Members present: Chairman Jim Snively B. Other's present: A quorum (3 or more) present the following action was taken by the committee: Committee members appointed by the Mayor with confirmation of the City Council are: Don Hackmann, City Clerk, Chairman and Section 504 Coordinator Anne Easton, City Parks Activities Supervisor and Swimming Pool Manager Margit Thorndal, Laurel School District, Elementary Resource teacher working with handicapped students James Snively, citizen, legally declared handicapped person Bob Gauthier, Alderman, Chairman of Budget/Finance Committee The committee met to discuss and identify some of the activities, programs, and areas of.concern that need to be reviewed in pre- paring a transition plan and self-evaluation for compliance with "Section 504" of the Rehabilitation Act of 1973, which now has been written into the General Revenue Sharing (GRS) law and regulations. 1) Must give continuing notice of non-discrimination and give name of 504 coordinator. Don will contact KLYC radio and Y93 for public service announcements and publish another notice in the Laurel Outlook. 2) Review and update all job descriptions. 3) Review job application form. 4) Review the procedure for giving tests to applicants. 5) Establish a Section 504 Grievance Procedure. 6) Review policies of secondary recipients, i.e.: Senior Citizens, Senior Health Program, Transient Fund, Drug Abuse Program. 7) Possibly having "City of Laurel is an EEO employer" put on our letterhead paper. 8) Library - is large print material, cassette systems and brail books available for handicapped people? Don Hackmann Anne Easton , Margit Thorndal, Bob Gauthier 9) Parks - crafts and activities for handicapped children 10) Swimming pool - maybe schedule a separate time for the handi- capped. 11) Handicap parking - by City Hall and the City parking lot. 12) Council Chambers on 2nd floor - need structural change or consider other alternatives: i.e. schedule a meeting periodi- cally at another location or consider.a closed circuit TV intercom system. 13) Curbs at intersections in main business district - alter to accomodate wheelchair traffic. 14) Bath rooms in Thompson Park - if new ones are built, make accessible for the wheelchairs. Bob Gauthier is going to contact the Laurel Outlook and have an article written requesting more public participation and input.
