1) Olivia Metzgers drainage problem at 507 7th Avenue. Jim
showed a plan with an elevation shots taken on 7th Avenue and
on W. 4th Street.
It shows a drop from the standard gutter north of Metzgers to
the corner south of Metzgers and a drop from the corner to the
standard gutter to the eastside of the alley approach.
Discussion on cleaning the gutter on W. 4th Street and on the
possibility of putting in curb and gutter on 7th Avenue and
along W. 4th Street. The City will try to clean along w. 4th
Street throughout the summer, however the property owners may
be required to install a standard curb and gutter this fall or
next spring.
2) Meadowlark Gallery request:
Gary Temple submitted a drawing indicating the possibility of
developing the Kilpatrick's downtown lot. The intent is to
secure the property with a fence, install a commercial garage
at the rear of the property, develop six parking stalls for
rent (on gravel) and set aside the front half for retail
development.
The committee will need to approve or disapprove the parking
lot request on gravel. A motion was made by Bud Johnson, with
a second by Bill Staudinger, to delay any action until the
next committee meeting. Motion carried.
3) Gay discussed the ordinance controlling off street parking,
and that it should be reviewed, perhaps a committee as a whole
presentation.
4) General information for the committee: with the ratification
of the new contract additional employees will need to become
familiar with assorted equipment through a training process.
The intent is to develop the two city lots in the 600 block of
Alder by completing the alley to Alder, building up the lot,
and enclosing the irrigation ditch on Alder. The second
property is a vacant parcel on S. 8th Avenue and S. 5th
Street. The training on this lot will include blade work with
the use of grade stakes. The maintenance division has 4
Maintenance III's that need significant training. Motion by
Bud Johnson, seconded by Gay Easton, to proceed with the
training on lots indicated. Motion carried.
5) Discussion concerning Mr. Turcott's alley and the trees that
were cut last spring. The committee suggested we write a
letter to Mr. Turcott explaining our alley program and an
apology be given for cutting more trees and shrubs then what
were necessary in an effort to make the alley functional.
6) Discussion on placement of a culvert on Bernhardt road for the
circus on August 8th. The committee feels the city could
assist the circus, by placing a culvert they would purchase in
the irrigation ditch, however the city would not be
responsible for removal. The shorter existing culvert, due to
its condition, would not be used.
7) Discussion on requiring permits w:-?en working in the city right
of way. Does a person doing their own work need to be
licensed or bonded? The committee will look at this and
discuss it at a later meeting.
The meeting was adjourned at 7:00 p.m.
