was held in the Cotancil Chambers and called to order

Motion was made by Ebersviller and seconded by MEtzger that the claims be allowed.

Mrs. Elsie Johnston and several members of the Laurel Waman's Club
appear~:d before the council in regards to a request from. the Burlington
Northern Leasing Co. concerning the landscaping of the housing units on Main Street. Mrs. Johnston asked if the council thought the Woman's Club should
undertake this project, and if so who would maintain it. The council explained
that the City would not be able to a.sswne maintance of this ~ro~ect anal the
company should be notified to this effect. I~rs. Johnston to write back to
the lEasing c~npany and get some clarification on this project.
Shirley Wood, president of the Wa~nan Softball Club, anfl Betty Brester appeared before the council to ask if Bob Burns has found a ballpark for their
summer softball program. Burns stat~;d that a portable backstop would be built
and they could u.5e the park dust west of the Fred Graff School.
Merritt Williams reported receiving a letter 'ram Attorney Charley A.
SYnith stating that a Mr. Richard Harwood broke the nose of his propeller at the Laurel Airport and would like it replaced. Merritt stated that the City
did not have any liability insurance at the airport. Dave Powers reported
that the man did not pay a tie down fee and he felt it was his own fault.
Bradley said the city should not be liable. The council to look into the
possibility of getting liability insura~~ce dust in case sameth3ng should
happen that the city would be responsible. 'I

send three m.en from his department to a Hazardota.s Materiels Seminar 3.n ~illings,C
The cost would be $5.00 per person for registration plus meals and mileage.
Motion was made by Metzger and seconded by Rodgers that permission be granted.

Dave Powers reported hearing from the Civil Defense concerning a
tanker truck to be used for fighting f_ir~:g. This truck will be ready for pick
up in about a week at Hill Air Force Base. Cost to the City would he $28L~.0~
for labor and materials. The goverment will pay half the cost of ~;Etting it
here and fixing it up the way we need it. The truck will have to be stored
in the city barn because the ceiling at the Fire Ha11 and the Old Sum's Repair Shop are not high enough. ~!i
Powers also told the council that the building located on the land
purchased for a new fire station is not worth repairing. After inspecting the.
building it was discovered that the wa11~ Gnd floor were buckeling and cracking. ~i
Powers suggested that the building be used for storage temporarily. i
Stan Gerke, of Montana Cotan.cil 9, attended ~Gh~ meeting to explain t,o I~'
the council the general fob classificat3_on plan. Gerke stressed that Sob
classification would help the council at budget time, and will assure equal
pay for equal work. The first thing to do would b~ to form aCity-Union Class- ~I
ification Ca~nmittee which would consist of three member from each group. The
Mayor to appoint three council members. i
Metzler reported checking on a direct line to Billings which would
cost $65.00 aznonth. At present our Billings phone calls cost only X20.00 a month. It was suggested that everyone try to cut down on long distant phone
ca11s. Motion was made by K3.lpatrick and seconded bar ~abersviller that a pad
be kept next to each telephone to keep track of al.l long distant ca11s. Motion
carried.
Burns brought up the water situation adj~a.cent to Blanch Welts' property. fob Mace who built the apartments next to Mrs. West house h~.s built the ground
up so now the water runs through her house. Bradley' stated that this problem
is Mace's responsibility.
Burns recommended changing the dog ordinance which now reads "under
control" to "on a 1-ea~h~or on your propertg at all times". He also suggested
changing the X3.00 per day board bi~.l to ~~.00 per day, and raise the fine Pram $10.00 to ~1~.00 for the first offense and $25.00 for the second offense.
The council to study these suggestions.
Burns stated that Wm. Phillips, Jr. has been hired as dog catcher
effective March 1, 197.• He will work 1.5 hrs. a week at X2.00 per hour and
$1.00 per dog. Thy city will contract the doffs through Dr. Rosselot and no one wall pick up their dog without going through the polic$ stat3.on.

Burns reported that Leftoy Kuper is leaving Riverside P~.rk and a
Dennis ~mineth would like the fob.
Rodgers said he had a list of city owned lots th~.t we should advertise
.for bid. Bradley suggested checking the t~.tles first to seP if they are clear. Bradley to ~~i~ck same o~ these titles.
Rodgers instructed DG.ley to get a couple of men started on the security
area.
Rodgers stated that the garbage situation is getting out of hand. People are not putting their lids on their cans and the garbage is blowing all
over.
Rodgers reported that the committee i~ still studJing the possibility
of a portable dog kennel.
Rodgers stated that the council has received the results from the
evaluation tests.
The Mayor asked Daley to have same crossw~lk~ painted from the
Yellowstone Hotel to the B.N. Crew quarters.
Motion w~.s made by Kilpatrick and seconded by Burns that a letter be written to Coa,~h Don Peterson and the Locamat,~~res c~n~;ratulating then for
their performance in the Class I}i.visional T~uxnament at Livin~~ton~ and alsp
wish them good luck in the State TournGment in Great Falls. Motion carried.
The Mayor proclaimed Nta.rch 10th thru March 16th as Girl Scout Week.
'Fh~ Mayor and Council went over the monthly log reports of the city
employees.
There being no further business to came before the council at this
tame, motion-was dul~r made and seconded that the meeting rye adjourned. Motion
carried.
