May 7, 1971
A regular meeting of the Cit~r Counc3.1 of the City of Laurel, Montana,
was held in the Council Chambers, and called to order by Mayor Louie Yove~ich,
at 7:00 o~clock, P.M., on Tuesday, May 7, 19711.
Upon tak~n~ roll call, the following aldermen answered present:

The minutes of the last regular meeting were not read since there were bids to be opened on several di~'ferent pro~~ets.
City Clerk was asked to open bads on liquid asphalt, of which there
way only one.

There being no further bids received on these two items, the Mayor referred
these bids to the finance committee.
Next in the order of business, the City Clerk wa.s asked to open
and. read the bids for a new fire engine, which was done a.s follows:

Motion. was then made by Easton and seconded by ~,od~ers that these
bids be ref.'~rred to the Fire Dep~xtment, and take the bids under advisement.
Motion carried.
Minutes of_ the previous meeting were read. Motion was made by
Metzger and seconded by Burns that the minutes be approved as read. Motion

Motion was made bar Ebersviller and seconded bar Ivietz~er that the claims be allowed. ~9otion carried.
The Mayor stated that the City of Laurel Airport is being Sued by a
person who claims d.~.mage to his ~l~ne on ~e~e€f. Leger wa,s referred to
the City Attorney.
Mayor reported..that Pete Vennes was giving up his place on the P.ir Pollution Control Board. Motion was made by Kilpatrick and seconded by Rodgers
that the resignation be accepted. Motion carried. The Mayor then stated he

would like to appoint Tars. Betty Stormont to this Board. Motion was made by
Metzler and seconded by Burns that the appointment be approved. Mo~~ion carried.
Z`he 1~ayor then stated a letter should be written to Mr. Venne~ thanking ham for the previous work done.
City Attorney r~port~d on the flood control hazard area in end
around LG.urel, and stated that he would have a reso3ution to present at a
later meeting.
The Mayor stated that he was taking under advisement the dissolution of the Recreation Board, and the a.~pointment of aseven-person Park Ce7mmission
with Donna Kilpatri.ek and Dionne Smith ~s co-chairman.. Discussion frcan sever~7.
aldermen. ~3urns stated he .felt there should be some mEn on the Boards and not
dust all ladies.
ThP Mayor said that the council had to ccbne to some decision on getting a City Engineer, or at least engineering services. He said he would
like to try €~.firm on a retainer basis rather than a resident engineer. A
letter of proposal from Morrison Maierle was presented to the council in the
absence of Zany Lsr~on, branch manager.
N~r~. Glen Lueck and Mrs. Charles Thom appeared before the council and
presented a check Pram the O.G.A.W.I.U. Auxiliary No. 2443-A in the aan.ount of $285.00 to be used for a. slide for Kiwanis Park. Mayor stated ~o tarite a
letter of thank you.
Robert Smith appeared bP_fore the council i.n regards t4 a trailer
house hooking up to the water fran another house. Mayor referred this matter
to the Public ~nTorks Committee.
~11en Bond, County Sanitarian stated that he would investigate this
m~.tter.
Bond ~15o expla~_ned the reason why he had not been send3~ng i.n
a monthly report on in.spection5 he hay made.
Metzger reported that the budget, finance and personnel committee
would recommend that -the city stick with the present policy of not h3.ring
first-line relatives of any other city employee. Dick Metzger asked why hip
son could not be hired to work for the city. After some discussion, the City : ,
Attorney to draw up a resolution clarifyi.n~ exactly wh~.t is meant by first.-
line relatives. Ervin i~etzger reported on the Miring of City Fmploye~s a:n regards to the test which other employees were given. Kilpatrick stated that
he f eft that at least one of the co-chairman should hear the reports on the
individual taking the tests. Same of the aldermen felt that all the alde~nen
should hear these report.
Burns stated that he no longer wanted to be on the personnel committ~;e,,
and would r~si~n his place on the committee to E. Metzger.
Gamer reported on Durland Avenue on the south side.
Gomer stated that a yield sign on ~Zailroad Street should be moved
west.
Burns stated there shAUld be a four-way stop on s~.xth strut and

Metzger. Motion carried.
Burns reported the details on the opining of the Swimming Pool, and
the ~a~rsonnel that he had employed for the season.
Rodgers reported a new ambulance driver, and that the ~rnbulance would
be housed in the building purchased from Mr. Moran.
Rodgers reported that one of the churches would like to have River-
5ide Hall for a benefit dance for Mr. Ray Guenthner for the night of June 15th.
After discussion, motion. wa.s made by Kilpatrick and seconded by E~bersviller
not to allow this change of policy. lotion carried.
Ebersviller reported a request frcnnn the Telephone C~n.p~ny for per- mission to drill under First Avenue at several places f'or the purpose of in-
stallin~; undergro~an.d telephone lines. A Utility Bond was discussed however the
Telephone Co9npany states that there will be no road or street disturbed. Motion
was made by Ebersviller and seconded b~ Metzger that this be allowed. Motion
carried.
Ebersviller reported on his talk with fc~xxner engineer John Dal.e~r. This
matter to be referred to the council as a whole to meet a.£ter the regular meet-
- ing is adjourned.
1Vlinutes of the City ~ ouncil of Laurel
Kilpatrick reported that Dewey 1Vunn wanted a new lawn mower. Budgeted
for $1,000.04. the mower is about $300.U0 more at thi4 time, but Dewey reports
that X1,000.00 could be paid. on delivery of the mower' and the balance after July lst, 197 Ki.lpa.trick made this in the form of a motion. Seconded by
Ebersviller. Motion caxried wa_th a vote of 1~ aldermen voting "des" and three
voting "no".
Iriscussion of Dave Murray being G.l.lowed to install an 8-inch water
main at his own. expense. In this connection, resolution was presented as follows

Rodgers that this Resolution be declared passed and ~.dopted. Motion carried.
Kilpatrick stated that the pedestrian strips should be painted
again by the Post Office and Penney~s.
Ebersv3.ller made the mot3~.on~ seconded. by gamer to allow the High
School to use City trucks on May 22nd for eeolog~r day. Motion carried.
Kilpatrick reported on Manus Dra~..n I?itch. Eason reported on
cleaning drains. Easton reported on the Garbage dump and the caterpillar.
Easton reported that a trip to Bozeman to v3.ew the~:r landf311 was coming up in the near future.
City Attorney Jim Palmersheim thanked the Mayor and Council for hip
appointment as City Attorney, and asked them to call at his office at any tune.
Dick Metzger reported on the mix :for the street patching. after discussion, motion was made by rld~xman Metzger and seconded by Gamer that the
city purchase 5,500 gallons of oil and. mix up four stacks. Motion carried.
Dick reported on the ciigg2ng of a hole at the Garbage landfill.
Lenhardt reported that he had been asked to serve on the Crime Control
Board. Motion was made by Kilpatrick and seconded by Rodgers that Lenhardt be allowed to accept this appointment. Motion carried.
There being; no further business to came before the council at this
session, motion was duly made and seconded that the meeting be adjourned.
Motion carried.
