CITY HALL PRESENT: Jim Flisrand Ed Steffans Gary Temple Don Cahill Terry Fink Bill Staudinger Gay Easton Steve Barlow Bob Johnson Discussion on Federal Aid Urban Systems Project, and review of current priority listing. Jim Flisrand gave a presentation indicating traffic count on urban routes throughout the City. Other than Main Street and 1st Avenue, 8th Avenue has the highest traffic count. Following the committee discussion of need and priorities Mr. Temple made a motion, seconded by Mr. Staudinger, that Jim Flisrand continue with 8th Avenue as a priority urban route for improvements and begin review with the State Department of Transportation. Motion carried. Discussion on the moose statue in front of the Caboose Saloon. Terry Fink wondered why the city needs a 20 foot right-of-way along his property. Jim Flisrand explained the public right-of-way and typical street width. Right-of-way behind Terry's curb would be 15 feet. Discussion on Terry purchasing a strip of public right-of-way where the moose has been placed. Discussion on vacating a portion of street, and if vacated or purchased can Terry continue parking as he is now. The committee feels there are two options to reduce the public right-of-way, vacate and transfer of deed. Terry thinks it should be vacated. Motion by Bud Johnson, seconded by Gay, to present both options to the City Attorney to evaluate and determine the best choice for both parties. Motion carried. Discussion on Kilpatrick's property on First Avenue. Gary Temple is abstaining from voting. Mr. Temple intends to put road mix on a portion of property, and build a 2 or 3 stall garage, which will be leased back to Temple's business. ¦ -. The zoning regulations allow a fence to be installed, and a commercial garage in to be built in a CBG zone. Parking lots are typically required to be surfaced with asphalt or concrete. Mr. Temple doesn't intend to develop a parking lot at. this time. The Committee discussed the off street parking ordinance, and a suggestion was made by Mr. Easton to review the off street parking and possibly try to make it more feasible for downtown businesses. Mr. Wayne Mahan's alley concern at 508 7th Avenue was addressed. Jim Flisrand explained the storm sewer system to the committee, and the problems in that area of private property being lower than the streets and alleys, causing runoff to collect on private property. The Committee suggested that Jim review the various options and bring it back to the committee for review. Question on curb/gutter and asphalt surfacing at Charlie Fischer's residence in the 1500 block of W. Maryland. Jim will field check this and report back to the committee. Mr. Temple and Mr. Easton discussed on setting up a downtown task force for a downtown beautification program. More to follow in future meetings. Discussion on stop signs on E. 8th Street and Cottonwood. Jim Flisrand indicated the normal parameters in evaluating an intersection for stop signs includes accident counts, visibility obstructions, traffic count, and differences in posted speed limits.
