HomeMy WebLinkAboutCity Council Minutes 02.17.1976T i Minutes of the City Council of Laurel II February 17, 1976 A regular meeting of the City Council of the City of Laurel, Mont., was held in the Council Ch~nbers and called to order by Mayor L. 1'~i. I'ovetich, at 7:00 o'clock P.M.~ on Tuesday, February 17~ 1976• Upon taking roll call, the following alcler~nen answered present: Tom Hard Gay Easton Tom Ka.lpatrick E. H. E~ersviller, Sr. Chuck ftod~ers Susan Carter Ervin Met~gEr The minutes of the previous meeting of February 3, were read. Motion was made by Kilpatrick and seconded by Ebersviller that it be included in the minutes that Ken Beven also be allowed to attend the water meeting in Butte on March 25th and 26th. Motion carried. UTith this correction the minutes stand approved as corrected. Certain reports off' the C~.ty of L~ure1, Montana, were presented for ~I approval as follows: City Clerk's Cash Report ~.nd the City Clerk's Trial Balance for the month of 4Tanuary, 19' 6. Motion was made by Metzger and seconded by Rodgers that the reports be approved. Motion carried. An. application f or a Beer License from Dons Food Center with a check in the mount of ~1~O.G0 attached was presented. Motion was m ude by Ebersviller and seconded by Rodgers that this application be approved. Motion carried. Herman reported that tonight i.s the night ad~rertised for th.e public hearing on e~ctending the a.rterim zoning; ordinance for 1 year. Ed LaPrath appeared before the council to ask several ouestion~ concerning this ordinance. City Attorney answered all his questions. In this connection, the following :Resolution 'was presented. Mot~_on was made by Kilpatrick and seconded bar Hard that Resolution No. 1531 be declared passed and adopted. Motion carried. Herman reported an the grant for the nEw ambulance. He s~at~d that the City's share of the ~20~~00.00 unit would be $5,000.00 with the County paying $5,040.00 and the stage paying X10,000.00. Motion carried. Herman regorted on the Non-Reverting fund for the City Co. Planning 3oard to be used strictly f'or park devel~~nent. Herman stated that $2,22 .00 was given by Mace Realty and was put in. the General Fund. Hard reported on blowing garbage in the residential area. He stated that the city orclinance reads that each household must haue a garbage can with ~ lid and the garbage cans placed on a r~.el~. Hard said he would like public notification to remind the people and stated that violators would be presecuted. Chuck Rodgers stated that the mays and means committee has been studying the garbage and have looked into a new method of garbage collection that would employ only one person. The new system would be quite costly to start with but would pay £or itself in just a few Nears. Rodgers stated that the committee would still like more time to stud~.r this matter. Hard stated that the vaunt lot next to Evergreen impress was a mess. and should be cleaned up. Hard asked that a letter be taritten diving them 10 days in which to clean it up or action wall be taken. Hard also asked about setting ~zp the bare facts for instituting a I! curfew. Hard reported that the sewer committee met and would like to .reec~nmend II a $6.50 charge _for each unit in hotels m otels~ trailer courts and any other ~ ~I I', Minutes of the I~'~ City Council of Laurel multi-unit dwelling. 2f they can sign an affadavit that a unit has not been used, they will be charged half rate with the approval of the council. It was also brought up as to whether or not a property owner is responsible for providing a place for his water meter. If the meter cannot go inside the house then a pig must be provided to put the meter in. Motion was m~.de by Ebersviller and seconded by Hard to draw u.p a resolution stating that the property owner provide a place for his meter. It was suggested that the city II pay hal£ and the property owner pay the other half. After much discussion, another motion was made by Kilpatrick and seconded bar Rodgers to send the I! original motion back to committee for further study. Motion carried with Metzler, EberSViller and ?iard voting "NO". I Carl Koons reported on the aanbulance operata.on for the past year. Rodgers reported on dogs outside the city limits. Ke stated that maybe the county would deputize our dog warden to help control the colanty dogs coming into the city. It was also suggested that our police jurisda.etion be extended, or possibly che~ with the county for county _funds~ Lenhardt stated that Beulah Hartley would like to quit a.s relief dispatcher. He would like to screen several other people to train for the job. Lenhard.t musty ~o through the personnel director. Lenhardt reported on Laurel's share of the matching funds for C.k.T. (Crime Attack Tearr±). Laurel would pay $500.00, Billings $150.00 and the County $1500.00. The money would be spend for a study of ~u.venile cr~..me. Motion was made by Kilpatrick and seconded byl~etzger that we send $500.00 to the City of Billings for our share of these matching .fund. Motion carried« Letter was read from the Board of Adjustment requesting a current city map to proper scale, wall sized, showing the ~ surrounding interim area. The Mayor read several letters from our congressmen supporting our stand. on tr~ring to get some H.U.D. money, The ma~ror read a letter of resignation from. Bonnie Latham stating that she woi,ld like to resign from. the Library Board sine she now works at the library. The ?~~.~Tor to appoint a replacement at a later date. Montee reported that Bevens and Metzler have accepted the~.r new appointments. M ontee also stated that if we have a vacancy in the crew we must replace them with a C.E.T.A. ~rorker. Once the positions are filled we can apply for more C .E .T .A. people. M~ntee reported that Elndy Anderson wi11 be out of sick leave and vacation at the end of February. I~ndy still has not gotten a doctors release to come back to ~rork and. has r. equested a 30 day leave of absence. Motion was made by Kilpatrick and seconded by Metzger that Andy be given. a 30 day Leave of absence. ?~ot~on carried.
