January 15, 197,
A regular meeting of the City Council of the City of Laurel, Montana,
was held in the Council Ch~nbers~ and was eall~d to order by E. H. Ebersviller,
Sr., President of the Council, since the Mayor was going to be late, at 7x00 P.M.,
on Tuesday, January 15, 197l~.
Upon taking roll call, the following alderman answered present:
E.H. Ebersviller Sr. Gaylord Easton Ervin Metzger Chuck Rodgers
Tam Kilpatrick Tam Hard Henry Gamer
The minutes of the last regulax meeting of December 18th, 1973, were
read. Motion way made by Metzger, and seconded by Kilpatrick that the minutes be approved as re~.d. Motion carried.
Thy minutes of the Special meeting of January 7th were read. Lotion
was made by Kilpatrick and seconded by Rodgers that the minutes be approved as
read. Motion carried.

was made by Ebersviller and seconded by ~ilp~atriek that this resolution be

RESOLUTION N0. 1463
RESOLUTION ATO. 163, BEING A RESOLU3'ION TRAt~TSFERRING CERTAIN FUNDS
OF THE CITY OF LAUREL, MONTANA, was presented.. Motion was made by Ebersv311er
and seconded by Metzger that this .resolution be declared passed and adopted.
Motion carried.
Thy City Clerk reporteel that there was no more money for the Fanergeney
~nployment Act. 'the Mayor then referred th3.s matter to the budget, f3.nance
and Personnel cammitte~ to meet with Dale~r~ and with author3.ty to act.
Rosemary Blohm had a request to attend atwo-day meeting in Billings,
at a cost of X10.00 p~,r pers€m. Metzger made the motion to okay a c3aim for $20.00 in case two persons would care to attend:; seconded by Kilpatrick.
Lotion carr3.ed.
Cert~.in reports of the City of Laurels ~Lontana, were presented for
approval a~ follows; Library report, T~eport of the Police Jude, and the
reports of the Patrolmen. Motion was made by Rodgers and seconded by Gomer ~ that these reports be approved. Motion carried.
Mayor reported that Frances Fisher was ill. City Clerk r~por~Ged
a need for money £or the flower fund.
Mayor stated that we had lost Joe Nicholas, who was our plumbing
inspector, Chairman of the Civil Defense ecanmittee, and a member of the
airport ~cxnmission, and that he would be sadly missed.
Mayor reported that he had received a letter of resignation from Jackson Parker who is doing tooznu.ch traveling to keep the chairmanship of
the Ambulance Committee.
The Mayor reported briefly on the rniater-Sewer Plan, which was at
first projected through the year 2,000.
The Mayor called on the spokeswcxr?an for a group of ladies appearing before the Council. Mrs. Shirley Wood stated that the Wamen~s Softball League
wished to reserve a Park for the surr?mer for the six teams existing at presents
and three other teams who wished to josn. They desire to start at'7:00 P.M.,
and reserve space four or five nights per weeks preferabl~r not week-ends,
from the middle of April. Motion was made by Kilpatrick and seconded by' Gamer that the City make every effort to resolve this problem. Motion carried.
The Mayor then turned this matter over to the Flannin~; and Improvement Cc~mitte~;.
The Mayor reported on his pending Court Action against the Yellowstone
County Commissioners. Kilpatrick made the motion that the Laurel City
Council go on record as supporting the action of the Mayor. Seconded by .x Ebersviller. Motion carried unanimously.

Gamer stated that he had had eomplaz.nts .bout the cinders that the
Highway Department had dumped on oux streets. Since there was no cost to
the City, it was decided not to mention it.
Gamer stated that the City Council should support the men behind
the A.A. service. He stated that more members should attend the meetings.
Kilpatrick Stated that he was attending .class entitled "Alcoholics in the
Cctimmunity" .
Rodgers reported that the comrnitte~; had tried to get the new Polio car totaled out, but that no agreement could be reached. The police
car ~_s bei.ng repaired, and the cosh will be $1,x,27.81 leas $100.00 deductible.
Rodgers requested a requisition and claim form for the purchase of
same fencing for the area sit aside for impounding of cars. Cost off' the
fencing to be around ~1~9~.00.
Rod~er~ reported that the Public Safety Committee hay been talking
to a Dr. Wiesner regarding an evaluation of all departments mainly for
future replacement and fbr advancements. He stated the committee would like
to have Council approval to imple~:ent this program. This would mean a four-
hour test for all personnel at a cost of approximately ~l~00.00. Motion
was made by Easton and seconded b3T ~Iarc~ that the ec~nmittee report be approved, and accepted. Motion carried.
Rodgers brought up the subject of Turcotte~s Hospital sign.
Ebersvill~r stated that Chet Herbert at the Water Plant had 23
Holidays coming, over a period of years. He wanted to be able to put in for an extra days pay each month until this was used up. Ebersv ller reported,
however, at the time that same of these holidays were aceurnul~,ted the pay
~a~ ~~•89 per hour, and now was up to ~iI~.21~ per hour.. This matter was to be
discussed after the council meeting and the cc~nmitt~e given authority to act.
Easton brought up the subject of downtown parking.
Daley asked permiss~.on to attend a meeting in Helena on January 22nd. Motion was made by Kilpatrick and seconded by Hard that permission
be granted. lotion carried.
Chieg of P~~ice Lenhardt reported on attr~nding the f,,aneral for
Gene Sara.
There being no further business to camp before the couriil at this
session, motion was duly made and seconded that the meeting be adjourned.
Motion carried.
