STREET/ALLEY COMMITTEE
AUGUST 20, 1998 5:30 P.M.

The committee was informed about an irate person involving the property at 504
Fir Avenue.
This person did not want to pay garbage fees or water fees, but use well water into
the house. He did not show up to make a presentation. The committee was
informed of Ordinance 8.04.240 pertaining to garbage and Ordinance 13.08.030
pertaining to water for human consumption.
Andy Loebe explained the patching, chip and seal on West 15t from 3rd Avenue to
4th Avenue to be completed this fall.
The School District requested a 15-minute parking zone on the east side of the
Middle School from the middle doors north to the corner. Marvin Carter made a
motion, seconded by Bill Staudinger to grant the request and install the
appropriate signs. Also in the motion to install stop signs along 8th Avenue from
Main to 12th Avenue North. Motion carried.
Larry McCann explained to the committee of a request to redo the alley north of
the Laurel Outlook from Pennsylvania Avenue to Wyoming Avenue. The cost of
the project is about $14,000. The property owners to stand the cost of bringing to
grade, drainage and blacktop. The property owners asked if the city would supply
the gravel which would be about one-fourth of the cost. Larry to work with the
property owner and report back.
Larry explained about the need to improve the downtown parking areas. The
older areas do not have on-site drainage for storm water. He would like to see a
one-year moratorium placed on parking lots -being upgraded and blacktopped
without internal drainage. This would pertain to present areas only.
Motion by Marvin Carter, second by Ed Steffans to adopt. Larry to work with
Joe Leckie for language. Motion carried.
Alley behind KC Interiors and Watts Feed was discussed.
The foot bridge on West 12`h was discussed. Bicycle traffic is coming off of the
bridge into the main flow of traffic. A turn style or fencing or both was
suggested. Larry to look into and workout a solution. The county will have to be
involved.
Gary Temple asked the committee to consider a request by Jack Roma to provide
an access to his property south of the reservoir. Mr. Roma would like to have a
right-of-way onto city property to the north to Valley Drive.
It was the feeling of the committee to give him the easement with the condition
that Mr. Roma annex the property into the city. Mr. Roma not being present, no
action was taken.
The issue of a past due bill by Community Hope was discussed. The bill in
question is dated 12-8-97 in the amount of $24.00. There seemed to be some
confusion between them and the committee establishing the policy relating to
current resolution requiring all commercial and non-residents to pay at the
container site.
Larry McCann made a motion to waive the $24.00 fee and start over with a clean
slate, seconded by Bill Staudinger. Motion carried.
Water seepage on Hi-line Ditch was discussed. Larry and Joe are keeping an eye
on it to see if anything can be done to solve the problem.
There was no further business, and the meeting adjourned at 6:45 p.m.
