A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by President of the Council, E.H. Ebersvi.Iler, Sr., at 7:00 o'clock, P.M., on '~uesday, April 16, 1971x• Upon takinb roll call, the following aldermen answered present: Tam Hard Gay Easton Tom Kilpatricl~ Bob Burns E.Fi. Ebersviller, Sr. Chuck Rodgers Henry GomPr Ervin Metzger The minutes of the previous regular meeting of April 2, 19711, were read. Motion was made by Burns and seconded by Comer that the minutes be appro~red as read. Motion carried. Certain reports of the City of Laurel, Montana, were prESented for approval: City Clerk~~ Cash Report, City C1erk~s Trial Balance and the City Treasurer's Financial Statement. Motion was made by Metzger and seconded by Hard that these reports be approved. lotion carried. Letter of resignation from City engineer, John Daley, was read. Motion was made by Easton and seconded by Kilpatrick to accept his resignation. Motion carried. Polio and dater Plant reports were presented for approval. Motion was made by Kilpatrick and seconded by Rodgers thPt these reports be approved. Motion carried. Metzger stated that the Budget, Finance and Personnel Committee would like to recommend a $75.00 per month raise for Police Judge, Walt Menello. This raise is in addition to h3_s annual raise in July, but will be retroactive to May 1, 19?1~. Motion was made by Hard and seconded by Metzler to accept the recommendation of the cornm.~_ttee. Motion carried. Burns reported a sewer complaint on Juniper Ave. Hick Metzger re- ported on this and stated that it was not the city's probl~n. Burns suggested changing the dumping hours for public dumping. After discussion, motion was made by ~3t~.rns and ge¢~onded by Comer that the dump be open frcnn 9.00 ~.M. to x.:00 P:M. with the covering being done from l~:OQ to x:00. This will be on a 30 d.ay trial basis effective Monday, April 22. Motion carried. Burns reported that the underground wiring is in at River4ide Park and would like permission to have the electric meters instilled on the four city owned buildings. The cost will be ~.~proximately $125.00 per meter. Motion was made by F~ilpatrick and seconded by Hard that these meters be installed. Motion carried. Burns asked .permission to leave the state. Motion was made by Kilpatrick and seconded byl~etzger that permission be granted. T~lotion carried. Rodgers asked who was living in the House at the Cemetery and wondered if he was paying rent. It was reported that he was n.ot paying any rent. This matter ref erred to committee ~'or study. Kilpatrick suggested putting the X6.50 sewer charge into effect immediately. A~'ter discussion, this matter was tabled until the meeting on April 23rd. Kilpatrick reported that Dave Murray would like city approval of a water line on Eighth Ave. Although the property is not in the city at this time, the water line must meet city specifications i.n order to be brought into the city. Murray would like the city to guarantee him payment if the people on the west side of the street tap onto this line. The council stated that they cannot gu.ar~ntee payment but can only suggest that the people pay their share. ~±t 8:00 o'clock the mayor appeared and assumed his chair. The Mayor reported meting with several men from! L1ew~lyn Associates concerning 67 acres in Hagem an Subclivision that they would like to br;_ng into the city limits. They would like to k;uild a Boise-Cascade plant valued at $1,200,00.00 on 30 acres of this land. The other 37 acres would be subdivided into other industrial sites. The fixm would like to be assured water wnd sewer facilities, be able to vacate Gnd retain possession of dedicated streets ~n.d alleyways, end also to lone the area "industrial". The council as a whole is in fauor of annexing this l~+nd so, therefore, a motion wa.s made by Easton and seconded by Hard that the council accept this proposal with the committee as a whole to study the legal aspects of the property involved, Motion caxried Easton reported that John Daley would l~~ke to lease some lend by the Water Reservoir to pasture his horses. The amount of ~30.0~ per year was suggested. Motion w~.s ma.d~ by Easton end seconded b~~ 'Tamer that a lease be drawn up. lotion. carried. Minutes of the City Council of Laurel Easton thanked D~ lei for the good job he did while he was cit~r engineer. Mayor requested that a letter off' canGnendation be written to Daley. Hard stated that ~ometh~.ng should be done about the garbage situation when a holiday fa11s on Friday or Nfonday. He said that over Easter weekend the gark~age downtown re a7:l..;~ piled. up. Tha.s matter referred t,o the Manning and Improvement committee. Ebersviller asked permission to leave the state. Motion was made by C.~omer and seconded by Metzger tha~G permission be granted. Motion carried. Ebersviller stated tk~at Dick Metzgers son ha.s put in an application as a relief operator a.t the Water Plant. The Mayor stated that the city ha.s set up a new pola.cy ~'or hiri.ng any more imriediate relatives. Motion was made by Rodgers and seconded by Kilpatrick that this matter be referred to the budget, finance and personnel Co~mnitt~e. Motion carried. The building has s3_nce been sold and he will not be opening a business. Mr. Frickel would like to lrnow if his ~125.00~ could be refunded. Vicky also stated that there wi11 be a meeting on May 15th with ,~tevens, Thompson and Runyon on the Recreation Complex. Mayor reported h~v~ng several applications for City Engineer and also Fran an Engineering Consulting Firm. Ma;,ror stated that more time is needed to study the muter of ~ett~_n~ mother. en~i.neer or someone to do the engineering work. The 1`~Iayor stated that he would like to appoint Jim Pa7mershea..m as the new CitS ~.ttorney. Mo~S_on was made lay Kilpatrick end seconded by Metzger to accept the Mayors appointment. The Mayor appointed Larry Herman to the Zoning Board. There being no further business to come before the council at this time, motion was duly made and seconded that the meeting be adjourned.
