PUBLIC WORKS COMMITTEE
MONDAY, OCTOBER 19, 2020
The Public Works Committee meeting was called to order at 6:00pm on October 19, 2020.
Members Present: Bill Mountsier, K Dan Koch, Richard Herr, Don Nelson, Mary Carter, Heidi
Sparks- Chair, Iry Wilke- Co -Chair, Kut Markegaard- Public Works Director

1. Approval of Public Works Committee minutes of September 21, 2020. Motion by Iry
Wilke, Seconded by Richard Herr, motion carried
New Business
2. Engineering Report from KLJ
® Engineering Report attached. Items to note:
o Richard requested a sign stating the funds for the EDII project came from
the TIFF funds
o Council passed campground rules at the October 13, 2020 Council Meeting
3. Discussion of 2021 Pavement Maintenance Plan
® Proposed project attached

KLICity of Laurel Project Status Update
October 15, 2020
East Downtown Infrastructure Improvements (KU #1804-01309)
Reason for Proiect: Reconstruction and rehabilitation of streets, utilities and various other infrastructure
improvements including Washington Ave., Idaho Ave. and Ohio Ave. generally bound between E. Main
Street and E. 1st Street, as well as E. 11' Street generally bound between Washington Ave. and Alder Ave.
Proiect Scope: Preliminary engineering, design, bidding and construction.
Current Status:
• Substantial Completion Inspection September 17, 2020
• Final Completion October 22, 2020
Riverside Park Campground (KU # 1904-00634)
Reason for Proiect: New campground in Riverside Park
Proiect Scope: Work consists of surveying and designing a new campground within Riverside Park.
Current Status:
• Seeding after October 19, 2020
• Final Inspection October 22,2020
Sanitary Sewer H2S Remediation (KU #1804-00122)
Reason for Proiect: Buildup of H2S within the WW collection system has led to deterioration of manholes
and other system components.
Proiect Scope: Complete design and construction administration to address H2S build-up in the system.
Current Status:
• KU preparing scope of work.
• Construction to begin Spring 2021
Data and Asset Management (KU # 1804-00461)
Reason for Prosect: Consolidate infrastructure information
Proiect Scope: Assemble city infrastructure data into a single source, which can be used to track and
manage assets
Current Status:
• Draft Atlas Maps completed

Reason for Proiect: Update old standards
P[olect Scope: Develop a set of cohesive and concise design standards for public improvements to help
facilitate reviews of new developments and ensure the public improvements are designed in the City of
Laurel's best interest.
Current Status:
° Drafts ofthe all sections ofthe manual are complete
• Final sections of streets, water and sewer are complete

Reason for Proiect: KU has been retained toprovide City of Laurel planning services as needed.
froiect Scope: Planning services may include; subdivision, zoning, development, floodplain hazard
management miscellaneous reviews and other related work. KUwill prepare staff reports,
recommendations, and attend meetings upon request.
Current Status:
Floodplain Management — Joint Application for improvements atRiverside Park has been
approved
Subdivision Review — Goldberg Sporting Estates Oct 242O20
Growth PolicV Update —This project iscontinuing with coordination between the Laurel City
Planner and KU. Anticipated Completion December 15,2O2U

Other Notes and Information
Other potential projects have been identified during recent conversations between City staff and KU.
City Public Works staff and KU task leaders meet bi-weekly to discuss current and future projects. As
these are tentative, the timing and extent of KU's services are TBD, unless noted otherwise.
