. property. Bob Burns addressed the council with some of his opinions anti ideas, and mentioned the council vatirig record mnong other thing . Zenharclt reported on achy-county crime study, reported a m~etin~ in Billing, and stated that he ~rould attend th3.s meting. Application hag been received from Kelly Be~~l who would like to ~~in the Laurel Auxiliary Polies, and ?~enhardt asked co~cil approval. City En.gine~r asked exactly what the council desired him to put in the bid. for the motor grader. Herman saa_d dust to makes the specs a little more general.
