WATER TASK FORCE MEETING
NOVEMBER 3, 1997 7:00 P.M.

1) Rory Schmidt, from the Montana Rural Water Systems, presented
to the committee new regulations for safe drinking water act
on Consumer Conference Reports.
The City will have to send each customer a conference report
(quality of our drinking water) in the spring of 1999 and each
year there after. Rory recommended that the City send the
report out the first week of May each year in conjunction with
National Water Week.
Rory also gave an overview of educational material available
to the City through Rural Water to inform the public on
Laurel's water system.
2) Dave Masser of Morrison Maierle gave an overview of technical
issues.
Jason Riddle of Double Tree gave an overview of financial
issues, including a report on the public hearing on SRF
Funding in Helena on October 23, 1997. Dispersement of SRF
funds has been delayed until approximately April 1, 1998.
Earl Tufty, of Morrison Maierle, gave an overview of
management issues.
Discussion.
a) 6 weeks advertising for bids.
b) 60 day from bid opening to bid award.
Approximately 3 weeks bid award to contract sign.
Approximately 2 weeks contractor starts
construction.
c) 7 months for construction.
d) Bid award before funding.
e) 30 day bond sale, if needed.
f) 30 day commitment on bids from suppliers to contractors.
g) Shorten bid opening to bid award creates critical path.
The recommendation from the committee is as.follows:
a) December 28, 1997 - Begin advertising for bids.
b) February 10, 1998 - open bids.
c) April 7, 1998 - Bid Awards
Council Action
SRF money available April 1.
