PRESENT: Ed Steffans Janet Johnson Larry McCann Bill Staudinger Gary Temple Mark Mace Gay Easton Larry McCann stated that in regards to the encroachment at the Caboose Saloon, Mr. Fink would not pay the encroachment fee until the city acts. After discussion, Gary Temple made a motion to amend Section 12.16.100, page 250, to reflect a one-time fee, reviewed annually, for an encroachment permit as set forth in Section 12.16.040, seconded by Bill Staudinger. Motion carried. Larry McCann reported on the meeting with Mr. Parks from Montana Department of Transportation for a bus loading zone, and also the schedule of the bus arrival times. Motion by Gary Temple to allow a bus loading zone on the west corner of West Main and Fourth Avenue as per state regulations, seconded by Janet Johnson. Motion carried. Larry McCann informed the committee of a State Floodplain Grant for Willow Drive along the south bank of the High Line Ditch. This would be a citizen's application: planning and funding for shot crete with cement. Application is due the first part of February. Larry will keep us informed. Larry explained the need for oil tanks at the city shop for dispensing oil products from bulk. Two suppliers: Pelican Oil offers two 275-gallon tanks free for seven years and we would own them at the end of the contract; A & I Distributors offers to install the tanks free, but they own and we have to use their oil as long as we have the tanks. Motion by Ed Steffans to recommend Pelican Oil, seconded by Janet Johnson. Motion carried. Larry informed the committee of the new fiberglass garbage cans made locally and the beginning one-week pickup on Main and First Avenue. There was no further business.
