A regular meeting of the City Council of the City of La~a.rel, Montana was held in the Council Chambers, anti was eG].led to order by Yresid~nt of the Council, E.H. Ebersviller, Sr., on TueSdmy, April 2, 1974 at 7:00 o'clock, P.M. Upon taking roll call, the following aldermen answered present: Tam Hard Gay Eastor~ Tom Kilpatrick E. H. Ebersviller, Sr. Chuck Rodgers Bob Burns The minutes of the previous meeting were read. Motion was made by Hard and seconded by Burns that the minutes be approved as read. Motion carried. ORl~1:NANCE N0. 603 BEING .~V ORDINI!~NCE AMENDING A PORTION OF CH.AP`~ER XVI-1 ANIMALS - OF THE REVISED ORDINANCE OF' LAUREL AND DECLARING ~'sN EMERGENCY, was presented. Motion was made by Haxd and seconded by Burns that the Ordinance: be declax~d passed and adopted. Upon taking roll call vote, tie aldermen voted ~s follows Burns, "yes"; t~odgers, °yes"; Kilp~.trick, "no"; Easton t~~TeSr~~ Hard, "yes"; and Ordinance No. 603 was de- clared passed and adopted. Library reports for the month's of February and Mareh were presented for approval. Motion was made by Kilpatrick and seconded by Easton that the reports be approved. ~ otion carried. RESOLU'T'ION N0. 1464, BEING A RESOLUTION TRANSFERRING THE SUM OF $5 000.00 FRCM THE INTEREST ON CEMETERY BONDS ACCOUNT TO TIC CEMETERY MAINTENANCE AND 0~' R* ATTQN ACCOUNTS was presented: Motion was made by-Burns and seconded by f~ilpatrick that the Resolution be declared passed and adopted. Mota.on carried. RESE~LUTION R10. 1.65 RESOLL"TION N0. ]_1a.6s, BEING A RESOLUTION ESTABLISHING THE CITY OF T,AL?REL, M01~1T1iNA~ LOCAL GOVEl~NMENT STUDY CONI[~ISSION~ TO CONSIST OF T[-~k~.E+',E (3) ME~'lBERS WAS presented. Motion was made by Eaton and seconded by Rodgers ghat this Resolution be declared passed and adopted. Motion carried, Letter frrnn Charles M. Mood, Sr., protesting the Treasurer's billing of a City license was read. 1~fter discussion, motion was made by Rodgers and seconded by Easton, that he be given notice to appear before the council on April 9th at 7:00 o'clock, P.M., to state his case. Motion carried. Earl Gras.nger appeaxed before the council to ~.sk for wader and sewer in Block 4 of Stouffer Subdivision. He stated that he would bring this property into the City limits. Tom ~3radley to write him a letter stating this request to present to the council, along with a description of the property. Dave Powers appeared before the council with specifications for a fire truck, ~n.d asked for permission to advertise for bids on this unit. After dis- cussion, motion was made by Kilpatrick and seconded by Burns that the city ad- vertise for bids on this unit. Motion carried. $16,000.00 has been ear m~.rk~d for this unit from Revenue Sha.rin~ funds. Hard st~.ted that CET''t,&1X1 szdewa.lks should be repaired. Hard also ec~mp].~.ined about the hours that the dump is available for resident use. Kilpatrick s~ae~ested this matter be turned over to the Planninn and Improvement c~nmittee. v Kilpatrick mentioned that the paper drops across from City Ha11 should be fixed, and a letter written to the S~rayi.ng Company in Red Lode that did the damage. A bill has been sent. Committee recc~nmended that the council send Darrell Smith to a con- ference in ~ielena, expenses paid. Motion was ma@e to this effect bar Kilpatrick and Seconded by Haxd that permission be granted. Meeting to be April 3rd and ~.th. Motion carried. Ebersviller reported that Comer was back home after two operations, and sent thanks to the council for the flowers. Br~dley~ reported on the city lots to be sold. He suggested having an appraisal of the lots first to set a minimum that the city would accept. Erersviller turned this matter back to c~nmittee. Bradley reported that cities have no more immunity to law suits. He was speaking of the airport.~and statAd that the city has no 1~ability insurance. Refer this matter to l~Zerritt 'uJilliams. Lenhardt appeared before the council on the gambling issue. This matter tzarned over to the Public Safety Cam~n:ittee. Jlzdge Menello reported that the Justice of the Peace Court wi11 be dissolved for Laurel as of January 1~ 1975, and court will be held in Billings Montana. There being no further busine~~ to come before the council at th~_s timQ~ motion was duly made and seconded that the meet~.ng be adjourned. Motion carried.
