A letter was read from a ~.ichard Nelson, Chairman of the Interim City-
County Board of Health, request~.ng that the C~..tf of Laurel take action in passa.ng tYa.e City-County }3oard of Hea1_th ~mreement between the City of ~3i11in~s,
Xellowstone County and the City of Laurel. The City of Billings and Yellowstone
County have alre~d~ agreed to s~..gn this agreement. after much cii_scussion,
motion was made by Metzler and seconded by Easton that the-City go along with
this agreement. Mota.on carried.
The Mayor read a letter from Bois-Cascade thanking the Mayor and
Council for allowing them time to make their presentation for the x Industr~.al
Revenue Bond Project at Monday night's special council meet~.ng.
The Mayor read a letter from the Zoning Board of ~d~ustment rec~ninend-
ing that the Subdivision known as ~lal~it Sub., consisting of blocks between 6th Ave . and. 8th :eve . , ~~nd North of 7th Street Wiest, be zoned as R-1 as per
request by i~obert T~Iace. Motion was made by ~,bersviller and seconded by Kilpatrick
that this prop~~y hP zoned R-1 whin brought into the City Limits. Motion
carried.
The Mayor read a letter from Meadowlark Development Co. as follows:

The tmdersigned respectfully request the annexation and Zone Designation of
R-3 (Multa_p1P Family Tlwelli.n~s) of a parcel of land located at the South-
East Corner of Washington Avenue and Maryland Lane. The parcel, constituting
approxim.atelf ~ city blocky .fronts on ~n~ash. Ave. immediately east of the city
p~,ris (Park is 50 feet more or less) and paralleling said park approximately 300 feet North-South on the east side of Wash. ~sve. The parcel depth would
be ap~roximatel~r 150 Feet East-Zaest on the south boundary of Maryland Lane.
The property would be further legally described as:

The zoning hoard of Adjustment recommends that the land described as

feet of said property sign a no-protest petition, then it be zoned as R-3, which
allows multiple buildings.

l~~etzger then made ~ motion. that 'this mafiter be referred back to the zoning board to find out if just the one block would be zoned R-3, or if all the
property east of this certain described property would be zoned R-3. Second-

Ed Stow, Director of the City of Billings Health veparfiment, appeared
before the council to explain the agreement on the City County Health ~ro~ram,
end answer any questions that the council might have.
Metzler asked permission to leave the Stag. Motion was made by
Ebersviller ara.d seconded b;~ Hard that paranission be granted. T~Totion carried.
Metzger requested that a letter be written to the Burlington Northern reminding them about the City Ordinance wha.ch stat~:d that a train cannot block
traffic for more than 15 continous minutes. The Mayor stated that a letter
should be ~wx~itten to a Mr. Bill Gray, Assistant Superintendent, Billings,
Mont. The Police Chief and Police Judge stated that they do not have a copy
of this Orclin~.nce. City Clerk to see that they get a copy of this ordinance.
The matter of updating City Orclinances referred to the Public Safety Committee.
Ebersviller reported hearin ~ loud mufflers on motorcycles. Lenhardt
and Menello stated that there are no ordinances governing motorcycles.
Minutes of the City Council of Laurel
Ebersviller reported on weeds.
Ebersviller asked when the city was going to spray ~'or mosquitoes.
After discussion, motion was made by Burns and seconded by Hard that the
entire city be spray~:d before the lath of July. Motion carried with Kilpatrick voting "No". There will be no exception this year.
Mot3..on. was made by Kilpatri_ek anal seconded by Metzger that the City
adopt the new sewer rate of $6.50 for the July water bi11s. Motion carried.
Kilpatrick made a. motion to bring the matter of the Cheerleaders concession stand off the table. Kilpatrick then made a motion seconded by
E',bersviller that the Cheerleaders be allowed to sell concessions. The Mayor
stated that they- have a City License and have already started to sell. Burns
stated that the park is a mess with pop cans and candy wrappers. Motion,
carried with the cheerleaders to be notified that they must clean up every
day.
Motion was made by Kilpatrick and seconded by Metzger that the
council as whole work on setting up a gambling ordinance. Nfotion carried.
Kilpatrick stated that HKM should check on the water line being
laid on 8th Ave.
Easton stated that he would like to thank Jim Palmersheim for
sitting in on the meetings at the Firemen's Convention.
Hard reported on overhanging tree branches on the streets and side-
walks.
Hard asked permission to leave the state. Motion was made by
Ebersviller and seconded by Kilpatrick that permiss~~on be granted. S~otion
carried.
Dave McCoullough reported that HI~"4 is working on the storm sewer system 2nd they need to lmow where x.11 the manhole covers are. located.
Y~eCoullough reported that the surveying instrtnn.ents are out of
line and he would like permission to t~.ke them back to B~_llings to get them
fixed. This is okay with the council.
RESOLLTTTO~t I~IO. 1471
Dave McCoullough presented Resolution No. 1l~71 authorizing the filing
of an application with the Federal Water Pollution Control Administration for
a grant to aid in the construction of sanitary sewer and sewage disposal
facilities. Motion was made by ~i1pa1-~ra.ck ~d seconded by Metzger to accept
Resolution No. J.~a.71 with the consent of the City Attorney'. Motion carried.
Donna Kilpatrick rEported that the ?'irk and '~ecrea~ion Commission
toured the parks.
' Zenhardt asked about the cost of a wine license. Motion. was made
by Ebersvi.ller and seconded by Hard that the fee ~'or a wine license be set at X200.00. Motion carried.

was referred to Chuck Rodgers who h.as been worl~i.n~ on this matter.
Ken Seven reporters that he has ordered X0,000 pounds of altun.
Beven reported on the flooding at the Water Plant. He stated that the water wa_s not contaminated, but that the people were irrigating far too
much. Beven recommended that there be absolutely NO irrigating for the next
5 days effectizTe Thursday Morning, June 20th. The Council in full agreement
with Seven.
There being na further business to come before the council at this time, motion was dull made and seconded that the meeting be adjourned. Motion
carried.
