May 21, 1974
A regular meeting of the City Council of the City of Laurel, Mont.
was held in the Council Chambers and called to order by President of the
Council, E.H. Ebersviller, Sr., at 7:OQ o'clock, P.M.9 on Tuesday, May 21~ 197.•
Upon taking ro11 ca11~ the following aldermen answered present:

The minutes of the previous meting of Ntay 7th, were read. burns
wished that the minutes be changed fran 'the City of Laurel is being sued by
a person who claims damage to his plane on take-off" to "damage to his plane
while making his taxi". Motion was made by Goner and seconded by K3.lpatrick
that the minutes be approved with this correction. Motion carried.
Pete Marshall a representative fr~n Stevens Thanpson & Runyan
appeared before the council to report his company's progress on the Capital
Improvements Pro3ect. Mx. Marshall would also like to meet with the council
to establish a priority needs listing. It was decided to meet Frith Mr.
Marshall on Wednesday,: May 22~ at 5:00 o'clock.

Certain reports of the City of Laurel, were presented for approval
as follows. City Clerk's Cash ~teport, City Clerk's Trial Balance and the
City Treagiarer's Financial Statement. Motion was made by Burns and seconded
key Metzger that these reports be approved. Motion carried.
?'ol~.ce and Water. peports were presented for approval. Motion was
made by Metzler and seconded by Gaper that these reports be approved. Motion
carried.

Resolution No. 1 .67 con~ol~~datin.~ the Park C~nmission and Recreation
Co~.mission into one Crnnmission to be known ~.s the Park and. Recreation Comm-
i.ssion was presented. After discussa.on, motion was anade by Kilpatrick and
seconded by Gamer that Resolution No. 1.67 be declared passed and. adopted.
motion carried unanimously.
Sanitation report was presented for approval. Motion was made by
Metzler and seconded by Kilpatrick that this report be approved. Motion
carried.
iaston reported on a trip to Bozeman made by himself ~ K3.lpat.rick,
Rodgers, Ebersviller end Dick Metzger. The purpose of the trip was to view
their landfill and inspect them operations. ~,a.ston stated that they were all very much impressed with ~;verything. It was suggested that the City of
Laurel ~o to an operation ~imilax to this. The cat. would cost approximately
~~2,000.00 cash or about X52,000.00 over a ~ year lease agreement. This
matter was referred to the planning and. improvement coinmi.ttee for imm~;diate
study anal report at a later date.
Cj.ty Attorney, Jim Pa].~nersheim, ~^eported on a recently enacted consumer council tax on all regu7_ated utilities, which would include the
City Water Department. The tax would amount to ,50¢ on each $1,000.00 o_f
gross ox~~ratin~ revenue to be paid quarterly. The tax money realized frcan
the Consumer Counc~_1 Act will be used to establish a fund by' which aons~ner
t cases can be brought before the Public Service Ccxnmission.
Pal~ershe~.m presented a lase for the City ~:"1exk's si~ature from
the Burlington Northern for continued water service at the Sewage Treatment Plant .
Palmersheim reported that the law suit against th.e City of Laurel
Airport h~.s been filed in Lewis Clank County in Helena. He stated that he
has requested that the suit be transferred to Yellowstone County, a.nd that he
sees no problems in being grated the change of venue.
RESOLUTION N0. 1468

was made by Kilpatrick znd seconded by Metzger to accept ~.esolution No. 1.68.
lotion carried.
Gamer asked if his daughter who lures outs~_de the city limits
could tap on to the city water line. It was stated that no one outside the
city limits could tap onto city water. 'phis matter referred to the water
cammitt~e.
Garner stated that the gutters on the southside are full of leaves
and mud and asked who was responsible for cleaning them. Tt was decided that
the property owners are responsible.
Minutes of the City Council of Laurel
Burns reported that the roof was leaking over the northeast corner
of the Council. Chambers and the police station. Easton stated that there was
about 1~~0.00 left for building improvement and this should be fixed as soon
a.s the weather clears up.
Burns reported receiving a letter from Rand McN~lley concerning
our facilities at Riverside Park.
Easton reported that the Public Service Commission is having a
Public Hearing on June 11tth, at 10:00 A.M• .
Easton reported that the Fire Crnnmittee would like to recafnmend that
we accept the bid from Superior Fire Apparatus fbr the new fire truck in the
mount of $50,51~3~00. Motion was made by Easton and seconded by Metzler to
€ccept the recommendation of the Fire Committee. Motion carried.
H~.rd asked permission to leave the state. Motion was made by
Kilpatr-± ck and seconded by Garner that permission be gran-t~ed.
It way suggested that the Engineering Firm of Hurlbut Kersich and.
McCollough be hired on a, one year contract. Motion was made by Kilpatrick
and seconded by 3uxms to accept this En~ineerin~; Firm.. Mota_on carr3.ed.
I~Pnhardt reported that, Charles j.~ood, ~Jr. has 'been hired as the new
policeman.
Beven reported that a relief operator is now in training at the
water plant.
Thera being no further bu.sinpss to came before the council at -phis
dime, motion was etude by Metzler ~.nd seconded by Burns that the m~eti.n~; k~e
adjourned. Motion carried.
