Council of Laurel ' January 6, 1976 ICI A regular meeting of the City Council of the City of L~.urel, l+~ontana, was held in the Council Ch ~nbers, anal was called to order by President of the Colancil, E.H. Ebersviller, Sr., in the absence of the Mayor, at 7:00 o'clock, P.M., on Tuesday, January b, 1976. Upon taking roll call, the following aldermen answered present: Tam Hard Gay Easton Tan Kilpatrick Chuck Rodgers Susan Carter Herman I~Iichael Ervin Metzler The minutes of the previous meeting were read. Motion was made by Easton, and seconded by Kilpatrick that the minutes be approved after correcting the mim~tes of December 7.6, giving council approval, to matching funds fora $1l~,l~79.80 grant from the Board of Crime Control. The Building inspector, Charles Montee~ reported a~ T3o. l on hip a~end~~ on the street signs. No. 2~ he asked permission to attend a meeting of building officials i.n Helena, on January 16th. Pto. 3, he asked permission to attend a s-day semin~.r in Bozeman to study buil.~ing codes. Th:i.s meeting to be held on February 19, 2~, 23~ 21~ and 25th. Nation was made byr Kilpatrick and seconded by Hard that these requests be granted. Motion carried. City Attorney reported on flood control. NTotion was made by Rodgers and seconded by Hard that the City Attorney dra~'t an ordinance regarding flood control. Motion carried,. The Ma~ror ha.d masked Herman to discuss Industrial Bonds in cormection with a complex dwelling. Also brought up about selling -City lots. The Mayor stated that no more City lots would be sold ~t the present time. Hexmaxi reported on a Montana Depa.r~tment of Highwa3rs Federal Aid Project No. SRS Ltllt8 (50) 269 regarding signs. Motion was made by Kilpatrick li and Seconded by Metzger that the col~ncil accept the contract from the state. Motion carried. Motion wa.s made by Eaton and seconded by Hard that this ~i Resolution be declared passed and adapted. Herman retorted on cocl.~.fication of ordinances. I Rodgers reported on the AmbulancE. ~, R.od~ers complimented Diek and his crew for taking caxe of the lift station. I Rodgers ~~ated ghat the Ambulance needs malpractice insurance, at•. a cast of about. X300.00 per year. Rodgers then made the motion, seconded bar Easton that the City purchase this ~..nsuran.ce. Motion carried. Rodgers reported on an applicat:i_on for a new aanbulance. ~.bersviller reported on a letter from the Billings Fire Department, Iii and this letter was read. t?r~rsv-i 7'1_c~r stated that a box car had been ~.ven to the City from ~, the Railroad Ccsmpany for use at the landfill. The Mayor eal.led a special meeting for Wednesday at 7:00 0' clock, P.M. II Zetter received from ~.lex end Amelia Vogel aska.ng that the name of {, I~' South Ei7hth .Avenue be changed. to Lake Shore Road. ~o other propert~r owners involved. Ebersviller tuxned this matter over to the Street and Alley C<~m-~ ittee to come back with ~ reccxnmendation. Hexman suggested turning this matter ~, over to the City-County Planning Committee. ~ ~i Kilp~~trick read a letter from the Mayor as follows: ~i The dime has come for me to clear the air around City Hall and li among some of our residents in Laurel. These points of view are my personal i opinions and, undoubtedly, same people will feel offended. kr~y of you have I, an equal rigk~t to voice your opinions. i If ever Laurel needed strict controls it needs it now. Laurel is on the ~t~hreshhold of perhaps the greatest transition it hay ever encountered. If we do not have orderly growth and expansion or do not keep a. handy on all City de~,relopment and operations, our people will be sure to suffer. Laurel I is solvent at the present time,, but the margin between solvency anal bankruptcy ~I is very minimal. The only place for I~uurel to raise revenue for G3..ty operation j is out of the taxpayers' pocket, and he is being dressed to the maximiun. Sc~ne- th~.ng h~,s to give: I am we11 aware of this situation and T c3.o not feel the taxpayer is gett~_ng .full mile~.ge out of the tax dollar. I ~, - T I l - Minutes of the City Council of Laurel Policy of government is set by the City Cotan.c31~ enforced by the Mayors and should be executed by City officials. From thy: feedback I have received from the genera~_ public, sane of our operation is not satisfactory. Someone has to be responsible. The Ma~ror, on many occasions, has been he1.d responsible and taken the flak and harrassment from the general public because of someone else's failure. This action ~_s going to change. i, Responsibility will be vested where it belongs. Z have reason to believe that some of our councilmen have more influence over our appointed officials a.t City Hall than I have. I feel they are being brainwashed by these officials. Tf, true, I believe the time has come for me to re-evaluate my position and to take positive action. it The Ma;~ror is the only elected official in the City of Laurel who represents all of t:he people all of the time, and it ~_s h~~s dutST to defend the public right and keep them informed of all procedures. I intend to do just that. There has been conflict and d.isagreeznent between the Mayor and other elected and appointed city officials. Most of the conflict can be traced to the facts of foot drag~in~, procrastination, or just plain not it getting the work done or done properly. There has been a lack of commzlnication amongst u~~ and public ~, relations around Gity Hall hea.~e a lot to be desired. This must be corrected. If I can. not have the confidence and loyalty of the office force at City Ha11, ', I do not need them. ', In summary, each employee i.n T,~Urel is aware of their responsibility Iii and ~.u.thor~_t5 . If they do not wish to take the responsibility and authority of their position, they will 'be left t~ one of two alternativesa first is to reign, and second is to be fired. I, Jim Tw~ney reported on the $J~2~000.00. He also states that there ~, is ~1004~,000.00 in grant money available. Two ~ublie heaxings to be held to ',, gather sn~gestions as to the best use of. this money for Laurel. Motion was made b3F Kilpa.tr~_ck ~ncl_ second.er~. by Metzler that the City of Laurel apply for $125,000.0 that Mr. Twomey states is avaa.lable. Motion carried.
