This matter turned over to the Public works cc~amittee. The Mayor prc~cl~,imed tY~e week of March 9th tY~rough March 15th a~ Girl Scout week. Tt was announced that the dog license sales are falling far behind. April 1st is the date that the license fees will b~ doubled. Thy Mayor stated that some of the si~.~.walks espec3.a11y in from o~ the City Hall ~u~t be fixed, and possibly Borne tries or shrubbery planted. Thy Mayor asked the City Clerk to writs a letter to the ~o~.ch and members of the Laurel Lc~canotive~ basketball t~ma. Motion made ~o this c~ffec~ by Kilpatrick and seconded by Burns. lotion carried. Gamer stated that h~ felt the e~etery needed more supervision. Duch discussion regarding the ~~n~tery. Gcar~er stated that the "Ye11ow$ton~ Avenue" s~re~t sign i~ mi~aspelled, and ~ugg~sted new signs. Dick Metzger r~par~ed on this. Burns reported ors the hiring of a city engineer. Suggested p0s~ibiy assistant engineer. Suggested writing a letter to Tcxn Mis~ick, and Glen Martini to state our position and gee what we could cane ~p w3.th. The Mayor appointed Burns, Rodgers and Easton. Burns asked the City Attorney questions regarding car-deal.er~s licenses. ~hes question of ~.~;~3.n having dames at Riverside Park for the three ~~mer months was brought up. Burns stated that it was the recr~mmend~.tion of the ea~nmittee that the use of Riverside Park be extended for a~ least another year, and made the motion to this e.ff~et. Seconded by Eb~rsvill~r. Motion carried. Burns st~t~d that he felt the ec~nmittees were ov~r~TapPing~ and suggested that after the City ~lee~i0n, the Magor appoint small ecrmmitte~s. The Mayer agre~:d. Ebersvill~r repart~:d dra3.nag~ problems on Third Ave. aero~s 1st St. Kilpatr3.ck reported wester meeting that l~~ted until after 11:00 P.M., and then presented the following reports Public Worl~e Ccitte~ Report Thy committee re~c~nmend~d that the city of Laurel officially adopt tl~e ~ comprehensive pl€u~, prepared by S.T.R., as the eca~prehensive plan for the Laurel aria, de~lir~~ Frith water end sewer. This plan should then be submitted to the regulatory ag~nc~~s for approval.. It was approved that zany ~xpan.~ion between the Bag Ditch and the High Line ditch be postponed until a further ~~udy 3s made by the city ~n~t.neer. A 3Q day tame limit w placed upon this proposal.. It was approved that the city p~.y the difference between a six inch line and a 10 inch ling to service a water ling Prc~n the Boise Cascade property to Railroad Street. Minutes of the City Council of Laurel A safety program presented by Ken Bever was referred to the Public Safety Committee. Thy: committee approved the pvrehase of mil and grease testing ~qt~ ..pme~t to be added to the disposal plant. The pr3.ce w~.s abort $250.00 The ec~nmittee allowed Ken Beven to go to the AWWA-PCA meting held in Helena on April 3-1~-5- ~d also to pay the dins ~o this arganiz~.tion for this year. The c~sitt~~ suggested that 7th Ave, Main Street and Maryland lsri~ b~ high on priority fir waterline repl~cerr~ent. Thy eeao~mittee approved the bung of a budgeted itemn, ~ pipe cutter, if money is available. Other items discussed were referred back for mire study. Kilpatrick thin made the mot~.on that the cemmit~ee~~ report be accepted. S~cemd~d by Eaton. Motion carried. Thy Mayer brought up the subject of hiring City Er~gi.n~~r. Eb~rsvill~:r r~port~d that ~her~ way a meeting be~'or~: the co~acil meet3ng~ and tie vote way a tie vote - 3 to 3. The Mayor spoke ver~r highly of John Daly, and ~a3.d that he i~ in favor of retaining Da1e~r. Kilpatrick stated that D~.ve McCul.lc~ugh thought that Daley would be a fins man, ar~el mention th~,~ City Engineers ~ fob at th3$ time is a very big ~ob.~` Kilpatrick a1s~ said that he would not vote for him, because he left the city when he was really needed. Jim Dixon asked to be a1low~d to sp~~k, and said that he fe1~ Daley did ane very fine fob. ftod~er~ said that Daisy leas done us a lot of good. He initiated a good street progrr~n, bud he would not vote for h3m,, and would have to vote "no". Burns stated that the council would haws tc~ take everything into ca~.sideratian~, and he fe~l~ that at this particular time Daley should be given another chance, and h~, ~ou1d vote "for" him. The Mayor ~atated that he did not blame any man for taking another Sob if he tho~.ght he could better himself, and named three members e~f the council who had done this. Thy Mayor said that as far a$ h~ was cone~rned, Daly co~.].d cc~~ to wor}~ tomorrow mornir~~. Easton said that he had worked closely w3.th Daley, and sine h~ feels that we need experience now more than anything else, h~ would vote "for"' Daley. Gamer sa7.d that the reason Daley quit way be~au~se he would not do what he w~.s told to do, and that he WQUld vote "no". I'~ The Mayor then ~.sked for a roll call vote. With seven ~a~mber~ present, Eb~rsviller, Burns and Easton v~t~d "yes" end Caner, Rodg~;r~, Kilpatrick I and Hard voted "n0". Metzger would have voted "yes'r, but he was working the afternoon shit and coi~l.d not get away. Thy Mayor th~r~ paid that Dal~~r would g~ to work in the morning for the C3.t~. Kilpatrick stated ghat he would ~amrk with Daley as much as h~ could, and cooperate in eve~~ way. City Attorney presented the following: ORDSNA1vCE No. 608 Ordinance No. 608, being an ordinance v~catin~ and ab~ndc~ning a por~icm of an a11e~r previously d~dicat~d to public use. Motive was made by Burns and seconded by ftodg~rs that this (Jrdinaar~ee be declared passed and adopted. Upon taking roll call vote, a]1 aldermen present voted "AYE" and paid ordi.n~nc~ wa,~ declared passed. City Attorney presented the following: ORDINANCE N0. 609 Ord3nanee Nm. 609, being an ~rclinance pr4h3biti~g the use of public ~tr~e~~ for stcar~.ge of motor vehicle, trailers, etcetera. Motion was made by- Kilpatrick and seconded by Hard that this Ordinane~ be declared passed anal admpted. Motion way made by Burns and seconded by Kilpatrick that this resolution be declared passed and adopted. Motion carri~:d.
