Minutes of the Cit Council of Laurel ~I Y
January 20, 1976 li

A regular meeting of the City Council of. the City of Laurel, Montana,
was held in the Council Ch~nbers and called to order by Mayor L. M. Yovetich,
at 7:00 o~cloek, P.M., on Tuesday, January 2~, 1976.
Upon taking roll call, the following aldermen answered present:
Tcjm Hard Gay Easton Tom Kilpatrick E. H. Ebersviller Chuck Rodgers
Susan Carter Herman Michael Ervin Metzger
The minutes of the previous meeting of January 6, 1976, were read.
Motson was made by Rodgers and seconded by Hard that the minutes be approved. ~ Motion carried.
Certain reports of the City of Laurels Montana, were presented for
approval a.s follows: City Clerk's Cash report .for November and December, City ~
Clerks s T cal Balance for November and December, and the City Treasurers I
Financial Statement fvr December. Motion wa.s made bylKetzger and seconded by Ebersviller that these reports be approved. Motion carried.
The Mayor read a thank you not~fram the family of J.J. Parker. I,

The M~.~or stated that he would like to appoint Darryl Keck as ~
Chairmen of the Zoning Board of Adjustments. Motion was made bar Kilpatrick and seconded by Hard to approve the Mayors appointment. Motion carried. I,
Herman stated that tonight is the night advertised fc~r the second
public hearing to ec~mply with H.U.D. on preapplication for a community
development block grant.
Herman reported that the Zoning Board woU].d like tc~ recommend to the council to change the Laurel Tndu~trial Park from inter~.m zoning to C-2
zoning. Thy owners o:f this park have requested that it be zoned Industrial.
Herman stated that we can sti11 go industrial a.s long as they request per-
mission. Motion was made bar Ebersviller and seconded by garter to publi:~h
notice to have a puk~lic hearing far the purpose of changing the present zoning.
Lotion carried. The hearing t~ be held Februar~r 17th.
Herman reported that the Laurel City Gounty Planning Board. would
like to recommend that a special nonrevertin~ planning hoard fund be established.
This matter referred to the TnTays and Means Committee.

SUBDIVISION, YELLOti~STONE COUNTY, MONTANA, was presented. Motion was made by
Easton anc~ seconded by Hard that Resolution No. 1527 be declared passed and adopted. l~gotion carried.
Inez Vaughn, a member of the Planning and Improvement Ccxnmittee,
~ stated that the city ordinance reads teat no vehicle shall be left parked on
the street for more than 5 days. Mrs. Vaughn said she ha.s hard several complaints
about people in violation. of the arciinance. Several buses parked on the solath-
side block the view of street si,dns. Thy Chief of Police to notify these people.

Daley reported that the committee studying the garbage charges have
done alot of kTor~c but are not ;;met ready to report. They hope tc~ be able to
report at the next meeting.
Daley as'~ed if the Laurel Gardens and Alex Vogel would be required
to put sidewalks in along their propertSr. There is a ditch that runs alon t~?.a_s street. Inez Vau?hn stated that the planning board has suggested that
sidewalres be put in.
Daley stated that they have been havi_n~ clot of trouble at the lift ~I
station. LIe su~~ested that the newmatic injector part be replaced b~ a i,
sewage pump. The cost would be approximately $6,e0G.00. `Phis matter referred to the sewer committee for further study. ii
I Sue Carter Mated that she checked into the cost of moving the box I
car from the railroad up to the landf'i11. Carlson Trucking would move it
for ~2~.00 an hour and thought ?t would take about 3 hours. 111 necessary i
preparations to be made first before moving the car.
Easton stated that he has had several requests for overhead libhts ~I
at the entrance to Riverside Park. After discussion, mot~_on was mode by
Easton and seconded by Rodgers that the light and water ccnnmittee work with i~
the Park Commission an this matter. Motion carried. I it

Minutes of the City Council of Laurel
Easton reported that the chaff from Ha~eman elevator has been
qu3.te severe lately. Motion was made by Kilpatrick and seconded by Hard
to write a 1~tter to Ken Hageman asking him to correct this situation and that a copy of the letter be sent to the uir pollution control board.
Motion carried.
The Mayor reported that culverts have been secured for covering
the 8th Ave. Ditch. He stated that the Roy Olson family has taken it upon
themselves to beautify this ditch clirectly in front of their house and would
like to see it left alone. If the property ever changes hands anal the new owners do not want to care for the ditch it could always be covered. Motion
was made by Metzger and seconded by Kilpatrick to spare this part of the
ditch. Motion carried.
Letter was read from Charles l~4ntee, Director of the Building and
Safety Department, stating that there are presently only 18 improved building
sites remaining in the city of Laurel that are for sale. M ontee states that there axe several developers who are presently seeking annexation. One
which contains 76 sites and another containing 47 sites. M ontee stated that
his department respectfull~r requests that consideration be given to the pre-
viously d~:scussed annexation fees and other annexation requirements so that
these subdivisions can prvc~ed. mhis matter referred to the water committee I
for further study and then ca11. a c«~nnm~..ttee meeting of the whole. 'i
The Mayor read several letters fram congressmen stating their 'i
position on revenue shaxing. Both Stated that they are i.n favor of
extending the program. I
The Mayor then read the results of a courtesy occupational safely
and Health Inspection. These eonditons should be corrected in order to i c~nply with the provisions of the Montana Safety Act. Since this is a
courtesy inspection, it is urged that we voluntarily correct these viola-
ta~ons. Daley' stated that many of these violations have already been corrected.
The Ivl~yor stated that he contacted Pittney Bowes con.cernin~ an I,
imprinting machine acid mailing machine for the downstairs office. He said I that he felt it was about time to upgrade the office. The Mayor suggested
trying these machines on a .rental basis which would cost about ~165.0~ a
month. Nfoti.on was made by Carter and seconded by Rodgers that the Mayor
pursue this matter and contact Pittney ~3owes to have them bring the machines
up. Motion carried.
The Mayor states that he has been deeply concerned about the in- creased crime in Laurel. He suggested putting out pet3.tions f_or people to
volunteer for patrol dut~T several hours a day. These people would be reimbursed
for gas and expenses. I
Jim Twomey appeared before the council to a,sk that a Resolution or
letter be written to the Farmers Home Ac~ninist~,ration telling them ~o get ofd their duffs and conform to fed€ral law. H~ said he is having trouble
getting the money for the purchase of the ground,
There being no further business to ccxne before the council at this
time, motion ~ra,s made by Metzger and seconded b~ Hard that the meeting be
adjourned. ~l~tia~r~. carried.
