STREET & ALLEY COMMITTEE
August 21, 1997 5:30 P.M.

1) Right of way at Caboose Saloon was discussed. The sale of the
right of way as presented from previous meetings was
addressed. City Attorney, Joe Leckie, explained the problems
and recommended that the city not set a precedent of selling
public right of way on a street. He did recommend placing a
curb and gutter at the proper street location. Discussion
about loss of existing parking spots would be reduced to
comply with city ordinances.
There are other similar areas around the city, some which we
have had complaints.
Motion by Bud Johnson, seconded by William Staudinger, to
recommend that the city engineer make a list of similar areas
and bring it back to the committee to review before any action
is taken. Motion carried 6--1 with Gary Temple voting "No".
2) The last correspondence from Mr. Wayne Mahan about the alley
behind his property at 508 7th Avenue was addressed asking for
removal of existing gravel. He also stated in the letter that
he was unable to dispose of his garbage because of the present
berm on his side of the alley. He stated that he and his wife
are handicapped.
Jim Flisrand has taken grade shots of the alley for the rate
of fall in the alley. It was observed after the rain storm on
the evening of Monday August 18th, which dumped about 1" to
1 1/4" of rain in a very short period of time, that there was
no water standing in the alley and no water run off from the
alley upon the adjacent property.
It was the feeling of the committee that the present condition
of the alley with the berm on the east side was working.
The handicap situation will be reviewed and addressed.
3) Tom Noble requested the need of a stop sign at E. 8th Street
and Cottonwood Avenue, stating that with the high rate of
speed on E. 8th Street and with a lot of kids in the area, he
is concerned with their safety. Jim stated that stop signs,
through traffic studies, would not solve the problem. Jim
stated that this was more of a police enforcement issue.
Bud Johnson stated that this could be an area for the new
policy of the community policing program. Bud will contact
the police officer for this district and would work with Mr.
Noble to try and satisfy his concerns.
4) Parking of large trucks on South First Avenue in front of IGA
and the Locomotive Inn as being a safety issue. Jim will
contact the state DOT for a meeting on the issue.
Jim reported on our program of crosswalk replacement CTEP
program. Jim stated that the old concrete taken out would be
used for fill at the South Pond project.
5) Bill Staudinger reported on bicycles parked on public
sidewalks. This issue was referred to the police committee.
The meeting was adjourned at 6:45 p.m.
